Special Town Meeting Warrant for May 15
TOWN OF RAYNHAM

THE COMMONWEALTH OF MASSACHUSETTS

SPECIAL TOWN MEETING

May 15, 2006


Bristol, ss.

To either of the Constables of the Town of Raynham, in the County of Bristol, GREETING.

    IN THE NAME OF THE COMMONWEALTH OF MASSACHUSETTS, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Raynham Middle School in said Raynham, on the 15th day of May, at 6:45 in the evening, then and there to act on the following Articles:--

ARTICLE 1.  To see if Town will vote to transfer from Free Cash the sum of $30,000 to the Finance Committee’s Reserve Fund; or take any action relative thereto. (Submitted by the Finance Committee)

ARTICLE 2.   To see if the Town will vote to transfer from Free Cash the sum of $4,418 to fund the full-time Town Accountant position for the remainder of the fiscal year; or take any action relative thereto. (Submitted by the Board of Selectmen)

ARTICLE 3.  To see if the Town will vote to transfer the sum of $549,191 out of the Ladder Truck Stabilization Account for the purpose of purchasing said ladder truck; or take any action relative thereto. (Submitted by the Fire Department)

ARTICLE 4.  To see if the Town will vote to transfer from Free Cash the sum of $50,000 for equipping the new ladder truck and training Fire Department personnel; or take any action relative thereto. (Submitted by the Fire Department)

ARTICLE 5.  To see if the Town will vote to transfer the sum of $2,275 from the Park and Recreation Department Wages Account to the Park and Recreation Department Expenses Account for the purpose of paying office custodial fees; or take any action relative thereto. (Submitted by the Park & Recreation Department)

ARTICLE 6.  To see if Town will vote to transfer from Free Cash the sum of $5,448 to the Police Department Wage Account for the contractual obligation of one-half year career incentive for a new officer hired to replace an officer who retired in January; or take any action relative thereto. (Submitted by the Police Department)

ARTICLE 7.   To see if the Town will vote to transfer the sum of $20,000 from the Communication Clerks Account to the Police Wage account; or take any action relative thereto. (Submitted by the Police Department)

ARTICLE 8.    To see if the Town will vote to transfer the sum of $5,000 from the Police Salary Account to the Police Wage Account; or take any action relative thereto. (Submitted by the Police Department)

ARTICLE 9. To see if the Town will vote authorize a three-year lease/purchase, pursuant to MGL Chapter 40, Section 4, for a 11-foot cut, self-propelled, diesel-powered mowing machine to cut 50 + acres of athletic fields, lawns and fields on various facilities through out the Town and to transfer from Free Cash the sum of $14,600 to fund the first year’s payments; or take any action relative thereto. (Submitted by the Highway Department)

ARTICLE 10. To see if Town will vote to accept, as a gift, the parcel identified as Parcel A, a 316,218 square foot parcel owned by Raynham Hotel, LLC and recorded at the Bristol County Registry of Deeds Northern District in Book 13206 Page 304, on a plan of land entitled “CONCEPTUAL PLAN OF LAND, SITE: ASSESSORS MAP 14, LOTS 168 & 169 RT 44 & JUDSON STREET, RAYNHAM, MASSACHUSETTS PREPARED FOR FIRST BRISTOL CORPORATION, Silva Engineering Associates, PC, 1615 Bedford Street Bridgewater MA 02324” dated 6/17/2005. Said Parcel to be administered by the Raynham Conservation Commission; or take any action relative thereto. (Submitted by Owner)

     And you are directed to serve this Warrant, by posting up attested copies thereof at the seven (7) places directed by vote of the Town, in said Town, fourteen (14) days before the time of holding said meeting.

     HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
