IN THE NAME OF THE COMMONWEALTH OF MASSACHUSETTS, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Middle School Auditorium in said Raynham, on the 30th day of October, at 7:00 in the evening, then and there to act on the following Articles: --
ARTICLE 1. To see if the Town will vote to transfer from the Stabilization Account the sum of $90,049 for the purchase of three new police vehicles for the Police Department; or take any action relative thereto. (Submitted by the Capital Planning

ARTICLE 2. To see if the Town will vote to transfer from the Stabilization Account the sum of $15,000 for sealing and painting of Highway Department Office and Garage roof, or take any action relative thereto.(Submitted by the Capital Planning Committee)

ARTICLE 3. ~ To see if the Town will vote to transfer from the Stabilization Account the sum of $25,000 to purchase two (2) diesel-powered, self-propelled, zero-turn commercial mowing machines for the Highway Dept/Parks and Grounds for maintenance of fields and other Town property, or take any action relative thereto. To see if the Town will vote to transfer from the Stabilization Account the sum of $13,000 for the replacement of 3,000 feet of 4” hose for the Fire Department, or take any action relative thereto. (This is to replace the 4” hose carried on three Engines that is over 25 years old and is leaking and blowing holes in the hose under pressure creating a safety hazard for firefighters) (Submitted by the Capital Planning Committee)

ARTICLE 6. ~ To see if the Town will vote to transfer from the Stabilization Account the sum of $14,000 to purchase 35 minitor pagers for the Fire Department, or take any action relative thereto. (This is to replace the existing pagers that the Fire Department has that are over 20 years old and can no longer be repaired.) (Submitted by the Capital Planning Committee)

ARTICLE 7. ~To see if the Town will vote to transfer the sum of $44,000 from the Sewer Enterprise for engineering/design work to modify the existing Rt. 44 sewer pumping station to accommodate a new generator, or take any action relative thereto. ARTICLE 8. ~ To see if the Town will vote to transfer from the Stabilization Account the sum of $26,300 for the purpose of repairing the elevator at the LaLiberte School, or take any action relative thereto.
Note: State regulations require that the hydraulic jack assembly be replaced on this elevator.

To see if the Town will vote to approve the $1,965,000 borrowing authorized by vote of the Bridgewater-Raynham Regional School District on September 13, 2006 for the purpose of paying additional costs of construction, originally equipping and furnishing a new District High School, or take any action relative thereto. ARTICLE 10. To see if the Town will vote to transfer from the Overlay Surplus Account the sum of $242,947 to pay the Town of Raynham’s full share of the $1,965,000 authorized by the Bridgewater-Raynham Regional School District for the purpose of paying additional costs of construction, originally equipping and furnishing a new District High School, or take any action relative thereto.

ARTICLE 23. To see if the Town will vote to reduce the amount appropriated for the Bristol-Plymouth Regional Technical School District at the May, 2006 Annual Town Meeting from $725,484 to $687,441, or take any action relative thereto. (Submitted by Board of Selectmen)
Note: Bristol-Plymouth reduced its assessment to the Town after receiving additional State funding. RECOMMENDED
ARTICLE 24. To see if the Town will vote to transfer the sum of $10,000 from the remaining funds of Article 1 of the June 16, 2003 Special Town Meeting, as originally submitted by the Park and Recreation Department, for the demolition of the two silos at Borden Colony, or take any action relative thereto. To see if the Town will vote to transfer any money remaining from the renovation of the Sullivan School for use as new Town Offices for the purpose of purchasing necessary furnishings and for moving expenses, or take any action relative thereto. To see if the Town will vote to accept as a gift the amount of $ from Bay State Gas’s Partners in Energy Program as a cash incentive to promote energy efficiency upgrades at the new Town Offices and to appropriate said amount for the purpose of paying for any necessary furnishings and moving expenses, or take any action relative thereto. ARTICLE 28. To see if the Town will vote to approve the amended Tax Increment Financing Agreement between the Town and Silvia & Quinn, P.C., 180 Paramount Drive, Raynham, MA 02767, substantially in the form as is on file with the Town Clerk (the “TIF Agreement”), pursuant to Massachusetts General Laws, Chapter 40, Section 59, as an Economic Opportunity Area (“Silvia & Quinn, P.C., Economic Opportunity Area”) and to authorize the Board of Selectmen to submit an Economic Opportunity Area Application, Tax Increment Financing Plan, and Certified Project Application to the Massachusetts Economic Assistance Coordinating Council all relating to the project located on a parcel of land identified as Assessor’s Map 15, Lot 176-2G and 180 Paramount Drive, Raynham, MA 02767. Said
Agreement shall be considered in return for locating said business in Town and a subsequent increase in the assessed value of the property based on improvements to said property. To take such other actions as may be necessary to obtain approval of the Certified Project Application, the Economic Opportunity Area, the Tax Increment Financing Plan, and TIF Zone and to implement the TIF Agreement; or take any action relative thereto. ARTICLE 29. To see if the Town will accept as a gift, purchase, or take by eminent domain permanent sewer easements in portions of certain parcels of land, as shown on plan (1 sheet) entitled, “ Revised Plan of Easements to be Acquired for Proposed Sanitary Sewer between Parkwood Drive & Walter Drive Town of Raynham, Massachusetts dated September 15, 2006, Tighe & Bond, Consulting Engineers Westfield, MA 01085” prepared for Board of Sewer Commissioners, Raynham, Massachusetts, and which is on file with the Office of the Town Clerk, or take any action relative thereto.
Note: Funds for the uses described in this Article were previously raised and appropriated pursuant to Article 21 of the 1999 Annual Town Meeting, an Article relating to the extension of the Town of Raynham Sewer System.

ARTICLE 30. ~~~To see if the Town will vote to transfer the sum of $300,000 from the Sewer Enterprise to install a modern air-cooled 250 kilowatt diesel emergency generator for the Route 44 Sewage Pumping Station; or take any action relative thereto.

ARTICLE 31. To see if the Town will vote to raise and appropriate or transfer from the Stabilization Account the sum of $7,605.00 and to give said amount as a gift to the Bridgewater-Raynham Regional School District in accordance with G.L. c. 71, §37A to hire a part-time Raynham Coordinator of Volunteers for the balance of the 2006-2007 school year, or take any action relative thereto. ARTICLE 34. To see if the Town will vote to accept as a Town Way, the roadway known as Fair Lane as shown on a recorded plan of land entitled “Fair Lane” a definitive Subdivision Plan of Land in Raynham, MA by BDO Engineering, dated March 20, 2002 with revisions thru May 16, 2002. The Plan is recorded with Bristol County Northern District Registry of Deeds in Plan Book 408 at Pages 23 and 24. Such acceptance being subject to conveyance in fee of said way by owner or owners at no cost to the Town, or take any action relative thereto.

ARTICLE 35. To see if the Town will vote to accept as a Town Way, the roadways known as Carol Drive, Ridge Road, Alvin Circle and Finch Road as shown on a recorded plan of land entitled “Finch Farm, a definitive Subdivision Plan of Land located off Leonard Street in Raynham, MA prepared for Easecat Inc. dated January 11, 1999, last revised May 8, 2000 prepared by Sitec Inc, 12 Welby Road, New Bedford, MA 02745”. The Plan is recorded with Bristol County Northern District Registry of Deeds in Plan Book 395 Pages 19-24. Such acceptance being subject to conveyance in fee of said way by owner or owners at no cost to the Town, or take any action relative there.

To see if the Town will vote to authorize the Board of Selectmen to accept as a gift, purchase, or take by eminent domain three parcels of land off of Gardner Street shown as parcels T1, T2, T3 and T4 on a plan entitled “Plan of Proposed Roadway Layout and Takings, Gardner Street, Raynham;, Massachusetts, Scale 1” = 20’, date 9/11/06, Alpha Land Surveying & Engineering Associates”, a copy of which is on file with the Town Clerk, for the purpose of the relocation of a portion of Gardner Street and for maintaining and repairing the Gardner Street dam.
