TOWN OF RAYNHAM

THE COMMONWEALTH OF MASSACHUSETTS

SPECIAL TOWN MEETING

May 21, 2007


Bristol, ss.

To either of the Constables of the Town of Raynham, in the County of Bristol, GREETING.

    IN THE NAME OF THE COMMONWEALTH OF MASSACHUSETTS, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Middle School’s Joseph A. Bettencourt Auditorium in said Raynham, on the 21st day of May, at 6:45 in the evening, then and there to act on the following Articles:--

ARTICLE 1.  To see if the Town will vote to transfer the balance of the Landfill budget at the end of FY2007 to the Special Landfill account to offset the cost of operating the Town’s solid waste and recycling facility and maintaining landfill infrastructure as result of closure; or take any action relative thereto.  (Submitted by the Highway Department)

ARTICLE 2. To see if the Town will vote to transfer the balance of the Highway Department operations budget at the end of FY2007 to the Snow and Ice account to offset the cost of operating the snow and ice program; or take any action relative thereto.  (Submitted by the Highway Department)

ARTICLE 3.      To see if the Town will vote to transfer from Free Cash the sum of $15,580 to the Health Insurance account, or take any action relative thereto.

ARTICLE 4.      To see if the Town will vote to transfer from Free Cash the sum of $11,627 to the Liability Insurance account, or take any action relative thereto.

ARTICLE 5.      To see if the Town will vote to transfer from Free Cash the sum of $19,500 to the Town Office Maintenance account, or take any action relative thereto.
Note: Operating costs for the new Veterans Memorial Town Hall were not included in FY07 budget.

ARTICLE 6.  To see if the Town will vote to transfer the from Free Cash the sum of $6,600 to pay for additional moving costs and furniture for the new Veterans Memorial Town Hall, or take any action relative thereto.

ARTICLE 7.      To see if the Town will vote to transfer from Article 37 of the 1995 Annual Town Meeting the sum of $3,899.50 and from Free Cash the sum of $600.50, for a total of $4,500.00 for the purchase of new bullet proof vests for the Police Department, said money to be combined with a Federal grant, or take any action relative thereto.

ARTICLE 8.      To see if the Town will vote to transfer the sum of $37,769.94 from Article 12 of the October 30, 2006 Special Town Meeting to the Police Salary account, or take any action relative thereto.

ARTICLE 9.      To see if the Town will vote to transfer the sum $28,615.59 from Article 12 of the October 30, 2006 Special Town Meeting to the Police Wage account, or take any action relative thereto.

ARTICLE 10.  To see if the Town will vote to transfer the following amounts from the Highway Department accounts listed below for the purpose of paying architectural and engineering costs associated with the building of a 4,200 square foot addition to the Highway Garage including any remodeling/ reconstruction of the existing building required by the Americans with Disabilities Act, or take any action relative thereto.

ARTICLE 11.     To see if the Town will vote to transfer the sum of $73,200 from Article 10 of the November 2004 Special Town Meeting for the purpose of construction of a 4,200 square foot addition to the Highway Garage including any remodeling/reconstruction of the existing Highway Garage required by the Americans with Disabilities Act, or take any action relative thereto. (Submitted by the Highway Department)
Note: Money contained in this article and the next two articles is to be combined with Article 7 of the November 15, 2005 Special Town Meeting and will be used to pay for additional costs required to make the Highway Garage handicapped accessible and to provide contingency money.

ARTICLE 12.     To see if the Town will vote to transfer the sum of $50,000 from the Landfill Closure Account for the purpose of construction of a 4,200 square foot addition to the Highway Garage including any remodeling/reconstruction of the existing Highway Garage required by the Americans with Disabilities Act, or take any action relative thereto. (Submitted by the Highway Department)

ARTICLE 13.     To see if the Town will vote to transfer the sum of $25,000 from Article 26 of the May 2005 Annual Town Meeting for the purpose of construction of a 4,200 square foot addition to the Highway Garage including any remodeling/reconstruction of the existing Highway Garage required by the Americans with Disabilities Act, or take any action relative thereto. (Submitted by the Highway Department)

ARTICLE 14.  To see if the Town will vote to accept as Town Ways, the roadways known as Carol Drive, Ridge Road, Alvin Circle and Finch Road as shown on a recorded plan of land entitled “Finch Farm, a definitive Subdivision Plan of Land located off Leonard Street in Raynham, MA prepared for Easecat Inc. dated January 11, 1999, last revised May 8, 2000 prepared by Sitec Inc, 12 Welby Road, New Bedford, MA 02745”.  The Plan is recorded with Bristol County Northern District Registry of Deeds in Plan Book 395 Pages 19-24.  Such acceptance being subject to conveyance in fee of said ways by owner or owners at no cost to the Town, or take any action relative thereto.

     And you are directed to serve this Warrant, by posting up attested copies thereof at the seven (7) places directed by vote of the Town, in said Town, fourteen (14) days before the time of holding said meeting.

     HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
