Capital Planning Appropriations
                             
                                 CAPITAL IMPROVEMENT PROGRAM
                                                        Fiscal Year 2004


The Capital Planning Committee worked diligently with Department Heads this past fall to pare down an initial list of capital needs over a $1,000,000.  The Committee then worked to prioritize that list of items not knowing how much free cash would be available to fund the Town’s capital improvement needs. Those items that made the cut were then published in article form on the warrant which was mailed to all residents of the Town during the month of November. The Town voted to fund most, but not all, of the items on the warrant.

The November 24, 2003 Special Town Meeting appropriated money for the following capital items:


1. $105,000 for four (4) police vehicles-two marked patrol cars and two unmarked police sedans for the detectives and other uses.

2. Annual upgrade of the Police computer systems so that they may stay up-to-date with technology advances ($7,500).

3. $60,000 for the ongoing implementation of the town-wide Geographic Information System (GIS).

4. $75,000 for an elevator at Gilmore Hall/Town Hall Annex to provide handicap access to the second floor. This will allow public meetings to be held upstairs. It will also allow access to handicap restrooms, which are located on the 2nd floor, for those visiting the Building/Planning offices on the 1st floor.

5. An $18,000 transfer from a Cemetery Department account to fund continued road improvements to the Town's various cemeteries.

6. $36,000 for a one ton dump truck for the Cemetery Department.

7. $36,000 for a  one ton dump truck fro the Park & Rec Department

8. $16,000 for turnout gear for the Town's call fire fighters.

9. $22,000 to upgrade the Fire Department's safety equipment for its fire fighters including PASS devices and protective breathing equipment.

10. The purchase of a new Cascade system for the Fire Dept. used for filling the Scott packs used by fire fighters.

11. An extra $52,000 for road improvements to Elm Street, Hall St. and Ann St. in addition to the money from the Sewer Department. Sewer money is used to overlay the streets after the sewer lines have been installed. This money will be used for "milling" the street to lower the elevation of the road and for drainage work.

12. $81,000 for engineering work on North and South Main Streets in anticipation of the reconstruction of the roads.

13. $4,000 for a snow plow for the Highway Dept.

In addition, $15,000 was raised for the hiring of a fixed asset accounting firm in order to bring the Town into compliance with GASB Statement 34. $5,000 was raised for replacement of the siding on the storage garage behind the LaLiberte School and $6,500 for removal of the old underground oil storage tank  at the South School.
