RAYNHAM CONSERVATION COMMISSION AGENDA REGULATIONS

ALL business to be discussed at a regularly scheduled meeting of the Conservation Commission (including emails, letters, and supplemental documents) MUST be completely submitted or received to the Conservation Commission by 12 noon on the Wednesday two weeks before the scheduled Conservation Commission Meeting unless otherwise directed by the Conservation Commission at a public hearing.  

Three copies of the plans (including revisions and RDA plans) must be received in order to be scheduled for a public meeting.


SUBMITTAL REQUIREMENTS REGULATIONS

  • Three copies of site plans for single family projects  -  Six copies of site plans for all other projects.
  • Three copies of application (INCLUDING one original)
  • All applicable fees per the DEP fee analysis and any RCC fees.
  • RDA’s, NOI'S, ANRAD's and AMENDED OOC’S: require a public notice to be placed in the Taunton Gazette.  When the office receives the completed application, the applicant will be GIVEN INSTRUCTIONS for placing the notice in the Gazette and a hearing date.
  • Signatures of applicant, representative, and land owner as applicable.
  • For wetland delineations: data sheets, field notes, narratives, and calculations for ilsfs.
  • For construction activities: stormwater data sheets, swpps, stormwater/drainage analysis documents, and construction and operation management plan.
INSTRUCTION FOR APPLICANT:
The Conservation Commission will notify you of a hearing date when we receive the completed application.  If you require assistance, please call Gail Santos in the Conservation office at 508-824-2706.
The public hearing notice must be run in the Taunton Gazette at least 5 business days prior to the hearing date.  Please contact the Taunton Gazette, Office Number: 781-433-7998, Fax Number: 781-433-7951 at o legals@wickedlocal.com.

Please forward a copy of the legal notice back to the Conservation Office to be posted (5 business days prior to the hearing) and for our records..
If filing a Request for Determination, Notice of Intent or an ANRAD all abutters within 100 feet of your property must be sent a copy of the hearing notice by certified mail, return receipt requested.  You must obtain a certified abutters list from the Assessor’s Office (508-824-2704).

The night of your hearing please bring with you the tear sheet from the Gazette, which the public notice was placed, proof of payment from the Gazette, the certified abutters list and green cards showing all abutters have received notice of the hearing.  
WITHOUT THE GREEN CARDS AND A COPY OF THE TEAR SHEET FROM THE GAZETTE, THE COMMISSION CANNOT OPEN THE HEARING.


REQUEST FOR CERTIFICATE OF COMPLIANCE


IN ORDER TO BE CONSIDERED A COMPLETED REQUEST FOR CERTIFICATE OF COMPLIANCE, THE REQUEST DOCUMENTATION MUST CONTAIN THE FOLLOWING:

1) TWO COMPLETED DEP REQUEST FOR CERTIFICATE OF COMPLIANCE FORM 8A’S (ONE ORIGINAL AND ONE COPY)

2) TWO LETTERS FROM THE APPLICANT / PROPERTY OWNER OF RECORD REQUESTING A CERTIFICATE OF COMPLIANCE (ONE ORIGINAL AND ONE COPY)

INCLUDED IN THE LETTER MUST BE THE CURRENT MAILING ADDRESS and TELEPHONE NUMBER OF THE APPLICANT / PROPERTY OWNER OF RECORD

3) TWO WRITTEN STATEMENTS FROM A REGISTERED PROFESSIONAL ENGINEER  CERTIFYING THAT THE WORK HAS BEEN CONDUCTED AS SHOWN ON THE PLAN (S) AND DOCUMENTS REFERENCED IN THE ORDER OF CONDITIONS ISSUED BY THE RAYNHAM CONSERVATION COMMISSION (ONE ORIGINAL AND ONE COPY).

4) TWO NARRATIVES FROM A REGISTERED PROFESSIONAL ENGINEER DETAILING CHANGES MADE TO THE PLAN AND IN THE FIELD IF THE COMPLETED WORK DIFFERS FROM THE APPROVED PLAN AS REFERENCED IN THE ORDER OF CONDITIONS.  IF THERE ARE SUBSTANTIAL DIFFERENCES, IDENTIFY THE IMPACT OF THE DIFFERENCE OF THE RESOURCE.   (ONE ORIGINAL AND ONE COPY)

5) TWO COPIES OF AN “AS BUILT” PLAN PREPARED, SIGNED, AND STAMPED BY A REGISTERED PROFESSIONAL ENGINEER AS APPLICABLE.
        A. THE “AS BUILT” PLAN SHALL USE AS A BASE THE APPROVED PLAN AS REFERENCED IN THE ORDER OF CONDITIONS
        B. THE “AS BUILT” PLAN SHALL BE THE SAME SCALE AND SIZE AS THE APPROVED PLAN REFERENCED IN THE ORDER OF CONDITIONS

6) THE REQUIRED ENGINEER’S CERTIFICATION STAEMENT AND THE CERTIFIED SITE TOPOGRAPHIC AS-BUILT SHALL BEAR ORIGINAL WET INK AND STAMP SIGNATURES AND SEALS.

7) PROOF OF RECORDING OF THE ORDER OF CONDITIONS FROM THE COMMISSION.



RAYNHAM CONSERVATION COMMISSION POLICY FOR A REQUEST FOR CERTIFICATE OF COMPLIANCE FOR STREAM RESTORATION, PLANTING, RESTORATION, LANDSCAPING, WETLAND MITIGATION, AND CONSTRUCTED STORMWATER BMPS, PROJECTS

IN ORDER TO BE CONSIDERED A COMPLETED REQUEST FOR CERTIFICATE OF COMPLIANCE, THE REQUEST DOCUMENTATION MUST CONTAIN THE FOLLOWING:

1) TWO COMPLETED DEP REQUEST FOR CERTIFICATE OF COMPLIANCE FORM 8A’S (ONE ORIGINAL AND ONE COPY)

2) TWO LETTERS FROM THE APPLICANT / PROPERTY OWNER OF RECORD REQUESTING A CERTIFICATE OF COMPLIANCE (ONE ORIGINAL AND ONE COPY)

3) TWO WRITTEN STATEMENTS FROM A PROJECT APPROPRIATE PROFESSIONAL CERTIFYING THAT THE WORK HAS BEEN CONDUCTED AS SHOWN ON THE PLAN (S) AND DOCUMENTS REFERENCED IN THE ORDER OF CONDITIONS ISSUED BY THE RAYNHAM CONSERVATION COMMISSION (ONE ORIGINAL AND ONE COPY) FOR PURPOSES OF THIS REQUIREMENT A PROFESSIONAL MAY BE AN ENGINEER, WETLAND SCIENTIST, LANDSCAPE ARCHITECT, HYDROGEOLOGIST, ETC. IF THERE IS A QUESTION REGARDING WHO SHOULD PROVIDE THE STATEMENT OF COMPLETION, THE RAYNHAM CONSERVATION COMMISSION OFFICE SHOULD BE CONTACTED PRIOR TO SUBMISSION OF THE REQUEST FOR A CERTIFICATE OF COMPLIANCE.

        A. THE “AS BUILT” PLAN SHALL USE AS A BASE THE APPROVED PLAN AS REFERENCED IN THE ORDER OF CONDITIONS
        B. THE “AS BUILT” PLAN SHALL BE THE SAME SCALE AND SIZE AS THE APPROVED PLAN REFERENCED IN THE ORDER OF CONDITIONS

6]THE REQUIRED ENGINEER’S CERTIFICATION STAEMENT AND THE CERTIFIED SITE TOPOGRAPHIC AS-BUILT SHALL BEAR ORIGINAL WET INK AND STAMP SIGNATURES AND SEALS.


7) PROOF OF RECORDING OF THE ORDER OF CONDITIONS.

8) UPDATED APPLICANT/ OWNER INFORMATION, INCLUDING THE TELEPHONE NUMBER(S), AND FAX NUMBER(S) OF THE APPLICANT / PROPERTY OWNER.

9) WINTER SUBMISSION REQUIREMENT: THE RAYNHAM CONSERVATION COMMISSION RESERVES THE RIGHT TO TABLE THE PROJECT APPROVAL UNTIL JUNE TO DETERMINE THAT ADEQUATE GROWTH AND COVERAGE IS ACHIEVED. UPON REVIEW FOR COMPLETION OF THE APPLICATION FOR A REQUEST FOR A COC, THE RAYNHAM CONSERVATION AGENT MAY REQUIRE A WAIVER IN WRITING TO TABLE THE ISSUANCE OF A COC UNTIL JUNE.


EROSION CONTROL REGULATION

Erosion control measure shall be double rows of staked hay bales (see attached detail) or as otherwise approved by the Conservation Commission.

SNOW REMOVAL REGULATIONS

The Raynham Conservation Commission requires that all snow storage areas must be shown and labeled on plans presented to the Commission for subdivisions, commercial projects, industrial projects, and drainage systems. The snow storage areas must be sited as far away from the resource areas and stormwater utilities as possible.  In the event that snow storage cannot be moved away from the resource area, the Raynham Conservation Commission may condition the use of a salt alternative as a BMP on the site. The Commission must be presented the MSDS information and application requirements for review prior to approving the alternative. All snow removal activities must be included in the Construction Operation and Maintenance Plan.


RAYNHAM CONSERVATION COMMISSION
WINTER DELINEATION REGULATION

The Raynham Conservation Commission will not delineate or verify a wetland resource area delineation including mean annual high water line and BVW line, during deep snow cover or deep freeze conditions that would make observation of vegetation, hydrology, or soil conditions and test pits difficult or impossible.  The Raynham Conservation Commission will make every effort to delineate or verify a wetland resource area within 90 days if conditions have changed in the field that would make the type of vegetation, the wetland hydrology, and soil conditions identifiable.  If the wetland resource area has not been verified after 90 days, the Applicant will be required to re- advertise the public hearing and re-notify abutters through certified mail, return receipt requested, once a hearing date has been determined.
