The meeting of the Raynham Conservation Commission was called to order at 6:10 p.m.

Informal Meeting
1. Presentation by Joe Pacheco re: Green Development and Route 138 Committee
DISCUSSION:
Joe Pacheco came in to discuss his plans for Green Development and the Route 138 Committee.
This May, an audit will be performed and should be available by August. Project Green’s mission is to preserve the land by reusing old buildings for new businesses instead of building new. IHOP is one such example. The old T-Mobile building on 138 is another example. Con Comm suggested that they may have a list of all properties that were once accepted as conservation land, but some deed research may have to be performed in order to use once an old building is identified for reuse.
Mr. Pacheco also spoke about the proposed Route 138 Committee to study zoning on Route 138 and create a long term plan of what they want it to look like going forward. A commissioner suggested contacting Bob Davis as a possible person to involve on the committee. Bob currently works for the Army Corp. of Engineers. Con Comm suggested having a Con Comm person sit in on the meetings to give information on environmental material. Erika stated that she will serve as a Cons Comm representative. Another commissioner suggested giving Kevin Shea all call to get a Taunton representative in on the meetings.

Formal Discussion 7:00 p.m.
1. Continuation of a public hearing at 7:00 p.m. relative to the filing of an Abbreviated Notice of Resource Area Delineation to confirm the boundaries of 260 feet of Bordering Vegetated Wetlands and 240 feet of bank for 476 South Main Street, Assessors' Map 11, Parcel 216, Town of Raynham. The Abbreviated Notice of Resource Area Delineation is being submitted by Barrett Johnson, 476 South Main Street, Raynham, MA 02767. David McRae was recused from this discussion.
DISCUSSION:
To date, the request from the previous meeting for more information has not been met. The Commission requested that the wetland line be continued to the end of the property line in the North West section of the project. Mean annual high-water, bank, and any corresponding flood zone associated should be continued in the north east section of the project as it did not end at the property line. In the associated narrative, there was mention of an ILSF which was not flagged or indicated on the plan. Also, there was no field information regarding depth and other such indicators such as an outlet, etc., that would make this area fall under the ILSF definition as opposed to being IVW, BVW, or BLSF. The Commission requested soils (wetland and upland) and vegetation data sheets at a minimum
for the following flag numbers WF 1, WF 5, WF 8, and WF 14. There also needs to be some indication as to why the flags varied so much in the field from the old flags - this explanation should be included in the narrative. Again, once this is submitted and complete, Jeff Bridge will provide a cost estimate for review in a budget.

Continuation of a public hearing at 7:15 p.m. relative to the filing of an Abbreviated Notice of Resource Area Delineation to confirm the boundaries of 180 feet of Bordering Vegetated Wetlands for 1635 Broadway, Assessors' Map 3, Parcel 77 and 78, Town of Raynham. The Abbreviated Notice of Resource Area Delineation is being submitted by 1635 Broadway Realty Trust, 296 Mohawk Road, Raynham, MA 02767. David McRae back in for this discussion.
DISCUSSION:
The line has been completed on the plan for BVW. The hydric soils and upland soils were not provided nor were vegetation forms provided. There was information regarding a plot that had discrepancies involving when the hydric soil was encountered for a plot in the field. This information needs to be reviewed for completeness, accuracy, and to detail where this point was. At a minimum, there needs to be information on soils and vegetation provided for flags, 4, 8, and B. There also needs to be some indication as to why the flags varied in sections in the field from the old flags - this explanation should be included in the narrative. Continued public hearing at 7:30 p.m. relative to the filing of an Abbreviated Notice o Resource Area Delineation under the Wetlands Protection Act, Mass. G. I. Chapter 131, Sec. 40. The Abbreviated Notice of Resource Area Delineation is being submitted for the verification of 13,500 linear feet of Bordering Vegetated Wetlands at Locust Street, Map and Lots as follows: Map 9: Lots 207-1B, 207-9B to 11B, 207-12 to 14, 207-17B, 207-19B to 38B, 207-37A, 207-40B to 42B, 207-44B to 46B, 207-48, 207-51, 208-1B, 208B, 209B, 209-1B, 209-3B to 10B, 209-15B to 16B, Map 10: Lot 31-1B to 5B, Map 12: 219 1B to 10B, 209-16B to 19B, Map 13: 31-8B to 11B. The Abbreviated Notice of Resource Area Delineation is being submitted by Donald Schute of Broadway Realty Trust.
DISCUSSION:
The applicant asked for a continuance until 3/02/06, but wanted to give an update. Erika Ueberbacher, Conservation Agent, John Richardson, and Peter Dillion walked and moved some flags. The line is long, 2000'. They identified two additional IVW; it does have an outlet.
