FINAL MINUTES FOR THE RAYNHAM CONSERVATION COMMISSION MEETING ON JANUARY 18, 2007
The meeting of the Raynham Conservation Commission was called to order at 6:00pm.

Informal Meeting
1. Paul Dooley
Discussion
Conservation Commission received a request from Paul Dooley for consideration to
fill the vacant position on the Commission. Ms. Rochette asked Mr. Dooley what his
interests are in the Commission. Mr. Dooley stated that he has lived in the Town of
Raynham for over forty-years and would like to be involved. Mr. Dooley is a retired
educator from the Taunton school system. Mr. Dooley stated that he does not have
any conflicts and that his only interest is the outdoors. Mr. Smith motioned and Ms. Rochette seconded to forward correspondence to the Board of Selectmen recommending Paul Dooley to the vacant position on the Conservation Commission. The Vote made it unanimous.
2. Park & Rec
Discussion
Chris Bodensieck and Jennifer Hruniak from Park & Rec were present. Chris explained
that the Park & Rec department would like to renovate/expand the existing fields:
Reed Field on Elm Street West, South School Field, and Mill Street Field. Park & Rec stated that any renovations at the Mill Street Field would have to be in conjunction with the American Legion because the field is on their property. Park & Rec stated that new teams for soccer and lacrosse are coming to Raynham and the fields mentioned are in need of renovation. They explained that irrigation would be needed at all fields and there would be no change in the grade of the land. Commission members discussed and advised Park & Rec the types of filings recommended how to proceed for this project. Agent advised of the firms that typically file and review Town projects. Discussion was made regarding time schedule for the Borden Colony Meetings
3. Ms. Rochette motioned and Mr. Smith seconded to approve the minutes of the
January 4, 2007 meeting. The vote made it unanimous.
4. Agent presented the commission with an update of the meeting schedule and the
approved Warrant for the Town of Raynham Special Meeting on January 29, 2007.

Open Formal Session 6:30pm
1. Continuation of a Public Hearing relative to the filing of a Notice of Intent under the
Wetlands Protection Act, Mass, G.L. Chapter 131, Section 40. The Notice of Intent
Is being submitted for the construction of a proposed 55-unit residential condominium complex in the ten buildings along with associated parking, driveway, grading, utilities, and drainage that lies partially within the 100-foot buffer zone to a bordering vegetated wetland. The proposed project is located at Assessors’ Nap 15, Lot 176-4J, Hill Street, Town of Raynham. The Notice of Intent is being submitted by Intoccia Construction Co.
DISCUSSION
Bill Buckley was present and stated the Commission that the revisions were made regarding snow storage, ownership through the end of the project, and snow removal procedures. Mr. Buckley stated that the following documents are being submitted to the Commission: Bella Estate Realty Trust letter dated January 17, 2007 stating ownership and responsibility through the completion of the development; Operation & Management Plan dated January 10, 2007 for storm water BMP’s; snow disposal area plan dated January 10, 2007.
Bob Davis, Francine Road, was present and discussed the concerns of a stream running through the property of Anne Avelino, 370 Hill Street. Photos of the stream were taken recently by Mr. Davis and presented to the Commission.
Mr. Smith motioned and Ms. Rochette seconded to approve Plans dated December 8, 2006 with revision through January 10, 2007 for Snow Removal Plan including attachments of correspondence from Attorney dated January 17, 2007 and Operation Management Plan dated January 10, 2007. The vote made it unanimous.
Mr. Davis requested a copy of all documents approved to be forwarded to himself and
Anne Avelino.
2. Opening of a Public Hearing relative to the filing of a request for determination of
applicability under the Wetlands Protection Act, Mass, G.L. Chapter 131, Section 40.
The request for determination of applicability is being submitted for the construction of a
30’ by 45’ barn and an 18’ x 36’ above ground swimming pool Swimming pool within the
100-foot buffer zone area from the BVW. The project location is Assessors’ Map 11,
Parcel 190A, 57 Pamela Way, Town of Raynham. This request for determination of
applicability is being submitted by John Dominique.
DISCUSSION
Agent stated that the request is submitted solely by the homeowner for the installation of a pool and building on the property. Agent stated that a site visit was recently completed. Mr. Dominique, homeowner, revised the submitted plans and marked trees to be removed on the plan.
Mr. Smith motioned and Ms. Rochette seconded to approve plans for 57 Pamela Way dated January 18, 2007 and to issue a Negative 3 with conditions. The vote made it unanimous.
3. Opening of a Public Hearing relative to the filing of a request for determination of
applicability under the Wetlands Protection Act, Mass, G.L. Chapter 131, Section 40.
The Notice of Intent is being submitted for the construction of a drainage swale and
associated grading in order to alleviate flooding conditions. The work proposed is within
the wetland buffer zone and the outer riparian zone. The project location is 219 Buck
Knoll Road, Map 12, Lot 242A, Raynham, MA 02676. The Notice of Intent is being
submitted by Brian Strausbaugh.
DISCUSSION
Agent stated that National Heritage has submitted a letter for the project.
Agent stated all that an Enforcement Order was issued for ANRAD and new NOI to be submitted to resolve drainage issues on site. Agent stated that a drainage design was not submitted on original plans as part of the original NOI for the house. Commission was presented plans for a drainage system, which would be constructed on an adjacent property. Mr. Smith stated that he walked the property two weeks ago and the type of wall on property is incorrect as far as material type. Agent requested an Order of Condition to be added to the plan for debris piles, markings of trees, and any rocks which are to be removed.
Mr. McRae suggested a file must be submitted from abutting property owner regarding the approval of construction of the swale on the property. Commission requested the following issues be addressed: Erosion control measures, limit of work line, 25’ no touch disturbance, irrigation well marked as such.
Ms. Rochette requested Mr. Schmid to be present at the next meeting regarding this project along with Mr. Stolte.
Mr. McRae motioned and Mr. Smith seconded to continue until February 1, 2007. The vote made it unanimous.
4. Opening of a Public Hearing relative to the filing of an abbreviated Notice of Resource
area delineation under the Wetlands Protection Act, Mass. G.L. Chapter 131, Section 40.
The abbreviated Notice of Resource area delineation is being submitted for the resource
area delineation confirmation of the boundaries of 632+/- feet of bordering vegetated
wetlands and 600 +/- feet of mean annual high-water line. The project location is 300
Route 44, Map 14, Lot 7, Raynham, MA 02767. The abbreviated Notice of Resource
Area delineation is being submitted by Cedar Shopping Center, Inc.
DISCUSSION
Mr. Pozerski and Commission members discussed items for project regarding future
filing. ORAD was issued for plan dated 11/27/06. Mr. Smith motioned and Ms. Rochette seconded to approve plan. The vote made it unanimous

Continuation of a Public Hearing relative to the filing of a Notice of Intent under the Wetlands Protection Act, Mass. G.L. Chapter 131, Section 40. The Notice of Intent is being submitted for the construction of driveway aprons, utility connections, and service lines, one storm water drainage system, the installation of a water main on Mill Street, 150 feet +/- of roadway with associated grading, five foot sidewalks, handicap ramps, and curbing; and associated erosion control measures within the 100 foot buffer zone to a bordering vegetated wetland and two hundred foot river protection zone as applicable. The proposed project is located at Assessors’ Map 8, Lot 225, Mill Street, Town of Raynham, MA. The Notice of Intent is being submitted by Alice Gonsalves.
DISCUSSION
Continued until February 1, 2007.

Continuation of a Public Hearing relative to filing of a Notice of Intent for the construction of a single-family home with associated driveway, grading, fence, and utilities within 100 feet of existing wetlands and a previously approved restoration area. The proposed project is located at Assessors’ Map 3, Lot(s) 460, 461, 180 Overlook Drive, Town of Raynham, MA. The Notice of Intent is being submitted by Steve Parker.
DISCUSSION
Continued until February 1, 2007.
