Board of Selectmen October 17, 2017
Karen Donahue called the meeting to order at 7:02 p.m. after returning from an Executive Session.
Present were Joseph Pacheco, Marie Smith and Karen Donahue.
Acceptance of the Minutes
Mr. Pacheco made a motion and Mrs. Smith seconded to accept the minutes of the October 3rd and October 10th meetings as printed, Mrs. Donahue made it unanimous.
Mr. John McGarry a member of the Veterans Committee was present to discuss honoring a fallen soldier. The honoree is Private James J. Perry who was killed in action on March 14, 1945. His home is believed to be located at 257 South Street East and for that reason, it is appropriate that his Fallen Hero sign be erected on South Street East at the intersection of Hill Street. Mr. McGarry asked the Board’s permission to request that Highway Superintendent Ed Buckley install the sign. Mr. Pacheco made a motion to approve, Mrs. Smith seconded and Mrs. Donahue made it unanimous.
Mr. Gil Alegi of the Finance Committee was present to address the Board. He said: the Finance Committee met previously and reviewed all of the articles and the Special Town Warrant and after some discussion, we will be recommending all of the money articles in the warrant. Mr. Pacheco made a motion to accept the article and close it, Mrs. Smith seconded and Mrs. Donahue made it unanimous. The Board thanked the Committee for all their hard work.
An application for Re-Appointment of Constable was received from Mr. Lawrence Cabeceiras. Mr. Pacheco made a motion to accept, Mrs. Smith seconded and Mrs. Donahue made it unanimous.
Town Administrator’s Report
Mr. Flaherty reviewed the Town Administrator’s Report. The keys are being distributed for the Town Hall’s new front door security system.
Interviews will be conducted next week for both the Health Agent and the Health Inspector’s position
A meeting was held on Tuesday with the RAVE Directors to choose a replacement for Kim Dolan.
The position for the Town Hall’s custodian was posted this week.
The North School projects are ongoing and the renovation of the bathroom has begun.
The Special Town Meeting will be held on Nov. 6th, the Pre-Town Meeting will be held on October 30th at 6:00 PM, and the printer has been notified.
The next Selectmen’s Meeting will be next Tuesday, October 24th at 7:00 p.m.
The next Department Head meeting will be October 19th.
An auction of Town owned properties will be held on Nov. 8th at noon in Town Hall. Please see Michael King, Treasurer/Collector for details.
Mr. Pacheco asked if the moderator was available for Monday, October 30th as typically, the meetings have been held on a Tuesday. Mr. Flaherty will clarify.
Mr. Pacheco was able to attend B-P’s Open House this past weekend and said there was a great turnout. They are selling bricks for a walkway for an Athletic Hall of Fame and for their 50th Anniversary.
Mrs. Smith said this morning the interviews were held for the RAVE Volunteer Coordinator position, and the committee voted unanimously to recommend the Selectmen appoint Rebecca George to the position effective Nov. 1st. Mrs. Smith made a motion to approve, Mr. Pacheco seconded and Mrs. Donahue made it unanimous. Ms. Pat Riley who was part of the committee wanted to thank the Selectmen for the support of all of the volunteer programs in the school.
Correspondence was received from the Council on Aging who has voted to appoint the following: Cynthia Lincoln Member, Suzanne Burns Associate Member, and Jeffrey Dambly, Associate Member.
A request was received to install two Speed Limit signs on River Street as it is a very narrow road. Mr. Pacheco suggested the correspondence be forwarded to the Police and Highway Departments for their review. Mr. Pacheco made a motion to forward the request, Mrs. Smith seconded and Mrs. Donahue made it unanimous.
Citizen & Community Input
Micaila Britto Patten, Veteran’s Agent was present along with Phyllis Pappas from Lowe’s who wanted to discuss replacing many of the flags on Town property, beautification of some of the monuments, create a flag recycling boxes, and install solar up lighting for the flagpoles. Lowe’s has a Hero’s Project that offers to do these projects at no cost to the community.
Mrs. Smith wanted to bring to the Board’s attention that the spelling on a sign at Johnson’s Pond is incorrect.
Maria Gomes wanted to bring to the Board’s attention that a Welcome to Raynham sign needs to be cleaned on North Main Street.
7:25 p.m. Mr. Pacheco motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing of Bills and Warrants with no business to be conducted afterwards. Mrs. Donahue made it unanimous.
