The Raynham Planning Board held a special meeting on Thursday, November 20, 2003, at the Raynham Senior Center, King Philip Street.~ The meeting opened at 6:30 p.m. with Daniel Andrade, Burke Fountain, Carl Carlson, John Canto and Chris Gallagher present.~ Also present was Town Planner Richard McCarthy and Administrative Assistant Maureen McKenney.
6:31 p.m. – Public hearing to adopt Raynham Planning Board Rules and Regulations Governing Fees and Fee Schedules was opened.~ Mr. Carlson read the hearing notice.~
Mr. McCarthy proposed a change to the site plan fee structure.~ He explained that the fee structure for site plan could be based on the square footage of a project not on the lot area as originally proposed. He noted that it would be easier to manage the fees if they were based on the square footage of a building. He also noted that the new regulations include a fee for site plan modifications.
After discussion of the new proposal, Board members agreed that site plan fees could be based on the total square footage of a building because it was fair to both large and small projects.~ A motion was made to amend the proposed submittal fee to $.50 per sq. ft. and $500 flat fee; motion seconded; motion passed on unanimous vote.
After discussion, a motion was made to adopt the fee schedule as revised; motion seconded; motion passed on unanimous vote.
6:50 p.m. – Public hearing to adopt Planning Board Rules & Regulations Governing the Issuance of a Special Permit for An Adult Retirement Community (ARC) was opened.~ Mr. Carlson read the hearing notice.~ After discussion, motion was made to approve the Planning Board Rules & Regulations Governing the Issuance of a Special Permit for An Adult Retirement Community; motion seconded; motion passed on unanimous vote.
6:55 p.m. – Ronald Turowetz, developer of Finch Farm I subdivision, appeared before the Board and requested a bond reduction for Finch Farm~I subdivision.~ Mr. Andrade noted that he spoke to Roger Stolte about the subdivision and that Mr. Stolte was pleased to date with the repair work at the site; however, no written correspondence from Mr. Stolte on the matter was received.~ Correspondence dated November 6, 2003 re. bond reduction at Finch Farm was received from JNEI.~ After discussion, it was agreed that the correspondence had incorrect dates and that a current update from JNEI was needed.~ Mr. McCarthy will contact JNEI for the updated information.~ The Board agreed that a new meeting would be scheduled for this matter when the information is received.
7:05 p.m. – Frank Cabral, Raynham Sewer Department, appeared before the Board and submitted a site plan application for a sewer department facility to be located off Titicut Road.~ Mr. Fountain noted that he did not like the locus map.~ He asked that it be improved, and Mr. Cabral agreed.~ After discussion, a public hearing for the site plan was scheduled for December 11, 2003, 8 p.m.~ Board members unanimously agreed to waive the submittal fees for this project.
~There was no further business and the meeting adjourned at 7:20 p.m.
