Planning Board Minutes November 15, 2004
The Raynham Planning Board held a special meeting on Monday, November 15, 2004, at Town Hall.~ Board members present were Burke Fountain, Carl Carslon, John Canto, and Chris Gallagher.~ Also present was Administrative Assistant Maureen McKenney.~

The meeting opened at 6:35 p.m.~ A discussion of the December 23, 2004 meeting agenda was tabled until all members could be present.~

6:36 p.m.~ - Mello/250R North Main Street public hearing was reconvened.~~ The Board received from the applicant an extension of the time-to-act to December 31, 2004.~ No testimony on the matter was taken.~ The public hearing was continued to December 9, 2004, 6:31 p.m.

6:40 p.m. - Chelsea Estates public hearing was reconvened.~ Applicant Shawn Freeman was present.~ He informed the Board he retained Attorney David Gay to research the matter of using Campbell’s Court as access.  No testimony on the matter was taken.~ The public hearing was continued to December 9, 2004, at 6:33 p.m.

6:45 p.m. - Minutes of October 14, 2004 were received.~ Motion was made to waive reading of the minutes and accept them as submitted; motion was seconded; motion passed by unanimous vote.~

JNEI invoices were signed.
~
Correspondence dated November 9, 2004, was received from Roger Stolte, regarding mitigation on King and Locust Streets by Whippoorwill Estates developers.~ After brief discussion, Board members agreed Mr. Stolte's suggestion for final paving on King Street was a good idea but, after discussion, they agreed that because a land taking would be involved and the land in question is Land Courted property, it was not a feasible idea at this time.  No action was taken.

Letter dated November 8, 2004 was received from M.D. Cabinetry regarding the installation of a drainage trench and roof gutter system for the 1416 Broadway site plan and also requesting that Cape Cod berm be allowed for curbing.~ During discussion, Mr. Gallagher noted he talked to Richard Smith of M.D. Cabinetry about the matter, and Mr. Smith informed him the Raynham plumbing inspector indicated he has jurisdiction of pipes installed within ten feet of the building.~ After discussion, Board members agreed they were okay with the requested change from pipe to trench.~~After further discussion, the Board agreed the matter should be tabled to November 18, 2004 in order to discuss the matter further with Mr. Smith present.

Letter dated~November 4, 2004 was received from Santini, Inc., requesting return of the surety funds for Rockland Trust, 275 New State Highway site plan.~Memorandum dated November 1, 2004, re. Rockland Trust As-Built Review was received from JNEI.  After discussion, the matter was tabled to November 18, 2004.~

Memorandum dated~October 18, 2004 was received from JNEI regarding Exxon-Mobil/Rte. 138 as-built review.~ No action was taken.~

7:00 p.m. - Carriage Hill public hearing was reconvened.~ No testimony was taken.~ The public hearing was continued to December 9, 2004, at 6:45 p.m.

Mr. Gallagher noted he may not be able to attend the November 18th meeting but he will send his notes on the revised subdivision regulations to the Town Planner so his concerns can be noted.

There was no further business and the meeting adjourned at 7:15 p.m.
