Planning Board Minutes April 21, 2005
The Raynham Planning Board held a special meeting on Thursday, April 21, 2005, at Raynham Senior Center, King Philip Street, to continue the Wal-Mart site plan, special permit and subdivision public hearings.~

The meeting opened at 6:05 p.m. with Daniel Andrade, Burke Fountain, Carl Carlson and Chris Gallagher present.~ Also present was Administrative Assistant Maureen McKenney.~~~~

Mr. Andrade explained to those present that the meeting would be in recess until the Town Planner returned with paperwork the Board needed for the hearing.~ He recessed the meeting at 6:06 p.m.

Mr. Canto arrived at 6:10 p.m.

Mr. Andrade reconvened the Wal-Mart public hearings at 6:42 p.m.~ Mr. McCarthy was present.~ Mr. Andrade apologized to everyone present for the delay.~ He then explained that the proper paperwork was not in place for the Board and he motioned to continue the public hearings to April 28, 2005.~

Mr. Andrade then noted it was Carl Carlson's last meeting because Mr. Carlson had chosen not to run for reelection.~ Mr. Andrade thanked Mr. Carlson for his many valuable years of service to the Planning Board and the Town of Raynham.

Selectman Donald McKinnon addressed the Board.~ He also thanked Mr. Carlson for his years of service, noting he will be greatly missed.

Selectman Ray Platt addressed the Board and noted Mr. Carlson was also a member of the TIF Board and his work has been invaluable.

Mr. Andrade again apologized to those present for the hearing not going forward.~ Attorney Robert Tuchmann, Wilmer, Cutler, Pickering, Hale and Dorr, was present.~ He asked~if the Board wanted to review the paperwork they did have just in case there were questions~he could answer for them.~ Mr. Andrade stated he was not comfortable with doing that.

Mr. Platt addressed the Board and commended them for their action on the hearings.

Mr. Canto asked if the Board should take action on the special permit for parking reduction due to the fact that Mr. Carlson was leaving the Board.~ Mr. Andrade noted major concerns were discussed at the previous night's meeting.

Mr. Andrade requested an extension of the Board's time-to-act from Attorney Tuchmann.~ Attorney Tuchmann signed an extension form.

Motion was then made to continue the Wal-Mart public hearings to April 28, 2005, at 8 p.m., at Town Hall; motion was seconded; motion passed on unanimous vote.~

The hearing adjourned at 6:52 p.m.
