Planning Board minutes July 17, 2014
The Raynham Planning Board held a meeting on Thursday, July 17, 2014, at Raynham Veterans' Memorial Town Hall.  Chairman Daniel Andrade opened the meeting at 6:01 p.m.

Board members present:  Daniel Andrade, Christopher Gallagher, Russell Driscoll

Board members not present:  Burke Fountain, Henry Ellis
Staff present:   John Charbonneau, Director Planning & Community Development; Maureen McKenney, Administrative Assistant

6:02 p.m. – NMR Temple, South Street East:  Paul Chappelle, Project Director, appeared before the Board to discuss the final occupancy permit for the project.  Mr. Andrade noted that at the last Board meeting a letter, dated June 3, 2014, was received from Brian Mitchell of Consigli Construction regarding changes in the plan.  Mr. Mitchell was present and stated that Nitsch Engineering had commented back on the changes.   Mr. Andrade asked about the 20% reduction in plantings that was requested in Mr. Mitchell’s letter.  Mr. Chappelle explained that the reductions eliminated some trees and smaller plants and it amounted to approximately a $38,000 reduction in the budget.  He noted that the temple has made several community donations to Raynham and they are looking forward to a great relationship with the Town.  Mr. Andrade said the donations to the Town were greatly appreciated.  

Mr. Gallagher noted the final as-built plan is needed.  

Mr. Andrade explained that the Board is concerned with the screening for the adjacent apartment complex and the 20% reduction in plantings should not be in the two-inch caliper trees in that area.  Mr. Gallagher stated he has viewed the buffer area and believes that with the exception of one small section there is plenty of screening.  Mr. Mitchell submitted a plan that indicated which plantings on site were either deleted, relocated or remaining as planned.  Mr. Chappelle noted the existing trees on other temple property are substantial.

Mr. Mitchell noted the new lighting plan was submitted at the last Board meeting.  Mr. Andrade commented that islands in the back of the building were relocated, and Mr. Chappelle explained that was done at the request of the monks due to the bad lighting where they were situated.

Mr. Andrade requested that a list of contacts for the temple be provided to the Board.  Mr. Chappelle agreed to provide the list and to introduce a new contact to the Board before he leaves the project.

Mr. Andrade commented on how impressive the shuttle between the temple site and nearby Johnson & Johnson worked for the open house.  Mr. Chappelle stated all went smoothly with the help of the Raynham police and fire departments.  

Mr. Andrade moved to sign off on the final occupancy permit for the project, and the motion passed unanimously.  Mr. Andrade stated an outstanding job was done on the project
6:21 p.m. – Carlton Street subdivision plan: The public hearing was opened. Mr. Gallagher read the hearing notice.  Attorney Edmund Brennan, Taunton, MA, appeared on behalf of the applicant.  He requested a continuation of the hearing, noting the project engineer is not available tonight, review correspondence was recently received and needs to be reviewed, and he would like a full Board present for the presentation.  

The public hearing was continued to August 7, 2014, 6:15 p.m.  No testimony was taken.

6:27 p.m. – Form A, South Street East:  Peter Bumila, partner at June Sales, Raynham, MA, presented a plan that proposes to change a side lot line at the South Street East property.  Mr. Gallagher noted the non-conforming structure on the property was torn down and the new structure was subsequently found to encroach on the setbacks.  The proposed change in lot line will allow the new structure to meet the setbacks.
Mr. Gallagher moved to approve as an ANR the “Plan of Land Site:  Assessor’s Map 17, Lots 143-1 & 144  95 South Street East Raynham, Massachusetts Prepared For June Sales, LLC,” dated June 25, 2014, prepared by Silva Engineering Associates; second by Mr. Driscoll; motion passed 3-0-0.  Mr. Gallagher endorsed the plan.

6:30 p.m. – 855 Broadway site plan:  At the request of the applicant, the matter was tabled to future meeting.

6:31 p.m. – Town Planner update:  Mr. Charbonneau informed the Board he recently spoke with Todd Hamilton, developer at Lincoln Woods, who told him work at the subdivision is progressing, the truck and plow that were on site are gone now and the loam pile is down.

Mr. Charbonneau has learned that only Mass. DOT approved vendors may work on the tourist destination signs that are posted on Rte. 24.  He is contacting firms in the local area who qualify for the work although there are no Raynham vendors on the approved list.

The discussion on Beals and Thomas billing was tabled to future meeting with the whole Board present.  Mr. Gallagher asked why the Carlton Street plan was sent to Beals & Thomas; Mr. Andrade stated some review of the plan was needed.

General Business:  Mr. Gallagher moved to approve the minutes of June 5, and June 19, 2014, as submitted; second by Mr. Driscoll; motion passed 3-0-0.
 
Correspondence:  Copy of a letter dated July 7, 2014 was received from Attorney William Rosa, Wynn & Wynn, Raynham, MA, regarding GATRA service to the Broadway Wal Mart.  No action was taken.
Mr. Gallagher informed the Board that the sewer department is still working with Wal Mart on the sewer pump station and easement issues at the Broadway site.  

There was no further business, and the meeting adjourned at 6:43 p.m.
