The Raynham Planning Board held~its regularly scheduled meeting on Thursday, March 3, 2016, at Raynham Veterans' Memorial Town Hall.~ The meeting was opened at 6:00 p.m. by Vice Chairman Burke Fountain.
Board members present:~ Burke Fountain, Christopher Gallagher, Russell Driscoll, John Teixeira
Board members not present: Daniel Andrade
Staff present: (none)
6:05 p.m. – American Legion, Post 405, Mill Street, public hearing was opened. Mr. Fountain read the public hearing notice. Robert Chase, Raynham, MA, Commander of American Legion Post 405, and James Banks, appeared before the Board on behalf of the project.
Mr. Chase explained that the current parking area is composed of packed aggregate, which is impervious and unmarked as to parking spaces. The request is to repave the lot with properly marked parking spaces. Drainage will continue to flow to the northwest corner of the property where a rip-rap apron will be installed at the edge of the parking lot. The open entrance along Mill Street will be blocked off with a landscape area so that the entrance and exit will be better defined. The current entrance/exit to the east side of the premises (the North Main Street end) will be an entrance only. The Board was highly in favor of this as Mill Street leading up to the American Legion Post takes a sharp rise and has a poor sight line.
The Board was pleased with the plan and motion was made and seconded to approve plan entitled ‘Parking Plan’, Site: Assessors’ Map 8, Lot 240A, 291 Mill Street, Raynham, Massachusetts, Prepared For American Legion, Inc., dated September 17, 2015, scale 1”=30’, prepared by Silva Engineering Associates, P.C., 1615 Bedford Street, Bridgewater, MA 02324. Motion passed by unanimous vote. The project will be coordinated with the Raynham Highway Department.
Applicant requested the Board waive the filing fee. After discussion, motion was made and seconded to waive the filing fee only; motion passed unanimously.
6:20 p.m. - Atlantic Gas Station, 519 New State Highway: Sue Ann Santos, InSite Engineering Services LLC, Seekonk, MA, appeared before the Board on behalf of the owner of Atlantic Gas Station, 519 New State Highway, appeared before the Board for a discussion regarding the station. The owner will be submitting an application to the Planning Board and the Board of Appeals to install a larger canopy over the existing gas pumps. There will be no change to the building or the gas pumps. Footings will be installed and a 19-ft. high canopy will be installed. The canopy will come to approximately one foot of the property line from the street. After discussion, Board members agreed the plan can be submitted as an abbreviated site plan.
There was no further business and the hearing adjourned at approximately 6:25 p.m.
