The meeting was called to order at 7:00 p.m.
Chairman John Donahue stated that the RQE Committee was formed to review the current educational system in the Town of Raynham and it’s relationship with Bridgewater.
He then turned the meeting over to Gordon Luciano who presented a detailed background history of the educational system in the town from FY 1990 to the present. Gordon discussed the downturns in the 90’s, the over-ride votes, lack of money, grant money, reimbursements from the state, the FY 04 cuts, and the possibility of de-regionalizing.
Several studies and reports were distributed to the committee for review.
The report from the Regional District was questioned. Many of the items needed clarification. Mary suggested having a representative from the Regional School District, who was involved in compiling the Cost Analysis Report, attend an RQE meeting to explain how they arrived at their cost analysis figures.
John Donahue stated that the sub-committees will determine by interviews and/or surveys what the appropriate class size should be, the number of principals, teachers per school, health issues, extra curricular activities, sports, and busing.
The Chairman organized the Committee into three (3) Sub-Committees:
Education Experience K-8
Education Experience 9-12
Financial Implications
The Chairman explained that once all of the data is collected from the sub-committees, the financial implications would then be determined. He hoped to have enough time to present the final report with alternatives to the town’s people at the Town Meeting in March.
There was a brief discussion on ways to achieve the goals of the committee.
John Donahue appointed the following members to the sub-committees:
K-8: Tammy, Gemma, Steve
9-12: Sue, Mary, John T, Karen
Financial: Gordon Luciano, Marie Smith, John
Gordon advised that he would have Bill Lewis, Chairman of the Board of Assessors and High School Building Committee attend the next committee meeting.
The Committee agreed to meet on October 11, 2004 at 7:00 p.m.
Steve motioned to adjourn meeting, John T. seconded. All present voted in favor to adjourn meeting.
