MINUTES OF THE RAYNHAM PARK & RECREATION COMMISSION
Dec. 6, 2005, 5:30 p.m.
Raynham Senior Center, 2215 King Philip Street, Raynham, MA


In Attendance: Chairman Scott Murdoch, Com. Chris Bodensieck (arrived at 5:45 p.m.), Com. Robert H. Smith, Director Jennifer Hruniak, Childcare Administrator Bonnie Brady, and Administrative Assistant/Recording Secretary SJ Blanchard.

The chairman called the meeting to order at 5:41 p.m.   Bob made a motion to accept as printed the minutes of the Nov. 1, 2005 Raynham Park and Recreation Commission meeting.  Scott seconded the motion and prior to Chris’ arrival, the two voted unanimously in favor.

Reps from Raynham Youth Football will be meeting with the Commissioners at the January 3, 2006 meeting.  

Bob made a motion to have the Department’s maintenance crew working permanently out of the Highway Dept. garage, effective January 1, 2006.  Chris seconded the motion and a lengthy discussion followed.    There remain concerns that the standards set by the Park Dept. will fall by the wayside and the athletic fields will show neglect.  Highway Supt. Roger Stolte needs to be made aware that there are regular seasonal responsibilities that must be attended to and that what’s been established in the past should not be diminished.  Logistics need to be worked out, such as a plan in place to get the former Park Dept. work done when necessary.  In order to minimize transitional confusion, the Highway Dept’s procedures and protocol need to be made clear to these workers, such as lunch hours, how to call in sick, etc.  In addition, funding will need to be readjusted, taking into account the Borden Colony account and field-use fees.
Roger also needs to be made aware of the deep emotional involvement of the Arruda family, particularly Joe Arruda, with the MaryLou Arruda Memorial Soccer Field.  He also needs to know of the related dynamics and past working relationship between John Cucinotta and Joe Arruda.
Bob made motions to withdraw his motion and to move the question.  Chris seconded the motions and unanimous votes followed.
Scott made the following motion: To direct this Department’s maintenance crew to permanently work out of the Highway Dept. building as of January 1, 2006, where they will be under the direction of Highway Supt. Roger Stolte.  Chris seconded the motion.  Commissioners would like Randy Buckner to produce a statement, to be signed by the Commissioners, affirming this vote, with copies to be distributed to the maintenance workers.  A unanimous vote followed.

Scott made a motion to have SJ again author the Department’s Annual Report to the Town for 2005.  Bob seconded the motion and a unanimous vote followed.

On SJ’s time-off request for Dec. 8, 14, and 15, Bob made a motion to approve, seconded by Chris and a unanimous vote followed.

Joe Arruda requests that the Arruda Field’s irrigation system be winterized when the others are winterized.

Bonnie reported that things in the childcare program are going well, with a great staff; and that the kindergarten program is also going very well.  The kindergarten program will host a family holiday pot luck on Tuesday, Dec. 20 from 6:30 to 7:30 p.m.
Bonnie indicated that things seem up in the air as to whether or not we will be able to retain this space in the school for our childcare programs next year.  Bob suggested a meeting with George Guasconi in the spring to address this concern.

SJ told Commissioners that the Department’s trip to the Dec. 1st performance of “White Christmas” at the Wang Center went very, very well and all 40 ticket holders seemed extremely pleased with their seats and all had a good time.

Jen reported the following:
·       Heat and lights are now operational in the maintenance trailer and the tools are stored within it.  Roger Stolte may need to use it.    
·       The outdoor basketball court repairs have been completed.
·       To date, 375 children in grades 2 – 8 have enrolled in the youth basketball program, for a total of 38 teams.  Sign-ups will be going out soon for the K and Grade 1 instructional program.
·       The Santa Hot-Line will again be in operation on Dec. 21 and 22 from 5 to 7 p.m.

The meeting was adjourned at 6:26 p.m.
