Recreation Commission Minutes 11/01/2005
MINUTES OF THE RAYNHAM PARK & RECREATION COMMISSION
Nov. 1, 2005, 6:00 p.m.
Raynham Senior Center, 2215 King Philip Street, Raynham, MA


In Attendance: Chairman Scott Murdoch, Com. Chris Bodensieck, Com. Robert H. Smith, Director Jennifer Hruniak, and Administrative Assistant/Recording Secretary SJ Blanchard.

The chairman called the meeting to order at 6:14 p.m.   Bob made a motion to accept as printed the minutes of the Oct. 11, 2005 Raynham Park and Recreation Commission meeting.  Chris seconded the motion and a unanimous vote followed.

Jen introduced new program coordinator Nathan “Nate” Dorosario of Bridgewater to the Commissioners who warmly welcomed him aboard.  Nate is a graduate of BSC, with a degree in physical education, and is currently working at two area gyms as a personal trainer.  He will begin his employment with the Department on Nov. 21, 2005.

Chris has spoken with Jon Lyons who indicated that the development of the latest baseball field went smoothly.
Scott added that football people have been in touch with him about building a second football field.  For the past several years, football has been using the Babe Ruth field for practices, which has created a rift between baseball and football people.  Scott informed the football representatives that the Department would not be able to financially help them to build a second field with lights; that this would have to come about as a result of their fundraising.  As planned, football reps will be meeting with the Commissioners in January.  Bob pointed out that the school district owns all of the land to Route 495, and that if football raised the necessary funds and spearheaded the project, the district would probably be willing to allow them the use of a lot.  It is not known whether there would be wetland issues.

Chris reported that the RYS concession stand was broken into last week, with $400 in cash taken, along with some candy.  There was minimal damage and vandalism otherwise.  There has been some talk on the board about installing an alarm system at the stand.  The drainage problem between the Burke Field fence and the parking lot needs to be addressed in the spring, and the Griffith Field is in need of improvement.  Jen will arrange for a school bus to transport ticket holders to Sunday’s Revolution Game at Gillette Stadium.

SJ told Commissioners that of the 40 tickets reserved for the Dec. 1st performance of “White Christmas” at the Wang Center, only 5 remain available.

Jen reported the following:
·       She, along with Randy, Labor Atty. Joe Emerson, a Commissioner and a Selectman will be meeting to discuss labor issues at 4 p.m. on November 8.  In addition, Randy has requested that Jen provide him with a list of the maintenance men’s winter chores and job responsibilities.  
·       The stabilization of the construction trailer has been completed.  John purchased treads and stringers locally and will be building the exterior stairs himself, and Chris will do the electrical hookups.  The Commissioners were in agreement that a phone in the trailer is unnecessary, due to the nearness of the office with phones that can be used.  Bob added that due to the expensive tools being stored within the trailer, heavy-duty door locks need to be installed.
·       Carl Wells has offered to assist with writing the specs for the razing of the old maintenance garage; however, dealing with prevailing wages is new to him.  The Town Meeting article related to this project was faxed to him.
·       Peter Nicholson is looking for an Eagle Scout project.  The possibility of a clean-up of the Dora Pine Trail near the anchor was suggested as it has become badly overgrown.
·       Commissioners signed the letter authored by Jen, informing each of the three horse groups that use the riding ring that, as with other sports leagues in town, each group would be responsible for supplying its own paper products, effective immediately.  This is not only to align them with the other leagues, but also to halt the petty accusations among groups that these products are being stolen, which has resulted in dramatically increased replacement costs borne by the Department.
·       The Oct. 29th Halloween party and egg haunt went well, despite snow flurries.
·       2006 youth basketball registrations have been coming in, with a late-fee deadline next Thursday.
·       During Bonnie’s recent vacation time off, Jen has been covering lunch hours at the kindergarten program.  She added that it is running very well and she has high praise for Nadine’s efforts.  
·       There will be a Massachusetts Park & Rec. night at a Celtics game in the upcoming season.
·       Jen reminded Commissioners that she will be on the Department’s trip to Florida Nov. 14-18.  Bob made a motion that in the event of any emergency and in light of Nate’s not yet being on board, SJ will be authorized be the “Go To” person and to make any necessary decisions in conjunction with the Chairman.  Chris seconded the motion and a unanimous vote followed.
·       The Celtics will again be offering a Massachusetts Parks and Recreation Night this winter.

Bob offered kudos to the staffs of the daycare and the kindergarten programs, adding that he’s heard high praise from parents affiliated with the programs.  
Bob also asked that Jen print copies of the fall warrant for each Commissioner from the website.

Following a motion made by Bob, seconded by Chris and a unanimous vote, the regular session of this meeting was tabled in order to enter into Executive Session for the purpose of discussing issues relative to collective bargaining.  The regular session will be reconvened solely for the purpose of adjournment at the end of Executive Session.

Following a motion, second and unanimous vote to come out of Executive Session, the meeting was adjourned at 7:25 p.m.

E X E C U T I V E   S E S S I O N


Chris reported having met separately with John Cucinotta and Dennis Glavin last week.  Both appeared very disturbed at the ideas of getting a new building and now being traded to the Highway Dept.  John claims that Highway Supt. Roger Stolte does not like him and has insulted him in the past.  He is trying to rally support for this Department remaining intact at this month’s Town Meeting.
Dennis said that he has no respect for John as his foreman and therefore, he does not communicate at all with him.  He added that John is easily rattled.  He expressed concern for how this Department’s work will get done in the future as a result of combining the departments.
