In Attendance: Chair Chris Shaw, Commissioner Joe Doyle, Director Elizabeth Francis, and Administrative Assistant/Recording Secretary SJ Blanchard.
Absent: Commissioner Jim Sullivan.

Chairman Chris Shaw called the meeting to order at 6:03 p.m.  A motion was made by Joe to accept as printed the minutes of the May 5, 2009 Commission meeting; Chris then seconded the motion and the minutes were unanimously approved by the two.

RYBSA president John Donahue presented four permit applications for his organization.
1.      A general summer application from June 1 through Aug. 31 for the McKenney, Burke, RMS fields and the Merrill complex.  Joe made a motion to approve the permit with no fees assessed; Chris seconded the motion and a unanimous vote followed.
2.      The Cal Ripken Championships to be held July 11-16 at the Merrill complex, with games to be played on Field #4 and the other fields to be utilized for practices.
3.      The Babe Ruth Eastern Mass. Softball Tournaments to be held either July 10-12 or July 17-19 at the Merrill complex.  Donahue stressed that neither the Cal Ripken nor the Softball tourneys are considered fund-raisers, and he asked for fee waivers.  Joe made a motion to approve both permits with no fees assessed; Chris seconded the motion and a unanimous vote followed.
4.      The Jared Monti Championship Tournament, to be held July 30-Aug. 2 at the Merrill Complex.  This event will be a RYBSA fund-raiser.  Joe made a motion to approve this permit, with a $300 fee; Chris seconded the motion and a unanimous vote followed.

The following field-use applications were also acted on:
·       Raynham Renegades submitted a summer practice schedule requesting the use of Burke and Griffiths Fields on Tuesday and Thursday evenings.  Due to field-use conflicts, the Renegades will be able to use the Burke on Wed. evenings and a field at RMS on either Tuesdays or Thursdays, subject to availability.  Joe made a motion to approve this permit with an assessed fee of $500, pending receipt of the Renegades field schedule.  Chris seconded the motion and a unanimous vote followed.
·       Vincent Urdi with Raynham Cub Scout Pack 43 has requested the use of Burke Soccer Field on June 20 for model rocket launching.  Liz noted that this event may be moved to the lawn area near the Gymkhana building if no horse events are scheduled for that day.  Joe made a motion to approve the request with no fee assessed; Chris seconded the motion and a unanimous vote followed.  Liz will ascertain that there will be no field damage.
·       Bob Davis has submitted his roster of players for the men’s open Monday night soccer league.  The roster indicates that only 8 out of 23 players are from Raynham, which does not meet the residency criteria for free field use.  Joe made a motion to assess a fee of $300 to this previously approved permit for 7 dates over 10 wks.  Chris seconded the motion and a unanimous vote followed.

Liz reported on the following:
·       The Board of Selectmen has approved the proposal from Olson’s Greenhouses for the lease of Parcels B & C at an annual rent of $3,000 per parcel for the first year.  If they do not plant, they must mow the parcel.
·       Robert S. Nihtila, Jr., of Nihtila Farm in Holbrook, MA has expressed an interest in a portion of Parcel A, located behind the horse ring, for the planting of 5 acres of pumpkins and 3 acres of cornstalks.  He is willing to pay $100 per acre; and the Selectmen will be voting on his proposal.
·       Liz and Chris met with Mr. Monti at the toddler playground.  Mr. Monti indicated an interest in funding some improvements, and possibly the addition of a sandbox, through his late son’s foundation.  Also at the site, mats need to be glued onto the concrete pad there.  A dedication will be scheduled following the completion of the work.   
·       She distributed for the Commissioners’ review copies of the department’s 4/30/09 financial reports and pointed out that the revolving accounts are doing well and that Park Revolving is in the black going into the summer.
·       Liz distributed preliminary copies of this summer’s program brochure for the Commissioners’ review.  It was noted that no negative feedback has been received on this summer’s playground program price increases.
·       Liz asked the three firms who bid on the tennis court resurfacing job to submit re-bids for repairing the cracks and painting the repaired spots only.  Crack repairs are not guaranteed; however, two of the firms, New England Sealcoating and East Coast Sealcoating both utilize an “armor crack system” product which is supposed to provide a 10-year life.  The following quotes have been received:
1)      from placeNew England Sealcoating – $9,000.
2)      from StateplaceVermont Tennis Courts - $3,889.
3)      from East Coast Sealcoating - $3,850
                       Liz wants to have the job done before the end of this current fiscal year, paid through the
                        Borden Colony account.  Commissioners agreed to go with East Coast Sealcoating’s
                        quote.  
·       Also with FY09 Borden Colony funds, Liz would like to purchase soccer goals for the new multi-purpose field.  It was pointed out that goals and benches are the two big-ticket items most urgently needed.  Joe suggested looking into regulation-size nets, and asked that Liz get some prices for the Commission’s consideration.
·       Liz is looking to post the childcare administrator’s job opening at the end of this month.

The Chairman reported that once school’s out for the summer, the bleacher area by the football field will be under construction.

The meeting was adjourned at 8:00 p.m.
