** This meeting night had been postponed a week due to the lack of a quorum expected at the scheduled Aug. 4, 2009 meeting.

In Attendance: Chair Chris Shaw, Commissioner Jim Sullivan, Director Elizabeth Francis, and Administrative Assistant/Recording Secretary SJ Blanchard.
Absent: Commissioner Joe Doyle.

Chairman Chris Shaw called the meeting to order at 6:05 p.m.  A motion was made by Jim to accept as printed the minutes of the July 7, 2009 Commission meeting; Chris then seconded the motion and the two voted in favor of acceptance.

The following field-use applications were acted on:
·       Cathy Donnelly was present to submit the Raynham Renegades’ fall field-use application.  Her requests include: 1) the use of one field either Wednesday or Sunday evenings during August; 2) field space for two teams (U14 boys & U12 girls) to play on Sundays from 11:30 – 5:30 from September through mid-November; 3) field-use space for practices (probably along the same times scheduled for last year, as well as 2 clinic dates in Sept. and 2 in October, on any day but Sundays.  These applications will be voted on after Liz has an opportunity to review the schedule.
·        Julian Santos has requested the use of a soccer field on Sundays from 10 to noon from Aug. 9 through November.  This is a mixed-residency group.  Liz said it would be tough to fit them in at Borden Colony on Sundays, but that the RMS soccer field is available.  Jim made a motion to approve the permit with a $500 fee assessed; Chris seconded and a unanimous vote followed.
·       Paul Urban has requested Borden Colony’s cross-country course for use by B-R Girls and Boys Cross-Country teams.  The hours will be 3 to 6 p.m. on various days between Aug. 27 and Oct. 30.   Jim made a motion to approve the permit with no fee; Chris seconded the motion and a unanimous vote followed.  
·       John Kearney submitted a request for the use of the McKenney Babe Ruth Field for the B-R fall baseball program, which will run 9 – 2 pm on 7 consecutive Sundays from Sept. 13 to Oct. 25.  Jim made a motion to approve the permit with no fee; Chris seconded and a unanimous vote followed.
·       An application was received from Vin Savill for the Raynham Veterans Soccer Team for the use of one full-size soccer field for 6 Sunday games and one practice to be held 8 – 10 am from Aug. 23 – Nov. 15.  Jim made a motion to approve with a fee of $200; Chris seconded and a unanimous vote followed.

Jim made a motion to recommend that the Selectmen approve the one-day liquor licenses requested by the Lions Club for the following event dates: Aug. 16, Sept. 26, and Oct. 4, 2009.  Chris seconded the motion and a unanimous vote followed.

Liz reported on the following:
·       The Open Space Community Plan is moving forward, incorporating the Borden Colony plan.  This is an update to the 2002 plan, which should be done every 5 yrs.  A needs assessment will be conducted through a community-wide questionnaire.
·       A meeting has been set for tomorrow with Liz, Mr. Monti, and O’Brien and Sons sales rep Nancy White to finalize plans for renovating the toddler playground as a fitting memorial to Mr. Monti’s late son.  Volunteers from Electro-Chem will participate in a work-day at the playground.  The work includes removal of sand, leveling and adding wood chips, and re-gluing the rubber mats.  This will be done after the opening day of soccer.
·       Fall programming is in progress.
·       The official final numbers for FY09 are expected next week.

 SJ distributed the year-end quarterly fiscal report for review.

The fall meeting schedule was established as follows: Sept. 1, Oct. 6, Nov. 3, and Dec. 8.

The Chairman reported that the ground has been excavated, filled, and he expects that it will be half poured on Friday for the new football bleachers.  Liz mentioned that the conduit will need to be moved.

Sel. Joe Pacheco has asked for consideration in naming the outdoor addressStreetPleasant Street basketball courts after his grandfather.  The Chair noted that his concern is that it’s currently a riff-raffy area that needs some upkeep and that such a dedication might want to be put off until some work has been done there.  Pacheco has indicated that he wants to work with the department on fundraising for the necessary upgrades, while keeping in sight a future dedication date.  Jim made a motion to dedicate the basketball courts to Sel. Pacheco’s grandfather; Chris seconded the motion and a unanimous vote followed.

A lengthy discussion followed regarding the warrant for this week’s special town meeting and whether the Commission should speak there.  The Chair opined that the department instituted field-use fees 2 yrs. ago, and that people have a right to expect certain services in exchange for the fee.  Does our board have a responsibility to speak up about how this budget impacts us?  He went on to say that he will organize his thoughts and email the other commissioners for their input as to whether or not the department will take a stand at the meeting.

The meeting was adjourned at 7:20 p.m.
