Regular Monthly Meeting, Oct. 6, 2009, 6:00 p.m.

In Attendance: Chair Chris Shaw, Commissioner Joe Doyle, Commissioner Jim Sullivan, Director Elizabeth Francis, and Administrative Assistant/Recording Secretary SJ Blanchard.
Chairman Chris Shaw called the meeting to order at 6:04 p.m. A motion was made by Jim to accept as printed the minutes of the Sept. 1, 2009 Commission meeting; Joe then seconded the motion and a unanimous vote followed.
Matt Taylor was in attendance to submit a spring field-use application for AAU boys ten and under baseball. He was advised that spring applications will not be acted on until February.
Peter Seddon of RYS submitted a project application to build a kickwall for spring soccer. The location is to be determined, and the materials to be used remain uncertain. Liz will review the plans with Highway Supt. Roger Stolte. On a related matter, Liz mentioned that the new all-purpose field is working out well; however, additional signage is needed to direct drivers to the adjacent new parking lot.
Liz reported on her recent fundraising efforts on behalf of the Jared Monti playground. She found that potential donors are often looking for the organization’s 501C3 charity status, and she is working with an attorney and an accountant to file for this federal tax number. With its establishment, there must be a board of directors which meets at least annually to oversee the fund, and present and future commissioners can be considered sitting board members. Mr. Monti has indicated that he is willing to hold off on this project until spring, in the hopes of raising additional revenue. All told, the projected costs are in the $25,000 range.
The following field-use applications were acted on:
· The LaLiberte Parents Organization requests the use of Bettencourt Field and Field #5 on Oct. 24 from 11 to 5 p.m. for its annual Harvest Fest. Joe made a motion to approve the request with no fee; Jim seconded the motion and a unanimous vote followed.
· Raynham Youth Lacrosse requests the use of the Burke outfield for instructional clinics to be held Oct. 24 & 31 from 1:30 to 3 p.m. Joe made a motion to approve the permit without a fee; Jim seconded the motion and a unanimous vote followed.
· Joe made a motion to recommend Board of Selectmen approvals of one-day liquor licenses for 2 dates submitted by the Lions Club, Oct. 17 & 22. Jim seconded the motion and a unanimous vote followed.
The FY10 first quarter financial report, as well as the June, July and August accounting reports were distributed for the Commissioners’ review.
Liz presented a financial breakdown of the summer programs, noting that for the first time in three years, the playground program finished in the black with a profit of almost $16,000, despite taking in nearly the same revenue as last year. The largest cost-savers included reduced custodial costs from consolidating the program into just one building, and substantial savings on field trips, transportation, and wages.
She said that the fall programs are going well, with DramaKids remaining very popular. Men’s and women’s open basketball will now be a seasonal payment, rather than a pay-by-night basis. There are a few openings for childcare, where spots had been held for families that didn’t return. The kindergarten program has 28 children enrolled.
Liz has been asked by an RMS teacher to consider the possibility of the department running the school’s 3-day spring field trip to placeCityWashington, StateD.C. The Commissioners concurred that taking on the responsibility of a distant, overnight trip with young teenagers who are largely unknown to Park & Rec. staff is too high-risk.
Liz brainstormed with the Commissioners on how to best get additional responses for the Open Space survey. Of the 3,000 originally distributed, only 88 responses were received.
