In Attendance: Chair Chris Shaw, Commissioner Joe Doyle, Commissioner Jim Sullivan, Director Elizabeth Francis, and Administrative Assistant/Recording Secretary SJ Blanchard.

Chairman Chris Shaw called the meeting to order at 6:00 p.m.  A motion was made by Jim to accept as printed the minutes of the Oct. 6, 2009 Commission meeting; Joe then seconded the motion and a unanimous vote followed.

Liz reported that the two custom helicopter rides for the Jared Monti playground arrived today and “look awesome.”  She said that donations will cover the costs of them.  Corporation papers have been filed with the state, and the accountant needs to complete the federal portion of the filing.  To date, $8,400 in donations and pledges have been received, and she anticipates reaching the goal amount.  Work on the playground will probably commence in March.

The following field-use application was acted on:
·       B-R Powder Puff practices to be held at Bettencourt Field from 7:30 to 9 p.m. on Nov. 3, 4, 9, and 17 and from 1:30 to 3 p.m. on Nov. 21 at RMS.  Joe made a motion to approve the request with no fee; Jim seconded the motion and a unanimous vote followed.  

Liz asked the Commissioners whether they wanted to reconsider the $325 fee set for placePlaceNameNorthbrook PlaceTypeAcademy, in light of the fact that their permit application cited six dates and they’ve only used two of them with the possibility of using one other.  Joe made a motion to reduce the fee to $200; Jim seconded the motion and a unanimous vote followed.  

She also presented them with two financial-hardship requests for basketball scholarships.  Joe made a motion to waive the fees for each; Jim seconded the motion and a unanimous vote followed.  Liz added that fall programming continues to go well, and that the winter planning is in progress, to include a possible ski trip.  Men’s fall open basketball may be cancelled, due to a lack of participants.

Liz distributed copies of the current field-use permits and asked the Commissioners to review them with an eye towards any changes that need to be made on next year’s application form.  A few changes were discussed.  Liz noted that the airplane club’s space is on agricultural land and that there is no recreational land available to relocate it.     

It may be necessary to change the meeting place of the Dec. 8 meeting, due to primary elections slated to take place at the placePlaceNameSenior PlaceTypeCenter that day.  Liz will check with the COA staff about this.

The meeting was adjourned at 7:15 p.m.
