In Attendance: Chair Chris Shaw, Commissioner Joe Doyle, Commissioner Jim Sullivan, Director Elizabeth Francis, and Administrative Assistant/Recording Secretary SJ Blanchard.
Chairman Chris Shaw called the meeting to order at 6:05 p.m. A motion was made by Joe to accept as printed the minutes of the Nov. 3, 2009 Commission meeting; Jim then seconded the motion and a unanimous vote followed.
Commissioners reviewed the previously-proposed changes to the 2010 field-use permit application form. Joe made a motion to accept this revision; Jim seconded the motion and a unanimous vote followed.
Future field plans were discussed. Under consideration is the closing of the placeCityGriffith soccer field for re-seeding following the spring season. It would remain closed through the fall. The Arruda field will be opened for the spring. Bettencourt field would be closed in April or May for seeding; this would require moving lacrosse to the RMS field.
The Lions Club submitted a one-day liquor license request for their planned Jan. 16 placeStateTexas Hold-em fundraiser. Joe made a motion to recommend Board of Selectmen approval of this request. Jim seconded the motion and a unanimous vote followed.
Joe made a motion for SJ to author the 2009 annual report to the town. Jim seconded the motion and a unanimous vote followed.
Following a motion made by Joe, seconded by Jim and a unanimous vote, the following future meeting schedule was set: Jan. 5, Feb. 2, March 2, and April 6.
Liz presented the Commission with a financial-hardship request for a basketball scholarship. Joe made a motion to waive the participant fee; Jim seconded the motion and a unanimous vote followed.
She also reported that the winter program brochure has been printed and is in the process of being distributed through the schools. It is also available on-line.
She reminded the Commissioners that the annual Borden Colony tree lighting will take place this Saturday from 3 to 4:30 p.m. The Taunton Civic Chorus will perform, Santa will appear, and there will be a bonfire.
Town Manager Randy Buckner has requested Department representation at the Dec. 15 Selectmen’s meeting regarding two Borden Colony soccer field issues that have been brought to his attention, specifically, the lack of handicapped parking spaces and the standing water/drainage problem. Designating handicapped parking spaces and putting up signage was discussed by the Commission.
SJ explained to the Commissioners that department union members will be voting on a proposed 2% raise, effective Jan. 1, 2010, and she presented them with rate-of-pay change forms requiring their signatures.
The meeting was adjourned at 6:50 p.m.
