Recreation Commission Minutes 02/02/2010

MINUTES OF THE RAYNHAM PARK & RECREATION COMMISSION
Regular Monthly Meeting, Feb. 2, 2010, 6:00 p.m.
Raynham Senior Center, 2215 King Philip Street, Raynham, MA


In Attendance: Chair Chris Shaw, Commissioner Joe Doyle, Commissioner Jim Sullivan, Director Elizabeth Francis, and Administrative Assistant/Recording Secretary SJ Blanchard.

Chairman Chris Shaw called the meeting to order at 6:05 p.m.  A motion was made by Jim to accept as printed the minutes of the Jan. 5, 2010 Commission meeting; Joe then seconded the motion and a unanimous vote followed.

Raynham residents John Kourtz and Arthur Whittemore returned to inquire about the possibility of naming Reid Field in memory of the late Richard “Butch” Slavick.  It has been learned that Reid Field is named for a former Raynham police chief.  It was suggested that perhaps dedicating the gazebo in the “Secret Santa’s” memory might be a fitting tribute, as it is the site of the annual tree lighting every December.  Mr. Whittemore said that he would run this idea by Butch’s sons and that he would get back to the Commission.

The following spring field-use permit applications were acted on:
  • Raynham Youth Soccer (RYS) requested the use of Burke and Mary Lou Arruda soccer fields, and the Borden Colony (BC) multi-purpose field seven days a week from 3/15/10 – 6/25/10.  A unanimous vote of approval followed a motion made by JD and a second from JS.
  • RYS requested the use of Burke and Mary Lou Arruda soccer fields, the McKenney Babe Ruth field and the BC multi-purpose field on May 1 & 2 for the SSSL Friendship Tournament.  A fee of $400 was assessed and a unanimous vote of approval followed a motion made by JD and a second from JS.
  • Raynham Renegades soccer club requested the use of the Mary Lou Arruda soccer field and the BC multi-purpose field on Sunday afternoons from 3/27/10 – 6/1/10.  This application was unanimously approved, pending receipt of rosters and the availability of field space, following a motion made by JD and a second from JS.  Field-use fee to be determined at a later time.
  • Men’s Senior Soccer League requested the use of the BC multi-purpose field between 9 and 10:30 a.m. on Sundays from 3/28/10 – 6/20/10.  A unanimous vote of approval followed a motion made by JS and a second from JD.  A fee of $250 was assessed.
  • Old Colony Men’s Soccer League/Raynham Team requested the use of either the Burke and Mary Lou Arruda soccer fields and the BC multi-purpose field on Monday evenings from 6/7/10 – 8/23/10.  Liz said that the season dates are fine, but field space for the practice and try-out dates are undetermined at this point.  A unanimous vote of approval, pending logistics, followed a motion made by JS and a second from JD.  A fee of $300 was assessed.
  • Raynham Youth Lacrosse requested the use of Mill Street and RMS fields for practices and games at Bettencourt, RMS, and BC multi-purpose fields from 3/15/10 – 6/20-10.  Liz noted a potential conflict with RYBSA’s opening day.  A unanimous vote of approval followed a motion made by JD and a second from JS.
  • Coyle & Cassidy High School requested the use of McKenney Babe Ruth Field for JV baseball games from 4/7/10 – 5/24/10.  A fee of $500 was assessed and a unanimous vote of approval followed a motion made by JS and a second from JD.
  • Johnson & Johnson DePuy employee softball league requested the use of any softball field for 3 weeknights per week between 5/3/10 and 9/9/10.  Because these dates encompass two seasons, a fee of $1,000 was assessed ($500 per season) and a unanimous vote of approval followed a motion made by JD and a second from JS.
  • The Borden Colony Radio-Control Club requested the use of the radio-control air field at Borden Colony seven days a week from 3/1/10 – 12/20/10.  Because of reports that club members have harassed the farm-tenants in the past, this application was tabled and club representative David Butler will be asked to attend the next Commission meeting.
Jim made a motion to recommend Board of Selectmen approval of the two one-day liquor licenses requested by the Lions Club for events planned for Sunday, March 21 and for Saturday, April 3, 2010.  Joe seconded the motion and a unanimous vote followed.

Chairman Chris Shaw departed the meeting at 7:10 p.m.

Joe asked whether the Department could advertise upcoming events on the Raynham cable channel; Liz said she would look into it.

SJ presented Commissioners with a summary of the budget figures for the second quarter of fiscal year 2010.  She also gave a brief background on the construction of the gazebo.

Liz reported on the following:
  • The plan is to close the Griffith soccer field for one season of rest and re-seeding.
  • She would like to use a portion of the field-use fees to replace the old wooden bleachers on the BC softball field and McKenney Babe Ruth Field with new aluminum sets and the wooden picnic tables at the Merrill School with new powder-coated steel ones.
  • Liz presented Commissioners with a spread sheet listing the approved 2009 field-use permits.  Said permits generated $10,775 in revenue, with a total of $500 outstanding.
  • Department budgets for the FY2011 budget season are due on Mon., 2/8/10.
  • Concerns over the Borden Colony drainage problems continue.
The meeting was adjourned at 7:40 p.m.
