MINUTES OF THE RAYNHAM PARK & RECREATION COMMISSION
Regular Monthly Meeting, April 6, 2010, 6:00 p.m.
Raynham Senior Center, 2215 King Philip Street, Raynham, MA


In Attendance: Chair Chris Shaw, Commissioner Jim Sullivan, Director Elizabeth Francis, and Administrative Assistant/Recording Secretary SJ Blanchard.
Absent: Commissioner Joe Doyle.

Chairman Chris Shaw called the meeting to order at 6:11 p.m. and asked for a motion to approve the minutes of the March 2, 2010 Commission meeting.  Jim made a motion to accept the minutes as printed.  Chris seconded the motion and the two voted unanimously in favor of the motion.  

Liz noted that the Raynham Renegades spring schedule has been worked out and everybody fits in the revised spring field-use schedule.  The revisions have been distributed to the leagues and organizations for review.

The following spring field-use permit applications were acted on:
  • Raynham Co-Ed Softball League requested the use of Reid Field weekdays from 5 p.m. until dusk between April 19 and Sept. 24.  A unanimous vote of approval followed a motion to approve with a fee of $1,000 made by JS and a second from CS.
  • Brockton Hispanic Church requested nine Sundays between May 2 and July 25 for any regulation size soccer field.  Liz indicated that field space would be extremely limited until the end of June.  The Chair suggested not approving this application in the event of rain dates and rescheduling needs for our regular local leagues.  JS made a motion to deny this permit due to a lack of field availability; CS seconded the motion and the two voted unanimously to deny.
  • The Drifters requested the use of the RMS softball field for 6 – 8 p.m. practices on Mondays through Thursdays from 6/16/10 – 8/26/10.  Liz noted that Tuesday evenings will present a scheduling conflict.  This application was tabled until the May meeting, pending the receipt of a team roster.  
  • Kevin Ellis requested the use of the gazebo and surrounding field for the 2010 Raynham Pride Day, to be held Sept. 19, 2010, with a Sept. 26 rain date.  A unanimous vote of approval followed a motion made by JS and a second from CS.  The fee was waived.
  • Active Children Together (ACT) Sports Camp requested space to hold a graduation and family field day on the afternoon of May 23, 2010.  Liz noted that there is a conflict on this date with a scheduled horse show.  JS made a motion to approve this request, pending space availability, with a use-fee donation requested.  CS seconded the motion and a unanimous vote followed.
  • The previously-approved request of the East Taunton Softball League was revisited.  Liz noted that several of their dates may have to be cancelled due to a weather-related lack of field readiness.  
Commissioners voted unanimously to recommend Board of Selectmen approval of the one-day liquor license for the Lion’s Club’s May 22 Texas Hold’em fundraiser.  The motion was made by Jim and seconded by Chris.

The following meeting dates were scheduled: May 4, June 1, July 13, and August 10.

Commissioners reviewed the Department’s third quarter spending, the figures of which indicated that we’re in solid financial shape for the remaining quarter of FY10.

Liz reported on the following:
  • Plans to dedicate the gazebo in memory of Richard “Butch” Slavick have been placed on hold for the time being by coordinators John Kourtz and Arthur Whittemore, both of Raynham.
  • She noted spending plans for Park Revolving funds prior to the end of the current fiscal year.
  • The summer playground program flyer is being printed and will be available on line soon.  
The meeting was adjourned at 7:15 p.m.
