MINUTES OF THE RAYNHAM PARK & RECREATION COMMISSION
Regular Monthly Meeting, August 9, 2016 6:00 p.m.
South School,305 South Street East, Raynham, MA

In Attendance:  Chairman, Jim Brow, Commissioner Chris Shaw, Director Elizabeth Francis
Absent:  Commissioner Jim Sullivan

The Chair called the meeting to order at 6:07 p.m.  A motion to approve the minutes of the July 12 Commission Meeting was made by Chris S.  This was seconded by Jim B. and was voted unanimously to approve the minutes.

There were no community representatives at the meeting.

Old Business:  
Liz reported that she is in the process of getting quotes to resurface the basketball courts on Pleasant Street.  She has met with Stanley Paving in Raynham and Lopes Construction from Taunton and is waiting for finalized quotes.  She discussed fencing options with Tom Bullock because the cost to resurface the courts is going to be around $35,000 and she was hoping to save money on fencing.  Tom suggested either split rail or a low barrier.  The purpose of the fencing would be to keep vehicles of the courts.  Liz is planning on putting a request into capital planning in order to get funds for the project.

New Business:  Permit requests
  • RYS submitted their request for use of the Borden Colony soccer fields beginning on August 29 through November 19th.  The request is for weekday evenings and weekends during the day.  Chris made a motion to approve the permit with no fee.  Jim B. seconded the motion and it was unanimously approved.
RYBSA requested the use of Fields 5 & 6 for an in-town fall softball program.  The request is for Mon-Friday evenings and Saturday and Sundays from September 6 – October 31.  Liz asked Jim if that would be a conflict with the Giants and he said no.  Chris made a motion to approve the permit with no fee, and Jim B. seconded the motion.  The motion was unanimously approved.
  • MASS Drifters Softball requested the use of Fields 5 & 6 at Merrill School for travel softball tryouts on August 13th and 14th from 9am -5pm.  Liz reported to the Commission the Drifters have an unpaid balance of $550 from Tony Merlino’s Drifters Spring travel team.  A motion was made by Chris to approve the permit with a contingency that the Drifters pay the balance from the spring permit, for a fee of $480 and seconded by Jim B.  The motion was unanimously approved.
  • A permit was submitted by the Over the Hill Soccer Teams, Over 63 and Over 56 for the use of a full field soccer field on Sunday mornings August 21-November 6th from 9am -11am.  Chris made a motion to approve the permit with a seasonal fee of $550/team, Jim B. seconded the motion.  The motion was unanimously approved.
Commissioners Reports:
Jim B. commented on the poor condition of the Burke Babe Ruth Field which is currently being used by the Giants for JOCKS camp.  Liz noted that the drought has had an adverse effect on all the fields in town, especially the fields without irrigation.  Jim acknowledged that without irrigation it is difficult to maintain that field. Chris S. had nothing to report.

Staff reports:
Liz reported that the summer playground program was going very well as of date and enrollment has been steady.  Liz had one scholarship request for a family who is experiencing hardship due to the father changing jobs and the expenses associated with training and union dues.  The request comes from a family of four who qualify for financial assistance programs and are eligible for free lunch.  Chris made a motion to approve a 50% scholarship for the summer playground program.  Jim B. seconded the motion and it was unanimously approved.  

 Chris S. made a motion to adjourn the meeting at 6:32pm.  Jim B. seconded the motion and the meeting was adjourned.
