MINUTES OF THE RAYNHAM PARK & RECREATION COMMISSION
Regular Monthly Meeting, Oct. 3, 2017, 6:00 p.m.
South School, 305 South Street East, Raynham, MA


In Attendance: Chairman Jim Brow, Commissioner Josh Daisy, Commissioner Chris Shaw, Director Andrea Berardi, and Administrative Assistant/Recording Secretary SJ Blanchard.  

The Chairman called the meeting was called to order at 6:06 p.m. Chris made a motion to approve the minutes of the Sept. 5, 2017 meeting.  Josh seconded the motion and a unanimous vote followed.  

Andrea reported on the following:
  • She met recently with Selectman Marie Smith and Raynham firefighter Lt. Jeff Kelleher to view the inside of the Gymkhana building as a potential site for the weekend cat adoption program.  On a separate occasion, she met there with Selectman Karen Donahue and two animal control officers.  The building seemed to meet with everyone’s approval for this purpose.  
  • On Oct. 21st, the Commissioners are invited to a dedication ceremony for the recently refurbished outdoor basketball courts on Pleasant Street.  The Chairman noted that Raynham Giants JV games will take place that day at 8:30, 9:30, and 10:30 and that he will look into any potential parking or over-riding loud-speaker announcing issues.  Andrea said that she will inform Selectman Joe Pacheco of that day’s games schedule.
The Bristol-Plymouth woodworking students will be rehabbing the signs at Griffin and Burke soccer fields and RYS will pay any resulting charges.
The Department’s permit requests for winter gym space have been submitted.

The Chairman said that in spite of the “No Dogs” signage posted, there was a recent dog fight between two families’ dogs at the football field.  He asked, “How can we further police this so that it doesn’t happen again?”  Chris noted that there is a town by-law in effect relative to dogs, and that a concerned party should contact the police department and have the owners and their animals ejected.  He cautioned that one has to be careful to ascertain that an animal is a pet and not a service animal.  Andrea will contact Sel. Joe Pacheco to find out what is happening with the subcommittee looking into the possibility of a town dog park.

The following fall field-use request was acted on:
  • Raynham Cub Scouts Pack 43 requests the use of the parking area of the Borden Colony multi-purpose field from 1 to 4 p.m. on Sat., Oct. 21 for the annual “Community Trunk or Treat” event.  They will also utilize the Gymkhana building for a haunted house.   Chris made a motion to approve this permit request with no fee; Josh seconded and a unanimous vote followed.
Andrea reported that the childcare program is running smoothly, with a before-school enrollment of 52 students and an after-school enrollment of 78 students.  There are an additional 25 students on the wait list.  Chris asked Andrea to speak with LaLiberte principal Dennis Bray about any possibility of expanding the program’s space in order to accommodate more students.  
The Department’s fall preschool programs will start this week at the South School.  Head Start is also running a STEM program there.
