Board of Selectmen Minutes 11/02/2004



November 2, 2004
Chairman Raymond W. Platt called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were Raymond W. Platt, John Donahue, and Donald L. McKinnon.

Mr. Donahue moved and Mr. McKinnon seconded to accept the minutes of the October 26, 2004 meeting as printed. Mr. Platt made it unanimous.

Chief King and Deputy Chief Pacheco were present and recognized Mr. & Mrs. Eburn for their
heroic efforts in aiding two individuals who were involved in an automobile accident near their home.  Chief King presented the couple with a citation.  All Board members thanked the couple for all they did at the scene.
Chief King informed all that the children at the Middle School was ecstatic when the Black Hawk landed in the soccer field on Monday in remembrance of Veterans Day.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Buckner requested the Board to appoint a Technical Committee to be in compliance with stormwater management mandate of EPA.  Mr. Buckner recommended the following members serve on the Committee, Town Administrator, Town Planner, Conservation Commission Agent, Board of Health Agent, Highway Superintendent and Planning Board Member.  Mr. McKinnon motioned and Mr. Donahue seconded to appoint the so-mentioned personnel to the Technical Committee.  Mr. Platt made it unanimous.

Mr. McKinnon stated he attended the mock election held by the 4th grade class of Mrs. Tripp.
Mr. McKinnon said that the Bridgewater/Raynham High School Building Committee continues to meet regularly.
Mr. Donahue said that the Raynham Quality of Education Committee meeting held on Monday was extremely informative for the Committee as the guest speaker, Asst. Superintendent Diane Bemis, spoke about curriculum.  Mr. Donahue said the next meeting would be on November 11, 2004 at 6pm.
Mr. Donahue thanked the Town Clerk and Assistant Town Clerk along with their office for their hard work during the election.

Mr. Platt asked for an acceptance of the following donations for the new Fire Department ladder truck.  Mr. McKinnon motioned and Mr. Donahue seconded to accept $1000 from Direct Auto Market, $100 from two anonymous contributors,  $300 from FAR INC., $500 from another anonymous contributor and $25 from Mr. & Mrs. Martin Orlando.  Mr. Platt made it unanimous.
Mr. Platt informed that all automobile dealerships along Rt. 138 would be contributing $100 towards the ladder truck fund for every vehicle sold during the month of November.  Dealers consist of Broadway Auto, Direct Auto Market, Rt. 138 Auto Mall and Matteson Motors.

Correspondence -  Patricia A. Roland forwarded to the Board her resignation as chairperson from the Bridgewater-Raynham Regional School Committee effective November 17, 2004.
Mr. McKinnon motioned and Mr. Donahue seconded to accept Mrs. Roland’s resignation with deep regret.  Mr. Platt made it unanimous.




Mr. McKinnon motioned and Mr. Donahue seconded to accept applications for the vacant position through the end of the Town business day on November 18, 2004.  Mr. Platt made it unanimous.
Mr. McKinnon motioned and Mr. Donahue seconded to hold a joint meeting on November 23, 2004 at 7pm with the remaining Raynham members of the School Committee- Linda Dillon,
Susan O’Brien and Lou Pacheco.  Mr. Platt made it unanimous.

Correspondence – The International Associations of Lion Clubs requested a liquor license to hold a Poker Nite fundraiser for Save Our Sports at the Raynham Lions Club on November 27, 2004 6pm-12 midnight.  Mr. McKinnon motioned and Mr. Donahue seconded to hold a Public Hearing on November 9, 2004 at 6.05pm.  Mr. Platt made it unanimous.

Correspondence – Jennifer Hruniak, Park & Rec Director forwarded information regarding the Community Open House & Recognition Night on November 3, 2004, 7pm at the Middle School.

Correspondence – Robert Mackenzie of 22 Orchard Street, Berkley, forwarded to the Board his application to be considered as a Special Police Officer.  Mr. McKinnon motioned and Mr. Donahue seconded to forward the application to Chief King.  Mr. Platt made it unanimous.

Correspondence – Notice of Hearings for Escapades, Greyhound Package Store and Golden China were forwarded to the Board from the ABCC regarding alleged violations, i.e., permitting an illegality on the license pursuant to MGL Ch.138, sec. 34, sales or delivery of an alcoholic beverage to a person under 21 years of age. Mr. McKinnon motioned to request that Mr. Buckner send correspondence to the ABCC regarding a notice being given to the Town, especially the Raynham Police Department, prior to performing visits to establishments. Mr. Donahue seconded the request.  Mr. Platt made it unanimous.

Correspondence – Cheryl Schondek forwarded her request to be considered for the recently vacant position on the Bridgewater-Raynham School Committee.

7:42-Mr. McKinnon motioned and Mr. Donahue seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mr. Platt made it unanimous.
