Board of Selectmen Minutes 11/9/2004



November 9, 2004
Chairman Raymond W. Platt called the regular meeting of the Raynham Board of Selectmen to order at 6:07pm.

Present were Raymond W. Platt, John Donahue, and Donald L. McKinnon.

Amendment to the minutes of November 2, 2004, Page 1 - Donations received toward the Raynham Ladder Truck for $300.00 was from FAR Inc.
Mr. Donahue moved and Mr. McKinnon seconded to accept the minutes of the November 2, 2004 meeting as Amended.  Mr. Platt made it unanimous.

6:08pm - Public Hearing – Lions Club – Request for a one-day all alcoholic beverage permit.  
Present was Willy Grover representing the Lions Club.  Mr. Grover informed the Board that the Lions Club is requesting a one-day all alcoholic beverage permit to host a fundraiser, Save Our Sports, on November 27, 2004.  Mr. Platt stated that the Lions Club functions are always excellent.  Chief King was present and stated that the Lions Club has always been outstanding.  Mr. Donahue motioned and Mr. McKinnon seconded to approve the one-day all alcoholic beverage permit for November 27, 2004.  Mr. Platt made it unanimous.

Chief King and Deputy Chief Pacheco were present and requested clarification on the Police Department’s request to Capital Planning for articles for the following: Taser Guns, payment of a 2nd installment on a Computer System, and three cruisers.  Chief King stated that he was not informed of the decision from the Finance Committee or Capital Planning Committee for the items requested.  He stated that Taser Guns are needed for a secondary means of control.  Deputy Chief Pacheco stated that there are two computer systems at present time, which are not able to talk to one another without the second phase of the system.  Mr. Platt confirmed that these are two legitimate issues, which will be addressed at the Special Town Meeting scheduled in February.  Mr. Donahue said that the Capital Planning Committee discussed the computer issue and suggested placing it on the budget under Operational Expense rather than Capital Planning.

Mr. Buckner’s Town Administrator’s Report was reviewed.

The Board received correspondence from attorney of Pep Boy’s informing them that a letter dated October 25, 2004 was sent to Mr. Buckner requesting the removal of the a Public Hearing set for October 26, 2004 for approval of a Class I Motor Vehicle License.  Mr. Platt informed all that he recently received advertisement for Pep Boys for which motorized vehicles were advertised.  Mr. Platt stated he had telephoned Pep Boys inquiring about the advertisement and was informed that they have been selling the motorized vehicles for over a year.  Mr. Platt said the Deputy Chief is aware of this and is looking into it.

Mr. Platt informed everyone of the following donations received for the new Raynham Ladder Truck:  Premium Discount Liquors in the amount of $500 and Wal-Mart in the amount of $5000.

Correspondence – The State Racing Commission informed the Board of Raynham’s portion of local aid from racetracks- $288,930 for the quarter.






Correspondence - Information was forwarded to the Board regarding flu shots for the elderly 75 years of age or older to be given on November 23, 2004 from 9 to 11am at the Senior Center.

Correspondence – South Shore Horsemen’s Council requested the following dates to host horse shows at Rozenas’ Field:  April 17, 2005; May 15, 2005; June 26, 2005; July 17, 2005;
August 14, 2005; and September 11, 2005.  Chief King stated they have had no problems in the past.  Mr. Donahue motioned and Mr. McKinnon seconded to approve the above-mentioned dates.  Mr. Platt made it unanimous.

6:30-Mr. McKinnon motioned and Mr. Donahue seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session under Sections 3 of the Statue with no business to be conducted afterwards.  Mr. Platt made it unanimous.
