Board of Selectmen Minutes 12/07/2004


December 7, 2004
Chairman Raymond W. Platt called the regular meeting of the Raynham Board of Selectmen to order at 7:03pm.

Present were Raymond W. Platt, John Donahue, and Donald L. McKinnon.

Mr. Donahue motioned and Mr. McKinnon seconded to amend the minutes of November 30, 2004, Page 1 as follows:  Public Hearing – Board of Assessor – Mr. Donahue motioned and
Mr. McKinnon seconded to approve a shift of 1.22 for the FY05 for the purpose of discussion.
(9th line of paragraph) Mr. Donahue and Mr. Platt voted yes.
Waste Management – Mr. McKinnon motioned and Mr. Donahue seconded to accept the agreement of 900 tons per day with an average of 800 tons per day within a 6-day period.  

Mr. Donahue moved and Mr. McKinnon seconded to accept the minutes of the
November 30, 2004 meeting as amended.  Mr. Platt made it unanimous.

Mr. Platt welcomed members of the Bridgewater/Raynham School Committee who were present– Mr. Oliari, Mr. Gillis, Mrs. Garfield, Mrs. O’Brien, Mr. Delutis, Mrs. DeSantis and Superintendent of Schools Robert McIntyre, to Mrs. Roland.  Mr. Platt informed all that Mrs. Roland has been serving the Town of Raynham and the Bridgewater-Raynham Regional School District for over eleven years and that this years Annual Town Report will be dedicated to her.  Mr. Platt presented her with Team Raynham attire and a plaque.  Mr. McKinnon spoke highly of Mrs. Roland stating that she has reached a height that many, many others do not.  Mr. Donahue read a letter of congratulations on behalf of Deputy Chief Pacheco who was absent from the meeting.  All members of the School Committee gave thanks and recognized the endless dedication that Mrs. Roland has given to the Town.  Pat Riley and Gordon Luciano were present and thanked Mrs. Roland for all she has done for Raynham and RAVE.  
Bill Lewis, a member of the High School Building Committee made a presentation of drawings of the new Bridgewater/Raynham High School.
Mr. Donahue motioned and Mr. McKinnon seconded for a brief 5-minute recess.  Mr. Platt made it unanimous.

7:45pm - Mr. Platt reconvened the meeting.
7:45pm – Public Hearing – Raynham King Philip Lions Club request for a Special One Day All Alcoholic Beverage License for December 11, 2004.  Judy LeFluer was present and stated that the fundraiser was a Ham & Bean Dinner at the Lions Club between 5:30-10:30pm to raise funds to help individuals with sight and hearing problems. Mr. William Grover was also present and informed the Board that he is requesting the Special One Day License to serve alcohol during the fundraiser.  Mr. McKinnon motioned and Mr. Donahue seconded to approve the Special One Day All Alcoholic Beverage License.  Mr. Platt made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Buckner informed the Board that the Bristol County Homeland Security Grant will be offered again and requested the Board’s approval for the use of the grant.  Mr. Platt recommended a 50/50 split with the Police and Fire Department with the Fire Department portion going toward the new proposed ladder truck.  Mr. McKinnon recommended that it would be subject to a meeting with both departments. Mr. McKinnon motioned and Mr. Donahue seconded to approve a 50/50 split of funds to the Police and Fire Department pending a meeting and approval from both departments.  Mr. Platt made it unanimous.



Mr. McKinnon stated that there would be a re-hire of the following teachers pending approval for the transfer of funds to the School District: 3 physical ed teachers, 2 foreign language teachers, 2 math teachers and 1 special ed teacher.  Mr. McKinnon urged all to attend the Special Town Meeting on Tuesday, December 14, 2004.  Mr. McKinnon stated he spoke to Dan Sullivan from Representative Flynn’s office and alerted him of concerns Raynham has regarding the wording of the Bill on slot machines.
Mr. McKinnon said that the Bridgewater/Raynham High School Building Committee is meeting once a month with the gymnasium divider being the last meeting’s main topic of discussion.  
Mr. McKinnon reminded all of the lighting of Raynham on December 17, 2004.
Mr. McKinnon said he spoke with the Historical Commission regarding the list of past recipients for the Citizen of the Year Award and the topic discussed was the reason why the recipient received the award.  Ms. Weinstein of the Taunton Daily Gazette stated she could assist through the newspaper archives.  
Mr. McKinnon informed all that the first tax shift goes back to 1989. Mr. McKinnon reviewed the minutes of December 2003 regarding the Assessors shift change in rates.  
Mr. McKinnon informed all that the average house value today is $308,900 and based on a shift of 1.22 the tax rate would be $10.26 equaling $3,169 per household and with a shift change of 1.31 at the average market value, the tax would $9.96 equaling $3,077 per household.  The difference between the two was $92.00.
Mr. McKinnon motioned and Mr. Donahue seconded to have an adjustment of time available for the Assessors’ recommendation to be presented two weeks earlier prior to a vote.  Mr. Platt made it unanimous.

Mr. Donahue said that he also spoke to Representative Flynn’s office regarding the Bill for slot machines.  He said that there is a proposal in the Legislature to restore regional school transportation up to 100%.  He said that the Raynham Quality of Education Committee is meeting regularly on Monday with guest speakers and that the Committee has received over 400 surveys to date.

Mr. Platt reminded all of the Special Town Meeting on Tuesday, December 14, 2004.

Correspondence – The Board received notice from MOCD regarding their next meeting on December 15, 2004.

Correspondence - The Board received a number of grievances from the Police Department.  
Mr. Donahue motioned and Mr. McKinnon seconded to hold an Executive Session on
January 4, 2005.  Mr. Platt made it unanimous.

Correspondence – The Board received a letter from Mr. Gillis thanking the Board for the invitation to attend the meeting Raynham held on November 23, 2003 for the acceptance of a new member for the Bridgewater/Raynham School Committee.

Correspondence – The Board received a letter from Alan Perry requesting to rescind his previous letter of resignation.  Mr. Donahue motioned and Mr. McKinnon seconded to accept with deep pleasure.  Mr. Platt made it unanimous.

Correspondence – The Board of Health received a request from Mr. & Mrs. McCoy of 209 Church Street requesting an approval of two mobile home on their property during the renovation of their home which will be completed April 2005.  Mr. Perry informed the Board that there are currently four mobile homes on the property with no permanent means of



sewerage disposal and portable water supply.  Mr. Perry’s recommendation would be to grant the request with the following conditions:
1) Any concerns of the Raynham Building Department be met, 2) The
McCoy’s remove two of the four trailers, 3) The approval be granted until 5-31-05, 4) Monthly progress reports be made by the McCoy’s to the Building and Health Departments regarding the remodeling status until such time as an occupancy permit had been issued.  Mr. McKinnon motioned and Mr. Donahue seconded to approve the request with the conditions as listed.  
Mr. Platt made it unanimous.

Correspondence – The Board received a letter of thanks from Mr. & Mrs. Hebert to all those firefighters who assisted during the accident involving their son.

8:32pm-Mr. McKinnon motioned and Mr. Donahue seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session regarding negotiations under Sections 3 of the Statue with no business to be conducted afterwards.  Mr. Platt made it unanimous.
