Board of Selectmen Minutes 02/08/2005




February 8, 2005
Chairman Raymond W. Platt called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were Raymond W. Platt, John Donahue, and Donald L. McKinnon.

Mr. Donahue motioned and Mr. McKinnon seconded to accept the minutes of the February 2, 2005 meeting.  Mr. Platt made it unanimous.

Mr. Platt read a letter of resignation from Chief King stating his retirement from the Police Department effective August 31, 2005.   All Board members expressed their gratitude to the Chief for the many years of service he has given to the Town of Raynham.  Chief King was present and stated that his length of service has been an enjoyable ride and has enjoyed the full support of the Board of Selectmen, Finance Committee and Townspeople.  Resident, Alan McRae was present and thanked the Chief for his dedication to the Town.  Resident Joe Arruda was present and recalled the assistance the Chief gave his family during the tragedy of his sister Mary Lou Arruda in 1978.  Mr. McKinnon motioned and Mr. Donahue seconded to accept Chief King resignation with regret.  Mr. Platt made it unanimous.

Alan McRae was present and said that the Annual Road Race held recently raised a total of $5,000 which will be donated to the Mary Lou Arruda Fund.  Joe Arruda was present and accepted the check for the Mary Lou Arruda Fund.

Alan McRae, Park and Recreation Commissioner, thanked the Board for their recent acceptance of his letter stating his wish not to seek another term on the Park & Rec. Commission. He thanked the Board for past cooperation with the Commission and thanked all the residents in the Town of Raynham.  All Board members thanked Mr. McRae for his many years of commitment to the Town.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Buckner informed the Board that the next Selectmen’s Meeting would need to be scheduled accordingly due to the Town Meeting on Tuesday, February 15, 2005 at 7pm.  Mr. McKinnon motioned and Mr. Donahue seconded to schedule the Board of Selectmen’s Meeting on Tuesday, February 15, 2005 at 6:30pm at the Raynham Middle School.  Mr. Platt made it unanimous.

7:15pm – Public Hearing – Longhorn Steakhouse – application for new manager.  Present for the hearing was Barry Guerstein and Lynda Lee Moore.  Mr. Guerstein said that Ms. Moore would be the new manager at the Raynham location; she had been in the restaurant business for over 20 years, and was bar code certified.  Mr. McKinnon motioned and Mr. Donahue seconded to approve the application for new manager at Longhorn Steakhouse.  Mr. Platt made it unanimous.

Mr. McKinnon said that the Bridgewater/Raynham High School Building Committee met recently and discussed the difference between oil and gas heat.  He said that the Raynham Business and Economic Commission has scheduled a meeting for February 14, 2005 at 5pm at the Town Hall to recognize outstanding businesses in Raynham.  He said that the two recipients of this year’s awards are Dr. Kenny Berlin and Silka Honda.

Mr. Donahue said that he and all Board members are aware of the existing problem at Tracy’s Corner.  Mr. Donahue asked for Town residents to be patient during the upcoming weeks until the engineers are able to visit the site.

Mr. Platt said that he and Mr. McKinnon attended a demonstration by Deputy Chief Pacheco on tasers and that the Deputy Chief will be scheduling another demonstration for the media.
He stated that he and Mr. Perry attended a meeting today with MEPA and the DEP regarding the proposed site for National Recycling located at the Taunton/Raynham Dog Track.  
Louis Gelfi, Wilbur Street, was present and expressed to the Board his concerns regarding the proposed site for National Recycling.

Correspondence – The Board received a request for a Tag Day on April 30 and May 1, 2005 at  
Wal-Mart to benefit the Relay for Life.  Mr. McKinnon motioned and Mr. Donahue seconded to grant the request.  Mr. Platt made it unanimous.

Correspondence –The Taunton River and Wild River Scenic Study sent the Board information regarding their next meeting on February 10, 2005 at 7pm.

Correspondence – The Board received a card of thanks from Raynham Girl Scouts Troop 294 thanking them for their support in selling cookies.

Correspondence -  The Board received from Roger Stolte a copy of his letter sent to Dalia Brewer
of 3 Meadow Drive, Raynham regarding discard of trash on Williams Street.

Correspondence – The Board received from the Raynham Patrolmen Union a Grievance.  
Mr. McKinnon motioned and Mr. Donahue seconded to schedule an Executive Session on
February 22, 2005 at 6pm.  Mr. Platt made it unanimous.

Michael Scarlett of 397 Robinson Street expressed his concerns regarding the improper working order of a fire hydrant recently used on the Hall Street fire.  He asked the Board if all fire hydrants in Town would be checked for flow. Mr. Platt said it was being checked out.
7:37pm-Mr. McKinnon motioned and Mr. Donahue seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session regarding a grievance and Collective Bargaining, with no business to be conducted afterwards.  Mr. Platt made it unanimous.
