Board of Selectmen Minutes 04/19/2005

April 19, 2005
Chairman Raymond W. Platt called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were Raymond W. Platt, John Donahue and Donald L. McKinnon.

Mr. Donahue motioned and Mr. McKinnon seconded to accept the minutes of the April 12, 2005 meeting.  Mr. Platt made it unanimous.

Pat Riley was present and requested the Board’s approval to proclaim April 24 through April 30, 2005 as RAVE Volunteer Appreciation Week in Raynham.  Ms. Riley updated all of the events taking place during volunteer week. She spoke about the successful fundraising for books needed at the Middle School and the computer system upgrade at the LaLiberte School Library.  Deputy Chief Pacheco was present and praised the work done by RAVE.  Mr. Platt read the resolution proclaiming the week of
April 24 through April 30, 2005 as RAVE Volunteer Appreciation Week in Raynham.  Mr. Donahue motioned and Mr. McKinnon seconded proclaiming April 24 through April 30, 2005 as RAVE Volunteer Appreciation Week in Raynham.  Mr. Platt made it unanimous. Board members thanked RAVE and its volunteers.

Chief King was present and informed the Board that he was in receipt of a copy of the Civil Service List which he is reviewing.

7:15pm – Public Hearing – Application for Transfer of Package Store License – Bisogna II, Inc., Peter DeTrolio, Jr. for an all alcoholic beverage license at 240 Broadway.  Attorney Dan Blake was present to represent the owners for the transfer of license.  Attorney Blake handed to Mr. Buckner additional paperwork needed for the application.  Attorney Blake said that the DeTrolio Family has owned and operated a package store in Mansfield since 1991.  Mr. Buckner said that all necessary background checks had been done and references from Mansfield had been very positive and he recommended approving the transfer.  No one spoke in favor or against the transfer. Mr. Donahue motioned and Mr. McKinnon seconded to approve the transfer of an all alcoholic beverage licenses at 240 Broadway to Bisogna II, Inc.  Mr. Platt made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon reminded all that Election Day is Saturday, April 23, 2005.

Mr. Donahue thanked in advance all poll workers and the Town Clerk for their hard work on Election Day.  Mr. Donahue reminded all that on Sunday, April 24, 2005 is Opening Day for the Raynham Youth Baseball/Soccer League.

Correspondence – The Board received information from the Colonial Road Runner Club in conjunction with the Raynham Athletic Club informing them that they will be holding a weekly fun run on Monday nights from May 2 through August 29 at 6:45pm.

Correspondence – The Board received a change in meeting date for the Discussion of Commonwealth Capital Program from the Office of Commonwealth Development to Tuesday, April 26, 2005.

Correspondence - The Board received correspondence from Mr. Lewis stating that the Board of Assessors support legislation (House Docket 1740) to reform the way telecommunication facilities are taxed.  Mr. Donahue motioned and Mr. McKinnon seconded to support the House Docket 1740.  Mr. Platt made it unanimous.

Correspondence – The Board received from Jeannette Pouliot a letter stating her wish to donate Assessors Map 4-Lot 165, on Carver Street to the Town.  Mr. Donahue motioned and Mr. McKinnon seconded to approve conditionally and to place on the Special Town Meeting Warrant.  Mr. Platt made it unanimous.

Correspondence – The Board received from Taunton High School Key Club a request to hold a car wash on May 21, 2005.  Mr. Donahue motioned and Mr. McKinnon seconded to approve the request upon approval from the local water district.  Mr. Platt made it unanimous.

Correspondence – The Board received from Frank Cabral correspondence stating his concerns regarding the Rt. 104/Center Street/N. Main Street traffic signals.  Mr. Donahue motioned and Mr. McKinnon seconded to schedule a meeting on May 3, 2005 inviting all interested parties.  Mr. Platt made it unanimous.

Ms. Riley reminded all of the election night live on Channel 98 Saturday evening.

Mr. Brian Mulligan was present and questioned the progress of the sewer meetings with the City of Taunton.  Mr. Platt informed him that there would be a meeting next week with the City at which Senator Pacheco will be present, a scheduled meeting with DEP, and a MEPA meeting scheduled on Wednesday at 2pm at the Sewer Department Officer.

7:43pm-Mr. Donahue motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  
The vote made it unanimous.
