Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.
Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.
Mr. McKinnon motioned and Mr. Platt seconded to accept the minutes of the May 17, 2005 meeting.
Mr. Donahue made it unanimous.
Mr. Donahue informed all that the Board was returning from an Executive Session regarding Contractual Negotiations for the Highway Department.
Pat Riley was present and asked the Board for their approval proclaiming May 29, 2005 through June 4, 2005 as RAVE 13th Annual C.A.S.T. Week. Ms. Riley reviewed activities to be held during the week. Mr. Donahue read the proclamation announcing the week of May 29, 2005 through June 4, 2005 as C.A.S.T. Week in Raynham. Mr. Platt motioned and Mr. McKinnon seconded to approve the request. Mr. Donahue made it unanimous.
Mr. McKinnon said that he and Mr. Platt, Mr. Buckner, Mr. Perry, Mr Dolan and Mr. Cabral attended a meeting at the DEP Office in Lakeville on Monday. Mr. McKinnon stateded that DEP informed them the problem with their acceptance for Raynham was capacity. Mr. McKinnon urged all residents to forward letters, photos, pump slips, etc. which will prove the hardship for each individual to the Board of Health Agent, Mr. Perry which will then be forwarded to DEP. He said that the 1988 Arbitration Agreement gave Raynham access to information. Thererfore, Mr. McKinnon motioned and Mr. Platt seconded to ask Mr Cabral to forward correspondence to the DEP Office and the City of Taunton requesting notification of approval of any hook-ups from this date forward. Mr. Donahue made it unanimous.
David Yelle was present and asked if the Board felt they were making progress. Mr. Platt confirmed that Raynham was. Mr. Peabody asked for the Board’s opinion on the DEP decision forthcoming in July. Mr. Platt stated that DEP was very non-committal during the meeting. Andy Gomes asked what the Board’s commitment to laying dry pipe was. Mr. Donahue stated that the Board has not yet discussed the issue with the Sewer Department. Mike Leahy asked why the City of Taunton was holding up Raynham’s progress and yet it has turned around and DEP now is holding up the approval. Mr. Platt informed all that DEP is waiting for a report from the City of Taunton on their capacity. Mr. Gomes asked if the Board could disclose the information in the pre-agreement given to the
City of Taunton last week. Mr. Platt stated that Town Counsel has advised the Board that the information was in negotiations. David Erickson asked exactly what information was needed by Friday to prove hardship. Mr. Buckner said that hard evidence was needed such as photos, pump slips and or Title V inspections. Ed Silva expressed his concerns regarding the information being supplied to the Board of Health. Mr. Mulligan asked if DEP is siding with the City of Taunton. Mrs. Leahy asked Mr. Buckner for initial perk tests done on her property.
Mrs. Paige expressed her concerns regarding a new home being constructed behind her property. Dan Conrad asked if the Sewer Department would be doing a general mailing regarding the information needed to forward to DEP and are Public Officials responding to this problem. Mr. Platt stated that Public Officials cannot mediate, but Senator Pacheco is aware of the situation.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. Buckner informed that the Town Clerk asked if the hours could be shortened on June 25, 2005.Mr. McKinnon stated that individuals are accustomed to the hours of 10am-8pm and that they should remain the same. Mr. Platt concurred.
Mr. McKinnon discussed the renovations of the Sullivan School for the new Town Hall and the decision of a debt exclusion. Mr. McKinnon suggested that Mr. Bettencourt assist in the renovations.
Mr. Platt said that two $500 donation checks have been received for the Raynham Fire Department Ladder Truck. Mr. Platt reminded all of the North Raynham Water District meeting which will be held at the Council on Aging at 7pm.
Mr. Donahue also reminded all of the Water District meeting. Mr. Donahue spoke of the decision of Mayor Nunes in appealing the Planning Board’s decision on Wal Mart.
Correspondence – The Board received from MMA information regarding the Senate W & M Panel Bills on House Education Aid Levels.
Correspondence – The Board received from the Middleboro Softball League a request to sponsor a fundraiser at Wal Mart on July 9, 2005. Mr. Platt motioned and Mr. McKinnon seconded to approve the request. Mr. Donahue made it unanimous.
Correspondence – The Board received from Senator Pacheco acknowledgement of its letter in support of House Docket 1740, known as House Hill 2408.
8:53pm-Mr. Platt motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
