August 23, 2005 BOARD OF SELECTMEN
Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:01pm.
Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.
Mr. McKinnon motioned and Mr. Platt seconded to accept the minutes of the August 9, 2005 meeting.
Mr. Donahue made it unanimous.
Alan Perry was present and informed the Board that the Board of Health recently received complaints regarding the geese at Johnson’s Pond. Mr. Perry informed the Board that the geese are considered an protected species, although there is a hunting season for the geese, which starts on September 6th.
Mr. Perry said that he was referred to the US Department of Agriculture who informed him that the Town could apply for a Depredation Permit from the U S Department of Agriculture for the destruction of the geese eggs in the spring. Both Board members and Police Chief-elect Pacheco agreed that hunting would not be permitted in the Town. Mr. McKinnon motioned and Mr. Platt seconded to allow
Mr. Perry to proceed with the application process in applying for a Depredation Permit from the
U S Department of Agriculture. Mr. Donahue made it unanimous.
Police Chief-elect Pacheco was present and requested the appointment of three Special Police Officers who have recently completed the Police Academy: Timothy Grabarz, Joshua Hastings, and Kevin Barthel.
Mr. McKinnon motioned and Mr. Platt seconded to appoint as Special Police Officers Timothy Grabarz, Joshua Hastings, and Kevin Barthel. Mr. Donahue made it unanimous.
Police Chief-elect Pacheco was present and requested the appointment of Police Officer Brian Carr to the position of Sergeant. Mr. McKinnon motioned and Mr. Platt seconded to appoint Police Officer Brian Carr to the position of Sergeant. Mr. Donahue made it unanimous.
Board members, along with Police Chief-elect Pacheco, congratulated Sergeant Carr on his promotion.
Sergeant Carr thanked many officers who he has worked with during the past twenty-five years.
Mary Gains was present for the Kick Start for Kidneys motorcycle run. She informed the Board of the times and route for the run. Mr. Donahue stated that the Board had concerns with the number of bikes participating in the run and the length of time roads would be closed. Ms. Gain said that this would be the 6th year for which the run has taken place in Raynham with the exception of the starting location. She said that the starting location would be the Taunton/Raynham Dog Track and that the procession would require15-20 minutes to leave the parking lot for which traffic would be stopped on Rt. 138. Police Chief-elect Pacheco recommended approving the event and would report back to the Board at a later date the process of the run. Mr. McKinnon motioned and
Mr. Platt seconded to approve the 6th annual Kick Start for Kidneys motorcycle run on September 18, 2005. Mr. Donahue made it unanimous.
Mr. Donahue informed all that he has not met with Mayor Nunes since the last Board of Selectmen meeting on August 9, 2005, but expect to contact him within the next week.
Mrs. Paige has present and asked if the contract for dry-pipes has been signed. Mr. Donahue stated that the Board has not been informed of the contract approval. Mr. Lahey was present and asked if the Board would be informed when the contract is signed. Mr. Donahue assured him that the Board would be informed because the next step would be signing of the bonds for the project.
Mr. Donahue informed all that a Special Town Meeting would need to be scheduled for September 13, 2005 at the Raynham Town Hall at 7:15pm. Mr. Donahue requested opening the Warrant for three Articles as follows: 1 – Various land taking and easements; 2 – Approval of $5,000 for payment of bills incurred for the previous year; and 3 – Ratifications of any actions taken on the IMA.
Mr. McKinnon motioned and Mr. Platt seconded to open and close the Warrant for the above listed three articles and to schedule a Special Town Meeting on September 13, 2005 at the Raynham Town Hall at 7:15pm. Mr. Donahue made it unanimous.
Mrs. Lahey asked when the next Sewer Department next meeting was scheduled for? Mrs. Sleezer said that Town’s bulletin board at the Town Hall lists all meeting dates and times.
Police Chief-elect Pacheco spoke of the process and handling of the evidence in the case of Officer Westcoat.
Police Chief King was present and said that he has received a request from the Narragansett Bay Wheelmen for a bike ride on August 28, 2005 at 10am starting from the Staples parking lot and proceeding down Rt. 44 towards Middleboro with a total of 60-70 participants. Police Chief King recommended approving the request. Mr. McKinnon motioned and Mr. Platt seconded to approve the bike ride for the Narragansett Bay Wheelmen on August 28, 2005. Mr. Donahue made it unanimous.
Police Chief King stated that this would be his last attendance as Chief at the Board of Selectman meeting and would like to again thank everyone. Police Chief-elect Pacheco reminded all of the retirement party for Police Chief King on September 16, 2005 at the Venus DeMilo. Police Chief-elect Pacheco informed all that a Change of Command ceremony would take place in front of the Town Hall on August 31, 2005 at noon.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Correspondence - The Board received from Save & Stop a request for change in ownership. Mr. McKinnon motioned and Mr. Platt seconded to approve the request for change in ownership pending the approval from the Fire Department. Mr. Donahue made it unanimous.
Correspondence – The Board received from Broadway Market a request for a transfer of a wine and malt beverage package store license at 855 Broadway. Mr. McKinnon motioned and Mr. Platt seconded to schedule a Public Hearing on September 13, 2005 at 7:10pm. Mr. Donahue made it unanimous.
Correspondence – The Board received a certificate for the acceptance of Police Chief-elect Pacheco full-time position as Police Chief.
Correspondence –The Board received an application from Mark Alan Griffin for a Special Police Officer. Mr. McKinnon motioned and Mr. Platt seconded to accept the application of Mark Alan Griffin as a Special Police Officer. Mr. Donahue made it unanimous. Mr. McKinnon motioned and Mr. Platt seconded to amendment the motioned and to refer the application to the Police Chief. Mr. Donahue made it unanimous.
Correspondence – The Board received requests for Tag Days as follows: Boys Scout Troop 20 of Middleboro requested the sale of popcorn on November 12, 2005; Boys Scout Troop 29 requested the sale of popcorn on October 29 and 30, 2005. Mr. McKinnon motioned and Mr. Platt seconded to approve the request for Tag Days as listed above. Mr. Donahue made it unanimous.
Correspondence – The Board received a request from Homes & Rights for Animals for Tag Days as follows: November 18, 19, 20 and October 7, 8, and 9, 2005. Mr. McKinnon motioned and
Mr. Platt seconded to approve the request for Tag Days as listed above. Mr. Donahue made it unanimous.
Correspondence – The Board received a request from the Rodman Ride for Kids to be held on October 10, 2005. Mr. McKinnon motioned and Mr. Platt seconded to approve the request for the Rodman Ride for Kids for October 10, 2005 pending approval from the Police Chief. Mr. Donahue made it unanimous.
Correspondence – The Board received a notice from the Conservation Commission of a land donation, Map 14, Lot 168 and 169. Mr. McKinnon motioned and Mr. Platt seconded to accept the land donation. Mr. Donahue made it unanimous.
Mr. Donahue informed all that the Board held an Executive Session prior to the regular scheduled meeting regarding the Security of the Town.
8:17pm-Mr. McKinnon motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills with no business to be conducted afterwards. Mr. Donahue made it unanimous.
