September 6, 2005 BOARD OF SELECTMEN
Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:10pm.
Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.
Mr. Platt motioned and Mr. McKinnon seconded to accept the minutes of the August 23, 2005 meeting.
Mr. Donahue made it unanimous.
Mr. Donahue informed all that the Board was returning from an Executive Session regarding Negotiations.
Chief Pacheco was present and requested the appointment of Officer Collins as a permanent full-time officer. Mr. Platt motioned and Mr. McKinnon second to appoint Officer Collins to the permanent full-time position. Mr. Donahue made it unanimous. All Board members welcomed and thanked Officer Collins for accepting the position. Officer Collins thanked the Board for the opportunity to serve Raynham.
Chief Pacheco informed all that the Town had an armed robbery during the past week.
Mr. Bettencourt was present and updated all as to the progress of the Sullivan School conversion.
7:15pm- Public Hearing – Brinker’s Massachusetts’s d/b/a Chili’s for change of officers/directors.
Mr. Andrew Upton was present to represent the company and informed the Board that the change is in officers/directors only and will not affect the restaurant in Raynham. Mr. Platt motioned and
Mr. McKinnon seconded to approve the request for change of officers/directors for Brinker’s Massachusetts d/b/a Chili’s. Mr. Donahue made it unanimous.
Mr. Donahue informed all that there was a meeting held last Friday, September 2, 2005 with the City of Taunton regarding negotiations for the IMA. Mr. Gomes was present and asked why the contract has not been awarded. Mr. Donahue stated that the Sewer Commissioners are probably reviewing the contracts.
Mr. Donahue reminded all of the Special Town Meeting next Tuesday, September 13, 2005 at the Town Hall.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. Platt motioned and Mr. McKinnon seconded to schedule a Public Hearing on September 27, 2005 at 7:15pm regarding Applebee’s request for change of management. Mr. Donahue made it unanimous.
Mr. McKinnon informed that the Council of Aging presented him with a Contractor Authorized Signature Listing for the Board’s approval. Mr. McKinnon stated that he has been listed for authorization of signature in the absence of the Council of Aging. Mr. Platt motioned and
Mr. McKinnon seconded to approve and sign the Contractor Authorized Signature Listing.
Mr. Donahue made it unanimous.
Mr. McKinnon requested correspondence from the Board be forward to Representation Flynn and Senator Pacheco requesting the Town of Raynham be considered for votes. Mr. Platt motioned and
Mr. McKinnon seconded to approve the request to forward correspondence. Mr. Donahue made it unanimous.
Mr. McKinnon reviewed the history and discussed the previous vote the Town of Raynham unanimously made regarding the Railroad. Mr. McKinnon motioned and Mr. Platt seconded to oppose the proposed Railroad in Raynham. Mr. Donahue made it unanimous.
Mr. Platt reminded all that Pride Day will be on Sunday, September 25, 2005.
Mr. Platt motioned and Mr. McKinnon seconded to cancel the regular meeting of the Board of Selectmen on October 4, 2005 in observance of Rosh Hashanah. Mr. Donahue made it unanimous.
Correspondence – The Board received requests for Tag Days for the following: Taunton High School Student Council, car wash at Wal Mart on September 17, 2005; American Red Cross, car wash at Wal Mart on September 18, 2005; and Air Force ROTC for a fundraiser on September 24, 2005. Mr. Platt motioned and Mr. McKinnon seconded to approve the above listed requests for Tag Days as mentioned pending the approval from the Water District. Mr. Donahue made it unanimous.
Correspondence – The Board received a request from American Dare Group requesting to set up a table at Wal Mart on October 17 and October 22, 2005. Mr. McKinnon motioned and Mr. Platt seconded to forward the request to the Raynham Dare Officer for recommendation. Mr. Donahue made it unanimous.
Correspondence – The Board received a proclamation from the Daughters of American Revolution proclaiming September 17 through September 25, 2005 as Constitution Week in Raynham.
Mr. Platt motioned and Mr. McKinnon seconded to accept the proclamation and declare September 17 through September 25, 2005 as Constitution Week in Raynham. Mr. Donahue made it unanimous.
Correspondence – The Board received from the United Way a request to place a billboard on the corner of Rt. 44 and Orchard Street. Mr. Platt motioned and Mr. McKinnon seconded to approve the United Way request to place a billboard on the corner of Rt. 44 and Orchard Street. Mr. Donahue made it unanimous.
Correspondence – The Board received a letter of resignation from William Smith of the Conservation Commission. Mr. Platt motioned and Mr. McKinnon seconded to accept Mr. Smith’s resignation with regret. Mr. Donahue made it unanimous. Mr. Donahue stated that the Board would be accepting applications for the vacant position through September 27, 2005.
Correspondence – The Board received a thank you and a check to be applied to the Raynham Ladder Truck for a job well done by the Raynham Firefighters. Mr. Platt informed that a $2,000 check last week and another $2,000 check this week was forwarded to the Raynham Ladder Truck Fund.
Board members asked Mr. Buckner to obtain an update of the Ladder Truck Funds from Chief Andrews.
Correspondence – The Board received from the Commonwealth of Massachusetts, Executive Department a notice of the ICS Seminar on Friday, September 16, 2005.
Correspondence - The Board received from the Department of Environment Protection a notification that a Site Assignment has been submitted for the proposed solid waste plant on Rt. 138 at the Dog Track.
Mr. McKinnon reminded all that the Raynham Youth Soccer League Opening Day is Saturday, September 10, 2005. Mr. McKinnon also reminded all that the Council of Aging, elders 90 or older will be holding a ceremony on Sunday, September 11, 2005 at 2pm. Mr. McKinnon also said that a dedication ceremony for the complex on Wilbur/Broadway would be Sunday, September 11, 2005 between 11-2pm.
Correspondence - The Board received from the Governor’s Office, public safety information regarding the Helping Hand Volunteer Hotline for the Katrina victims.
8:16pm-Mr. Platt motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and to go into Executive Session re: Grievance, with no business
to be conducted afterwards. Mr. Donahue made it unanimous.
