Board of Selectmen Minutes 09/20/2005

September 20, 2005                                              BOARD OF SELECTMEN

Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:04pm.

Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.

Mr. Platt motioned and Mr. McKinnon seconded to accept the minutes of the September 13, 2005 meeting. Mr. Donahue made it unanimous.

Chief Pacheco was present and requested the Board’s approval of Kerie Melo as a full-time Police
Officer in the Town of Raynham.  Mr. Platt motioned and Mr. McKinnon seconded to appoint
Kerie Melo as a full-time Raynham Police Officer.  Mr. Donahue made it unanimous.

Chief Pacheco said that on Saturday, October 1, 2005, auto etching would be performed in the parking lot of the Police Station between 9am-1pm. with a cost of $10.00 per vehicle.
Chief Pacheco commended Officers LaPlante and Donnelly for a job well done in apprehending two suspects in the attempted purse snatching at Shaw’s on Sunday.
He stated that he has received a Homeland Security grant for which cameras will be purchased and installed at the schools.  
Chief Pacheco also said that Officer Clark has been selected to train with the Search & Rescue Team of Southeastern MA Law Council.
Chief Pacheco requested that the Board to pursue a much needed firing range in the Town.

Chief Pacheco informed the Board about the Motorcycle Ride for Kidneys. The number of participants was about 450.  Chief Pacheco said that the traffic leaving the starting point and throughout the route was good, but that the participants remained at the American Legion after the motorcycle ride and there were a number of complaints about the noise.  Chief Pacheco stated that the Board should reconsider the function after the Run when approving future rides.
He said that he has applied for a grant in the amount of $14,000 to replace thirty police officers vests although the total cost for the vests would be $28,000.
Mr. McKinnon questioned the use of the firing range. Would it be for Raynham Officers only or would Raynham allow other communities to use it and would Raynham receive compensation for the use.  Chief Pacheco recommended that it be open to abutting municipalities for their practice, because those officers would be helping Raynham when necessary.
Mr. McKinnon requested letters of commendation be placed in Officer LaPlante and Donnelly’s files for the outstanding performance on the apprehension of two individuals.

Pat Riley was present and informed all that Rave’s 25th year started off well with the Kindergarten Reception Project.  Ms. Riley said there are many new volunteers in the classrooms and asked for anyone who would be interested in volunteering to contact the RAVE office.  Ms. Riley reminded all of the Annual Golf Tournament on September 30, 2005 at the Lakeville Country Club.

Mr. Buckner informed the Board that the IT Committee recently conducted interviews of applicants and is recommending the appointment of Anita Malik of Raynham to the IT position.  Mr. Platt motioned and Mr. McKinnon seconded to appoint Anita Malik to the IT position.  Mr. Donahue made it unanimous.

Mr. Donahue said that Attorney Antine has forwarded correspondence for the land takings and temporary and permanent easements for Phase 6, contract 1.  Mr. Platt motioned and Mr. McKinnon seconded to approve the Order of Taking.  Mr. Donahue made it unanimous.

Mr. Donahue said that the Sewer Department has forwarded information regarding Notice of Conditional Acceptance to Bid on Phase 6, contract 1.  Mr. Donahue stated that the signing of the contract would be on September 28, 2005 with work to begin one to two weeks after the signing.

Mr. Lahey was present and asked if there were any response from DEP?  Mr. Donahue said that the Board has not received any correspondence from DEP.

Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. Platt motioned and Mr. McKinnon seconded to schedule a Special Town Meeting on November 14, 2005, open the Warrant for articles effective this date, and to close the Warrant on September 30, 2005.  Mr. Donahue made it unanimous.

Mr. Donahue reminded all that applications would be received for the Conservation Commission vacancy until September 27, 2005.

Mr. Platt reminded all that Pride Day will be Sunday, September 25, 2005, 1-4pm.

Mr. Donahue informed all that there have been no positive results in birds or mosquitoes for EEE in the Town of Raynham.

Correspondence -  The Board received a job posting for Program Coordinator from the Park & Rec Department stating that applications can be forwarded to them until September 27, 2005.

Correspondence - The Board received a request a request from the Taunton High School SADD Chapter, Students Against Destructive Decisions for a car wash in October; Boy Scouts Troop 79 requested a Tag Day for November 13, 2005.  Mr. Platt motioned and Mr. McKinnon seconded to approve the above request pending approval from the Water District.  Mr. Donahue made it unanimous.

Correspondence – The Board received a request from PaPa Gino’s to declare October 12, 2005 as
Rustic Pizza Day in Raynham.  Mr. Platt suggested forwarding correspondence to PaPa Gino’s congratulating them on their 100 years of service and for serving Raynham. The Board concurred.

Correspondence -  The Board received from Aquaria Water information regarding a Ground Breaking Ceremony of the Taunton River Desalination Plant on September 30, 2005 at 10am.

7:50pm-Mr. Platt motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: Contractual Agreements with no business to be conducted afterwards.  Mr. Donahue made it unanimous.
