October 11, 2005 BOARD OF SELECTMEN
Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.
Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.
Mr. McKinnon motioned and Mr. Platt seconded to accept the minutes of the October 4, 2005 meeting. Mr. Donahue made it unanimous.
Chief Pacheco was present and thanked the Board and Mr. Buckner for the assistance in the Police Department Article for the Town Warrant. He said that the first taser gun class was held during the past weekend and that the Board will be notified if the Police Department attempts to or uses any taser guns.
Gordon Luciano, School Committee, and Jeff Granatino, Principal of Bridgewater/Raynham High School was present. Mr. Luciano informed the Board of the progress made in the High School since last year. Mr. Luciano informed the Board of the percentages for class sizes along with the hiring of another business teacher. Mr. Granatino thanked the Board for their support. Mr. Granatino stated that smaller class sizes were offered due to the hiring of additional teachers. Mr. Granatino stated that the user fees for athletics and extra activities have been cut in half, which in turn are allowing more children to participate. Mr. Luciano said that the goal of the High School is to reach out to the Middle School students who will be graduating. Mr. Granatino explained to all the process for
which the High School was placed on probation in February. Mr. Granatino stated that a two-year corrective plan was recently submitted to the accreditation board.
Mr. McKinnon motioned and Mr. Platt seconded to amend the article regarding the Permanent Building Committee by adding the Conservation Commission Agent as a voting member. Mr. Donahue made it unanimous. Mr. McKinnon motioned and Mr. Platt seconded to accept the Warrant as printed with amendment. Mr. Donahue made it unanimous.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. Buckner stated that an application was received from Bruce Benoit of Nottingham Drive for the vacant position on the Finance Committee. Mr. McKinnon motioned and Mr. Platt seconded to forward Mr. Benoit’s application to the Finance Committee. Mr. Donahue made it unanimous.
Mr. McKinnon motioned and Mr. Platt seconded to schedule the pre-Town Meeting at the Town Hall on Tuesday, November 8, 2005. Mr. Donahue made it unanimous.
Mr. McKinnon requested Mr. Buckner contact Mr. Stolte regarding the roadwork to be done on South Main Street for the scheduling of school buses. Mr. Donahue stated that the roadwork itself probably would not begin until next spring. Mr. McKinnon stated that the Sullivan School Building Committee is meeting regularly and all is on schedule.
Mr. Platt informed all that a total of $14,000 in donations has recently been received for the Raynham Fire Department Ladder Truck. Mr. Platt suggested the Board close all donations from the public as of October 31, 2005.
Correspondence – David Wluka of Wluka Real Estate requested a Public Hearing for renewal of the gravel removal permit for Raynham Corp. (Susi). Mr. McKinnon motioned and Mr. Platt seconded to schedule a Public Hearing on October 25, 2005 at 7:05pm. Mr. Donahue made it unanimous.
Correspondence – The Board received from Senator Pacheco information regarding grants available for parks, open space and facilities. Board members concurred to forward a copy to the Park & Rec Department, Conservation Commission and Open Space Committee.
Correspondence – The Board received an approval from Civil Service for the appointment of Police Officers Kenneth Collins and Kerie Melo.
Correspondence - The Board received a request from TMLP for the location of two new poles, EL151 A and EL152A on Rt. 44. Mr. McKinnon motioned and Mr. Platt seconded to schedule a Public Hearing for October 18, 2005 at 7:05pm. Mr. Donahue made it unanimous.
Correspondence – The Board received a report from the Fire Department on the number of service calls made by the Fire Dept. and Ambulance.
Correspondence - The Board received from Senator Pacheco information regarding gambling machines.
Correspondence - The Board received from Joyce Pribusauskas a letter of resignation from the Raynham Cultural Council. Mr. McKinnon motioned and Mr. Platt seconded to accept with regret and to forward a letter of thanks for her years of service to the Town. Mr. Donahue made it unanimous.
Correspondence – The Board received from the Bridgewater/Raynham Student Council a request for a Tag Day on October 22, 2005. Mr. McKinnon motioned and Mr. Platt seconded to approve the request for a Tag Day on October 22, 2005. Mr. Donahue made it unanimous.
Correspondence - The Board received an invitation from RAVE for the rededication of the Merrill School Library in honor of Shoshanah Garshick on October 19, 2005, 4:30-6pm.
7:55pm-Mr. McKinnon motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
Mr. Donahue made it unanimous.
