November 1, 2005 BOARD OF SELECTMEN
Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.
Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.
Mr. Platt motioned and Mr. McKinnon seconded to accept the minutes of the October 25, 2005 meeting. Mr. Donahue made it unanimous.
Chief Pacheco and Chief Andrews were present and requested the Board’s approval of a $1000 donation to each department from Wal-Mart from the Safe Neighborhood Hero Grant. Mr. Platt motioned and Mr. McKinnon seconded to accept the donation from Wal-Mart. Mr. Donahue made it unanimous. Chief Pacheco informed all that the Police Department’s portion of the Grant would be used towards the purchase of cameras, which will be installed in the schools/playground. Chief Pacheco also stated that he and Mr. Buckner applied for a $12,000 grant, which also will aid in the purchase of the cameras. Chief Andrews informed all that the Fire Department portion of the Grant would be applied towards the purchase of a new motor for the Fire Department’s motor boat. Chief Andrews informed that
the actual cost of the motor is $1900.
Chief Pacheco asked the Board for their assistance in contacting TMLP in the installation of the cameras.
Chief Andrews informed that Board that the City of Taunton has given the Town of Raynham an $8,000 tower light. He said that the only cost to Raynham for the tower light was the registration of the vehicle. He said that the tower light was in the parking lot if the Board desired to view the equipment.
7:10pm - Mr. McKinnon motioned and Mr. Platt seconded for a brief recess to view the light tower.
Mr. Donahue made it unanimous.
7:12pm – Mr. Platt motioned and Mr. McKinnon seconded to reconvene the meeting. Mr. Donahue made it unanimous.
Mr. Donahue asked Chief Andrews if the City of Taunton had reimbursed the Town of Raynham for time spent during the City’s Emergency last week. Chief Andrews informed all of the procedures the City of Taunton was following for reimbursement.
Pat Riley was present and presented the Board with an invitation to the 3rd Annual Veterans Day Salute to Our U.S. Troops to be held on Thursday, November 10, 2005 at 8:30am.
Mr. Platt motioned and Mr. McKinnon seconded to appoint David McRae to the vacant position on the Conservation Commission. Mr. Donahue made it unanimous.
Mr. Donahue informed all that the recent site visit performed by the University of Mass. Archaeology Department last week discovered a stone “structure” in the Pine Street area. Mr. Gomes was present and asked the Board if the finding would prolong the project. Mr. Donahue said that it should not delay the project, although the finding may require engineering revisions. Mr. Gomes asked if there were any further discussions with the City of Taunton regarding the IMA. Mr. Donahue informed all that the Town of Raynham recently received reports from Taunton, which will be analyzed by Tighe and Bond.
Patty Paige was present and asked the Board if there is any date set for the start of the digging.
Mr. Donahue said that there was no other information available. Mr. Gomes asked the Board if there was another meeting scheduled with the Sewer Department regarding the project. Mr. Donahue requested the residents contact the Sewer Department for additional information.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. Buckner informed the Board that a Public Hearing would need to be scheduled on Peddlers Loft application for a change of manager, new officers and new stockholders. Mr. Platt motioned and Mr. McKinnon seconded to schedule a Public Hearing for November 22, 2005 at 7:15pm. Mr. Donahue made it unanimous.
Mr. Platt motioned and Mr. McKinnon seconded to reschedule the Board of Selectmen meeting on November 8, 2005 for 6pm. Mr. Donahue made it unanimous.
Mr. Donahue informed all that the South Main Street project has begun and that the digging in the road would begin in the spring of 2006.
Mr. McKinnon stated that the Board voted last year for the Board of Assessors to inform them of their figures one week in advance of the setting of the tax rate. Mr. McKinnon requested three sets of figures for the November 22nd meeting: the Assessors’ recommended split for residential and commercial property, a split that would shift $40 from average residential tax bill to commercial and a split that would equalize taxes for residential and commercial to last year’s levels. Mr. McKinnon motioned and Mr. Platt seconded to forward the request to the Board of Assessors for their preliminary figures to the Board for inspection by November 22nd. Mr. Donahue made it unanimous.
Mr. Platt informed all that he would have a final figure of donations for the Raynham Fire Department Ladder Truck next week.
Mr. Donahue asked Mr. Buckner to contact Mr. Stolte for a dollar amount of the repairs to the Gardiner Street dam for the article on the Warrant.
Correspondence - The Board received an application from Don Feinstein, 34 Sunflower Drive, for the vacant position on the Finance Committee. Mr. Plat motioned and Mr. McKinnon seconded to forward the application to the Finance Committee. Mr. Donahue made is unanimous.
Correspondence – The Board received from Richard E. Swan an application for Constable. Mr. Buckner informed that Chief Pacheco has approved the application. Mr. Platt motioned and Mr. McKinnon seconded to approve Richard E. Swan as Constable for one year. Mr. Donahue made it unanimous.
Correspondence – The Board received from the Bristol County Registry of Deeds a thank you for allowing them the use of Raynham’s Town Hall during the City of Taunton emergency last week.
Correspondence - The Board received a request from Teen Challenge for a fundraiser on November 17, 22, and 23, 2005. Mr. Platt motioned and Mr. McKinnon seconded to approve the request for Teen Challenge. Mr. Donahue made it unanimous.
Correspondence - The Board received information from MMA regarding a “Demand for Action to Secure Municipal Health Information Reform and Relief”.
Linda Belenger was present and commented on the Rt. 138 Wal-Mart project.
8:05pm – Mr. Platt motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session regarding Collective Bargaining and Litigation with no business to be conducted afterwards. Mr. Donahue made it unanimous.
