Board of Selectmen Minutes 02/07/2006

February 7, 2006                                                                  BOARD OF SELECTMEN

7:03pm - Mr. McKinnon motioned and Mr. Platt seconded to reconvene the meeting.  Mr. Donahue made it unanimous.

Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.

Mr. McKinnon motioned and Mr. Platt seconded to accept the minutes of the January 31, 2006
Meeting.  Mr. Donahue made it unanimous.

Joe Pacheco was present and reminded all that on February 13, 2006 at 5pm is the Annual Community Pride Awards night.

Chief Pacheco was present and informed all that the Historical Commission is in need of a SAVE volunteer to oversee videotaping of Raynham’s 275th Birthday Celebration.
Chief Pacheco clarified an editorial recently published in a local paper regarding a program the Chief introduced for Homeland Security.

Mr. Luciano and Mr. DeLutis of the Bridgewater/Raynham Regional School Committee presented the Board with an update in the School District and budget process for the upcoming school year.  Mr. Luciano stated that a vote on the budget for FY07 would be on February 28, 2006.  Mr. Luciano requested the Board’s support in opposing the Chapter 70 formula that the Governor recently proposed with correspondence to Representative Flynn and Senator Pacheco.  He presented comparisons showing that the formula severely shortchanged the District. Mr. McKinnon motioned and Mr. Platt seconded to forward correspondence to Representative Flynn and Senator Pacheco regarding the Chapter 70 formula. Mr. Donahue made it unanimous.

Mr. Smith, Mr. McRae, and Ms. Hruniak – Park & Rec was present to answer any questions regarding the partnership between the Highway Department and Park & Rec.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon motioned and Mr. Platt seconded to schedule a Public Hearing on February 14, 2006 at 7pm for the acceptance of layout for Everett Drive.  Mr. Donahue made it unanimous.

Mr. McKinnon informed all that the Bridgewater/Raynham 2006-2011 Statistic Plan brochure would be available for all.  Mr. McKinnon stated that the problem with static during the broadcast of the Selectmen Meeting had supposedly been resolved but it took an awfully long time.  Mr. McKinnon informed all that the next scheduled Public Hearing for the proposed trash transfer station on Rt. 138 would be at the Senior Center on February 22, 2006. Mr. McKinnon motioned and Mr. Platt seconded to request Comcast videotape the next Public Hearing for the proposed trash transfer station on Rt. 138.  Mr. Donahue made it unanimous.

Mr. Platt informed all that the Bristol County Advisory Board will be meeting during the last week in February re: the Registry of Motor Vehicles and the United Auto Workers.  Mr. McKinnon motioned and Mr. Donahue seconded a vote of confidence for Mr. Platt’s efforts.  The vote made it unanimous.

Mr. Donahue informed all that the Board held a scheduled meeting with Mr. Stolte of the Highway Department at 6pm this evening.  Mr. Donahue informed that the Town went to bid in January for North Main Street.  Mr. Donahue stated that all bids were over the allotted state amount, but that Mr. Stolte has reserved funds from Chapter 90, which will be used to cover the project shortfall.  Mr. Stolte recommended the lowest bidder for the project, LAL Construction.  Mr. McKinnon motioned and Mr. Platt seconded to approve a contract for LAL Construction in the amount of $4,112,182.  Mr. Donahue made it unanimous.

Correspondence – The Board received from Brian Carr of the Raynham Patrolmen Union an update of union officers for 2006, union proposals for the upcoming year, and the opportunity to discuss the upgrade of the police department facilities.  A second letter from Officer Carr named the officers assigned to the Safety Committee and asked for a meeting.

Correspondence - The Board received information from the State regarding the expiration of the cable contract with Comcast in 2009.  Board members requested the information be forwarded to the Cable Commission.

Correspondence - The Board received from Louis Bousquet of the Taunton River Wild & Scenic Council the announcement of his appointment as Chairman of the Council.  Mr. McKinnon motioned and Mr. Platt seconded to forward correspondence to Mr. Bousquet congratulating him and appointing Mr. Bousquet as a permanent member of the Taunton River Wild & Scenic Council.  Mr. Donahue made it unanimous. Board members requested correspondence to be forwarded to Mr. Ross thanking him for his participation on the Council.

Mr. McKinnon motioned and Mr. Platt seconded to schedule an Executive Session regarding Grievance on February 14, 2006 following the regular scheduled Board of Selectmen Meeting.  Mr. Donahue made it unanimous.

Correspondence – The Board received requests for Tag Days as follows:  Boys & Girls Club Swim Team for Wal-Mart on March 5, 2006; Girl Scout Troop 301 of West Bridgewater for March 26, 2006 and Avon Walk for Breast Cancer for February 16, 23 and April 2, 9.  Mr. McKinnon motioned and Mr. Platt seconded to approve the requested Tag Days.  Mr. Donahue made it unanimous.

8:27pm – Mr. McKinnon motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  
Mr. Donahue made it unanimous.
