Board of Selectmen Minutes 02/21/2006
February 21, 2006                                                                 BOARD OF SELECTMEN


Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:10pm.

Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.

Mr. McKinnon motioned and Mr. Platt seconded to accept the minutes of the February 14, 2006
Meeting.  Mr. Donahue made it unanimous.

Chief Pacheco was present and informed all that an armed person was apprehended recently in the area of Rt. 495 and Pine Street.

Mr. McCarthy was present and presented the Board with contracts for GIS for its approval.  Mr. McCarthy stated that there were two contracts, one for an upgrade of the Town’s parcel maps to Level 2 and the other for the annual update of the GIS website.  Mr. McCarthy stated that all funds for the contracts have been allocated through a grant and budgeted funds with no additional funding being required.
Mr. McCarthy presented the Board with Lowe’s TIF Agreement for signatures only.

Pat Riley and Kathleen Roberts of RAVE were present and requested the Board’s approval of a proclamation for Raynham’s 8th Annual Read Across America Week beginning February 26, 2006.  Mr. Donahue read the proclamation from the Board of Selectman which announced the week of February 26, 2006 through March 4, 1006 as Read Across America Week in the Town of Raynham.  Mr. McKinnon motioned and Mr. Platt seconded to endorse the proclamation.  Mr. Donahue made it unanimous.

Mr. Smith from Park & Recreation was present and informed the Board that the Reed Brothers Farm will not be renewing their lease of approximately 200+ acres at Borden Colony.  Mr. Smith asked for the Board’s assistance in advertising the vacancy.  Mr. McKinnon motioned and Mr. Platt seconded to forward correspondence to Senator Pacheco and Representative Flynn informing them of the vacancy.  Mr. Donahue made it unanimous.

Mr. Donahue read correspondence from Duane L. Mitchell requesting the Board’s approval for appointment as a Constable.  Mr. McKinnon motioned and Mr. Platt seconded to appoint Duane L. Mitchell as Constable.  Mr. Donahue made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Platt informed all that the Bristol County Advisory Council has scheduled a meeting for March 2, 2006 at 6:30pm.

Correspondence - The Board received from MMA information entitled “Ending Lottery Diversion Now Must Be Lawmakers Top Priority”. The Board was in full support.

Correspondence – The Board received from Alan Perry, Health Agent, correspondence re: a request for a waiver of Title V for septic repair at 2 Gatsby Drive.  Mr. Perry recommended approving the waiver for a reduction in the separation from the water table of 4 feet instead of 5 feet.  Mr. McKinnon motioned and Mr. Platt seconded to approve the waiver of Title V.  Mr. Donahue made it unanimous.


Correspondence - The Board received from Russell Berry of Church Street a request to be a Special Police Officer in the Town of Raynham.  Mr. McKinnon motioned and Mr. Plat seconded to forward the information to Chief Pacheco.  Mr. Donahue made it unanimous.

Correspondence - The Board received from the Raynham Middle School teachers a request for the
6th Annual Charity Road Race to be held on April 30, 2006.  Mr. McKinnon motioned and Mr. Platt seconded to approve, pending the approval from Chief Pacheco and the Highway Superintendent.  
Mr. Donahue made it unanimous.

Correspondence -  The Board received requests for Tag Days as follows:  Cub Pack 20 for April 16, 2006; Taunton Youth Football Cheerleads, August 24, 25, 26 and October 27 and 28; American Cancer Society-Relay for Life on May 21, 2006.  Mr. McKinnon motioned and Mr. Platt seconded to approve the listed Tag Days.  Mr. Donahue made it unanimous.

Correspondence - The Board received a proposal from National Recycling of Raynham, Inc. for mitigation for the proposed Trash Transfer Station on Rt. 138.  Mr. McKinnon motioned and Mr. Platt seconded to take under advisement.  Mr. Donahue made it unanimous.

7:58pm – Mr. McKinnon motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  
Mr. Donahue made it unanimous.
