Board of Selectmen Minutes 03/07/2006

March 7, 2006                                                             BOARD OF SELECTMEN

Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.

Mr. McKinnon motioned and Mr. Platt seconded to accept the minutes of the February 28, 2006
meeting.  Mr. Donahue made it unanimous.

Mr. Bettencourt was present and informed the Board that the Building Committee met last Friday and was recommending a contract to be awarded to Barbato Construction Co., Inc. for the renovation of the Sullivan School in the amount of $2,573,497.  Mr. Bettencourt said that the price does include an additional $17,000 for painting.  Mr. McKinnon motioned and Mr. Platt seconded to award the Sullivan School renovation contract to Barbato construction Co., Inc. of Easton, MA in the amount of $2,573,497 subject to final approval by Town Counsel.  Mr. Donahue made it unanimous.

Rod Palmer was present and requested the Board’s approval of the restructure/increase of fees for Electrical, Plumbing and Building Permits.  Mr. Donahue asked if the surrounding communities were compared for pricing.  Mr. Palmer said that Raynham fees are average when compared with other communities.  Mr. McKinnon motioned and Mr. Platt seconded to accept the Electrical, Plumbing and Building Permit Fees as printed.  Mr. Donahue made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon motioned and Mr. Platt seconded to formally recognize and adopt National Incident Management Systems (NIMS) policies and procedures for the Town of Raynham.  Mr. Donahue made it unanimous.

Mr. Buckner asked for the Board’s recommendation on the Borden Colony RFP.  Board Members concurred to limit the RFP to crop farming and nurseries.

Mr. Donahue informed all that the recently announced grant for North Raynham Center Water District will aid tremendously in the purchase of land for the new well site on Rt. 138.

Mr. Donahue reminded all of the road-race taking place this Sunday between the hours of 10:30 and Noon.

Correspondence - The Board received from Bridgewater/Raynham School Committee information regarding FY07 School Budget meetings.

Correspondence - The Board received a letter of response from Senator Pacheco about the Board’s concerns with the Governor’s recent Chapter 70 proposal.

Correspondence - The Board received from the Highway Department a request to advertise the need for a SAVE worker for the Highway Department for approximately 8 hours/week.

Correspondence - The Board received from Applebee’s a request for an Entertainment License for video games.  Mr. Platt motioned and Mr. McKinnon seconded to forward the request to Chief Pacheco for his recommendations/comments.  Mr. Donahue made it unanimous.

Correspondence – The Board received requests for Tag Days as follows:  First Baptist Church, Middleboro to sell baked goods at WalMart on July 1, 2006; Boy Scouts Pack 87 for June 30, 2006; and Boy Scouts Pack 8 of Middleboro for June 24, 2006.  Mr. McKinnon motioned and Mr. Platt seconded to approve the listed Tag Days.  Mr. Donahue made it unanimous.

7:30pm – Mr. McKinnon motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: litigation
with no business to be conducted afterwards.  Mr. Donahue made it unanimous.
