Board of Selectmen Minutes 03/21/2006

March 21, 2006                                                            BOARD OF SELECTMEN


Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:05pm.

Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.

Mr. McKinnon motioned and Mr. Platt seconded to accept the minutes of the March 14, 2006
meeting.  Mr. Donahue made it unanimous.

Mr. Donahue informed all that the Board was returning from two Executive Sessions regarding Litigation and Contract Negotiations.

Mr. Donahue read the Annual Town Reports dedication to retired Police Chief Peter King.  Mr. King was present along with family members to accept the honor of the dedication.  Mr. King thanked all.  Mr. McKinnon and Mr. Platt thanked and congratulated Mr. King.  Mr. Donahue also thanked Mr. King and said that he has always gone above and beyond his call of duty.  Chief Pacheco presented a framed portrait of Peter King, which will be on display in the Police Station.

Micki Englund and Kathleen Roberts were present to review the activities to take place in 2006 to celebrate the Town’s 275th Anniversary. Mr. Donahue read some of the upcoming dates and events for the Anniversary.

Chief Pacheco informed all that a robbery suspect was apprehended this evening for the attempted robberies of four banks including one in Raynham.

Mr. Donahue read correspondence from the USDA, which was forwarded to the Board from Mr. Perry regarding Canada Geese at Johnson Pond.  The USDA suggested a nesting treatment program at a cost of $3000.  Mr. Perry recommended approving the nesting treatment program as suggested by the USDA for Johnson Pond.
Mr. McKinnon motioned and Mr. Platt seconded to authorize Mr. Perry to enter into an agreement with the USDA for experienced personnel to perform the proper nesting treatment program at a cost of $3000 and to forward the information to the Finance Committee with a request to transfer reserve funds.  Mr. Donahue made it unanimous.

Mr. Southworth, Chairman of the Finance Committee, was present and requested the Board appoint Gilbert Alegi to the vacant position on the Finance Committee.  Mr. McKinnon motioned and Mr. Platt seconded to appoint Gilbert Alegi to the Finance Committee.  Mr. Donahue made it unanimous.

Mr. McKinnon requested an Article be placed on the May Town Meeting Warrant, which would require that the Town Administrator negotiate all non-union contracts for administrative employees subject to the approval of the Board of Selectmen. Mr. McKinnon motioned and Mr. Platt seconded to forward the Article to Town Counsel for review.  Mr. Donahue made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon said that residents has expressed concerns regarding speeding on Church Street especially cars being test driven from dealerships on Rt. 44.  Mr. McKinnon requested to forward the information to Chief Pacheco along with correspondence to car dealerships.


Mr. Platt reminded all of the last Bridgewater/Raynham School Budget forum on March 27, 2006 at 7pm.

Mr. Donahue informed all that Phase 6, Contract 1 for the sewer would begin in April, possibly starting on Everett Drive.

Correspondence – The Board received from Senator Kerry an invitation to the 1st Annual MA Procurement & Business Exposition on May 22, 2006.

Correspondence – The Board received a grievance from the Patrolman’s Union and scheduled an Executive Session for March 28, 2006 at 6:30pm.

Correspondence – The Board received from the Raynham Planning Board a request to place five Articles on the May Town Meeting Warrant regarding Zoning.  Mr. McKinnon motioned and
Mr. Platt seconded to forward the request to Town Counsel for review and refer them back to the Planning Board for the required Public Hearings.  Mr. Donahue made it unanimous.

Correspondence – The Board received from Robert Carey, Sewer Department Employee’s Union, a request to begin negotiations for a new contract.

Correspondence – The Board received the following requests for Tag Days:  Middleboro Softball Booster for March 20, 2006 and Girl Scouts Troop 294 for March 24, 2006.  Mr. McKinnon motioned and Mr. Platt seconded to approve the above listed dates for Tag Days.  Mr. Donahue made it unanimous.

7:50pm – Mr. McKinnon motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
