Board of Selectmen Minutes 03/28/2006

March 28, 2006                                                            BOARD OF SELECTMEN


Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.

Present were John Donahue, Raymond W. Platt and Donald L. McKinnon.

Mr. Platt motioned and Mr. McKinnon seconded to accept the minutes of the March 21, 2006
meeting.  Mr. Donahue made it unanimous.

Mr. Donahue informed all that the Board was returning from an Executive Session regarding a
Grievance.

Mr. Donahue informed all that Tip Top Seafood (Louie’s Seafood Restaurant) and New China Buffet (Grand China Buffet) Seasonal Alcoholic Beverage Licenses were up for renewal.  Mr. Buckner recommended approving them.  Mr. Platt motioned and Mr. McKinnon seconded to approve the renewal of Seasonal Alcoholic Beverage Licenses for Tip Top Seafood and New China Buffet.  Mr. Donahue made it unanimous.

Mr. Platt explained to all residents the USDA program, which was recommended by Mr. Perry, for control of geese at Johnson’s Pond.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Platt motioned and Mr. McKinnon seconded for April 3, 2006 as the closure date for all Articles to be submitted for the Town Warrant.  Mr. Donahue made it unanimous.

Mr. Platt informed all that he attended the last Bridgewater/Raynham School Budget Forum last night.

Mr. Donahue informed all residents of a recent article published regarding gypsy moths and the Plymouth County Extension’s involvement in a program to aid in their control.

Correspondence – The Board received from the Bristol County Mosquito Control information regarding a program for aerial spraying this season.

Correspondence – The Board received from Wal Mart a request to join Raynham in planning for the effects of a disaster.  The Board requested the information be forwarded to Chief Andrews, our Emergency Management Director.

Correspondence -  The Board received requests for Tag Days as follows:  Taunton East Little League, June 16, 17 and 18, 2006; Hospice on March 31, 2006.  Mr. Platt motioned and Mr. McKinnon seconded to approve the above-listed tag days.  Mr. Donahue made it unanimous.

Mr. Donahue read Section 11 of the complaint filed by National Reclamation of Raynham, Inc., which has been filed in Superior Court regarding the decision made from the Board of Health on the proposed  solid waste transfer station on Rt. 138.
Mr. Platt motioned and Mr. McKinnon seconded to forward a copy of the Board of Health decision regarding National Reclamation and a copy of the appeal to the insurance company.  Mr. Donahue made it unanimous.

Mr. Platt motioned and Mr. McKinnon seconded to submit an Article for the Town Meeting Warrant for the cost of the appeal of National Reclamation in the amount of $50,000.  Mr. Donahue made it unanimous.

7:30pm – Mr. Platt motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  
Mr. Donahue made it unanimous.
