Board of Selectmen Minutes 05/02/2006
May 2, 2006                                                               BOARD OF SELECTMEN

Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to
order at 7:00pm.

Present were Donald L. McKinnon, Raymond W. Platt, and John Donahue.

Mr. Donahue motioned and Mr. Platt seconded to accept the minutes of the April 25, 2006 meeting.  Mr. McKinnon made it unanimous.

Joseph Pacheco was present and updated the Board on the scheduled meetings for the Rt. 138 Zoning Study Sub-Committee.

Erica Ueberbacher was present and requested the Board to appoint Shelly Coelho of 253 No. Main Street to the vacant position on the Conservation Commission effective May 16, 2006.  Ms. Ueberbacher said that Mr. Ross was interested in leaving before June 30th if possible and this was the right time. Mr. Donahue motioned and Mr. Platt seconded to appoint Shelly Coelho to the Conservation Commission effective May 16, 2006.  Mr. McKinnon made it unanimous.

Ms. Ueberbacher updated the Board on the Borden Colony APR and the new Town Offices building in regards to Conservation.

Pat Riley was present and requested the Board’s approval of two proclamations.  Mr. McKinnon read the Proclamation dedicating RAVE Week in Raynham along with a Proclamation dedicating CAST Week in Raynham on May 7-13, 2006.

Frank Gendreau and Kevin Ellis were present to inform all of the outcome from the Parade along with thanking all who helped and supported during the planning stages.  Mr. Ellis thanked the Board of Selectmen, Police Department, and Fire Department, Mr. Medeiros-Highway Department, Lions Club, Raynham Flea Market, and Knights of Columbus.

Peter King was present and said that photos were taken during the Raynham’s 275th Birthday Parade along with videotaping for broadcast on the local cable channel.

Mr. Ellis requested the Board’s approval for Raynham’s 10th Annual Pride Day on September 17, 2006. Mr. Donahue motioned and Mr. Platt seconded to approve September 17, 2006 as Raynham’s 10th Annual Pride Day.  Mr. McKinnon made it unanimous.

Mr. Donahue motioned and Mr. Platt seconded to approve the following to the Borden Colony Advisory Committee: Chairman of the Board of Selectmen or designee, Chairman of the Conservation Commission or designee, Chairman of the Park & Rec Department or designee, Chairman of the Council on Aging or designee, Raynham Soccer League President or designee, Raynham Youth Baseball/Softball Association President or designee, and three citizens – Lou Bousquet, Chris Gallagher and David McRae.  Mr. McKinnon made it unanimous.
Mr. Platt stated that John Dolan has informed him that the original Committee had rules that the application of manure was not to be done after March 30th of any year and there would be no animals on the property.  Mr. McKinnon informed all that Attorney Antine’s opinions on Borden Colony dated 1982 and 1986 would be available.  Mr. Robert Spenser, Vice President and Santo Anza, Operations Manager of Apple D’Or was present and asked if the Advisory Committee would be their link to the Town. He was advised it was. He asked if he could apply compost after Thanksgiving. Mr. Donahue thought that would be acceptable but deferred to the Committee.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Platt motioned and Mr. Donahue seconded to cancel the regularly scheduled Board of Selectmen meeting on May 9, 2006 due to scheduling of the Pre-Town Meeting and a mandatory NIMS training on this date.  Mr. McKinnon made it unanimous.

Mr. Platt said that he has received telephone calls regarding donations to be received for the Raynham Fire Department Ladder Truck.

Mr. McKinnon said that Chief Andrews has been in communication with him regarding a Department employee.  Mr. Platt motioned and Mr. Donahue seconded to table the discussion for two weeks and to ask Chief Andrews to attend an Executive Session.  Mr. McKinnon made it unanimous.

Correspondence -  The Board received information from the MMA regarding Chapter 70.

Correspondence -  The Board received a variance for septic repair at 595 Hill Street.  Mr. Perry recommended approving it.  Mr. Donahue motioned and Mr. Platt seconded to approve the variance for septic repair at 595 Hill Street.  Mr. McKinnon made it unanimous.

Correspondence -  The Board received information from HELP Raynham regarding installation of 9-1-1 address signs.

Correspondence -  Mr. Stolte requested the Board to send a letter of appreciation for those who participated in Earth Day clean-up.

Correspondence - The Board received from Mr. Stolte information regarding the sidewalk project on Elm Street East.

Correspondence – The Board received from the DEP information regarding the recycling program in Raynham and the qualifications for DARP designation.

Mr. Donahue motioned and Mr. Platt seconded to approve the Apple D’Or contract for Borden Colony Agricultural Land as recommended by Park & Rec.  Mr. McKinnon made it unanimous.

8:20pm – Mr. Donahue motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: Collective Bargaining with no business to be conducted afterwards.  Mr. McKinnon made it unanimous.
