September 19, 2006 BOARD OF SELECTMEN
Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:01pm.
Present were Donald L. McKinnon, Raymond W. Platt, and John M. Donahue.
Mr. Donahue motioned and Mr. Platt seconded to accept the minutes of the September 12, 2006 meeting as printed. Mr. McKinnon made it unanimous.
Mr. McKinnon introduced Mr. George Luciano who spoke of the late Gov. Edward King. Mr. Luciano recalled moments for which Mr. King, during his governorship, aided Raynham tremendously by signing the bill granting Raynham the rights to Borden Colony. Board members honored Mr. King with a moment of silence.
Mr. Stolte was present and informed all of the congestion at the transfer station on Saturday mornings. He said that with a grant from DEP in the amount of $25,000, a RFP is being planned and a proposal will be available shortly. Mr. Platt requested a status on the recycling grant. Mr. Stolte stated that he had signed the contract as of this date. He requested that the Board recognize Brian Glavin, Tree Warden, for his efforts on behalf of the Town. Board members extended their thanks to Mr. Glavin and asked Mr. Stolte to pass along their words of thanks.
Mr. Buckner introduced the members of the Veterans Memorial Committee. Mr. Platt motioned and Mr. Donahue seconded to add Manny Rocha to the Committee. Mr. McKinnon made it unanimous.
Committee members spoke of locations for memorials and the scheduling of a meeting.
Joe Pacheco presented the Board with a final copy of the Economic & Business Development Committee approved edition of Project Green Report 2006.
Mr. Buckner introduced consultants and project engineers for the Aquaria Pipeline Project. A brief presentation was given to the Board on the route of the pipeline through four diverse communities.
Mr. Platt commented on the mitigation amount and payment procedure for which Raynham will accept.
Mr. Platt motioned for a two-week review of the proposed package from Aquaria and Mr. Donahue seconded for discussion. Mr. McKinnon questioned Mr. Stolte as to the date for which MA Highway would begin their proposed project to resurface Rt. 138. Mr. Stolte stated that MA Highway would be informed of the project by Aquaria, therefore a date could follow Aquaria's completion. Mr. Donahue asked for the total amounts that were offered to the surrounding communities for mitigation.
Mr. McKinnon made the vote unanimous for a two-week review of the proposed project.
Mr. Donahue motioned and Mr. Platt seconded to schedule the Special Town Meeting on November 6, 2006. Mr. McKinnon made it unanimous.
Mr. Donahue motioned and Mr. Platt seconded to accept an Article for the Town Warrant regarding the additional cost to furnish the new High School. Mr. McKinnon made it unanimous.
Board members discussed the proposal of an Article regarding the transfer of funds in the amount of $7,605 for the position of a Volunteer Coordinator. Mr. Platt motioned and Mr. Donahue seconded to place an article on the Fall Town Meeting warrant to gift money to Bridgewater-Raynham to hire a part-time paid Raynham Volunteer Coordinator in the amount of $7,605 for the balance of the school year 06/07. Mr. McKinnon voted present.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. Platt informed all that on September 24, 2006 Life Care would be celebrating 90th Birthdays.
Mr. Platt also reminded all of Raynham’s Annual Fishing Derby on September 30, 2006 at Johnson’s Pond.
Correspondence - Board members received from Cheryl and David Hurley comments and concerns regarding kindergarten busing.
Correspondence - The Board received from the American Red Cross a request for Raynham to declare
October 26, 2006 as American Red Cross Day. Mr. Donahue motioned and Mr. Platt seconded to declare October 26, 2006 as American Red Cross Day in Raynham. Mr. McKinnon made it unanimous.
Correspondence - The Board received from the Town of Rehoboth information regarding a recent vote by their Board recommending rejection of a ballot question for wine at grocery stores.
Correspondence - The Board received a resignation from Steve Cote of the Conservation Commission effective immediately. Mr. Donahue motioned and Mr. Platt seconded to accept with regrets.
Mr. McKinnon made it unanimous. Board members requested notification of a vacancy on the Commission and that applications would be accepted through October 13, 2006.
Correspondence – The Board received from Mrs. Wallace information regarding an incident for which a dog ran loose and chased after a young girl. Mr. Donahue motioned and Mr. Platt seconded to forward correspondence to the residents with the dog informing them that the dog must be restrained.
Mr. McKinnon made it unanimous.
Correspondence - The Board received the following requests for Tag Days: K. Weiss Fitness Center on October 14, 2006 at Wal Mart; Peter Gendreau for popcorn sale on October 15, 2006 at Wal Mart; Taunton High School Key Club car wash on September 30, 2006 at Wal Mart. Mr. Donahue motioned and Mr. Platt seconded to approve pending the approval from the Water District. Mr. McKinnon made it unanimous.
Steve’s Custom Cycle wrote the Board for permission to stage the annual T. F. Silva Memorial Run on October 8, 2006 from the Dog Track north on Rt. 138 to Easton. Mr. Donahue motioned and Mr. Platt seconded to approve pending the approval from the Police Chief. Mr. McKinnon made it unanimous.
Board members recognized Kevin Ellis on his outstanding work organizing Pride Day.
8:50pm – Mr. Platt motioned and Mr. Donahue seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: Litigation
with no business to be conducted afterwards. Mr. McKinnon made it unanimous.
