Board of Selectmen Minutes 11/07/2006
November 7, 2006                                                                  BOARD OF SELECTMEN

Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to
order at 7:01pm.

Present were Donald L. McKinnon, Raymond W. Platt, and John M. Donahue.

Mr. Donahue motioned and Mr. Platt seconded to accept the minutes of the October 30, 2006 meeting as printed.  Mr. McKinnon made it unanimous.

The Board received requests from Richard Swan, Richard Pacheco and Charles Rose for appointment as constables.  Mr. McKinnon said that Chief Pacheco has reviewed the applications and recommended their appointment.  Mr. Donahue motioned and Mr. Platt seconded to appoint Richard Swan, Richard Pacheco and Charles Rose as constables for one year.  Mr. McKinnon made it unanimous.

Present were members from the Raynham Lions Club.  The Lions Club recognized Mr. McKinnon for his service to the community by presenting him with the Lions Club International Foundation’s Melvin Jones Fellowship Award.  Mr. McKinnon thanked the Lions Club and spoke of their dedication to the community.

Mr. Buckner discussed the proposed agreement with the Communication Clerks Contract.  Mr. Donahue motioned and Mr. Platt seconded to ratify the Memorandum of Agreement dated October 19, 2006 on behalf of the Town of CityRaynham and the Town of placeCityRaynham Communication Clerks Union.  Mr. McKinnon made it unanimous.

Mr. Buckner informed the Board that Apple D’Or has trucked in unscreened compost mixed with trash onto the Borden Colony property, which is in violation of the agreement with the Town.  Mr. McKinnon read correspondence drafted by Town Counsel to be forwarded to Apple D’Or regarding the removal of the unscreened compost and trash.  Mr. Donahue motioned and Mr. Platt seconded to sign the letter and forward it to Apple D’Or.  Mr. McKinnon made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Regarding the vacancy on the Raynham Housing Authority, Mr. Donahue motioned and Mr. Platt seconded to schedule a joint meeting with them on December 5, 2006 at 7 PM to appoint someone to fill said vacancy.  Mr. McKinnon made it unanimous.

Mr. Donahue motioned and Mr. Platt seconded to enter into communication with Senator Pacheco and Representation Flynn regarding the recent vote at Town Meeting to petition the Legislature on behalf of Timothy Grabarz and Thomas Cady.  The petition would ask that they be allowed to become certified to appear on the Civil Service list for police officers even though they were past the cutoff age of 32. Mr. McKinnon made it unanimous.

Mr. Donahue motioned and Mr. Platt seconded to appoint John Montagano to the Veterans Memorial Committee.  Mr. McKinnon made it unanimous.

Mr. Donahue said that he and Mr. Stolte visited the addressStreetPleasant Street area where residents were concerned with youngster crossing in the crosswalk when school was not in session.  Mr. Donahue stated that Mr. Stolte positioned a heavy-duty sign in the middle of the street, which informed motorists of the crosswalk.  Mr. Donahue said although it seemed to be working, the sign had disappeared.  Mr. Donahue asked for residents to contact the Highway Department if they have any information as to the whereabouts of the sign.

Mr. Donahue said he attended the Bristol County Selectmen’s Dinner where they discussed health insurance for municipal employees.  Mr. Donahue presented Mr. Buckner with a packet and contact information regarding the State Group Insurance Commission (GIC).

Mr. McKinnon discussed with members the possibility of moving the pre-Town Meeting back to the Middle School instead of the Town Hall.  Mr. McKinnon said there seemed to be a decrease in attendance and suggested that correspondence be forwarded to Department Heads informing them of the meeting.  Board members took the discussion under advisement.

Mr. Platt announced that he would not be running for re-election in the spring for a seat on the Board of Selectmen. Discussion followed.

Correspondence – The Board received a request from Mr. Stolte to authorize him to purchase two tractors, which were recently approved at Town Meeting.  Mr. Donahue motioned and Mr. Platt seconded to authorize the Highway Department to purchase two John Deere tractors from Beacon Rental.  Mr. McKinnon made it unanimous.

Correspondence -  The Board received an invitation to attend the Veterans Day Salute to our Troops-Past & Present on November 9, 2006 at the Raynham Middle School.

Correspondence – The Board received from Dorothy Richard of addressStreet362 N. Main Street a request that a stonewall be installed in the front of her property instead of a guardrail.  Mrs. Richard stated that the recent move of the property line has brought her house closer to Rt. 104.  Mr. Donahue motioned and Mr. Platt seconded to forward the request to Mr. Stolte.  Mr. McKinnon made it unanimous.

Correspondence -  The Board received from Attorney Antine a recommendation regarding a vote of a member of a Municipal Board, Committee or Commissioner who have missed one session but would be allowed to vote when transcripts of the meeting were reviewed. The Board agreed to place the article on the next Town Meeting.

Correspondence -  The Board received from Chief Pacheco information pertaining to an incident involving a kidnapping on November 5, 2006 and congratulating seven individuals on the Police force for their outstanding work.  Mr. Donahue motioned and Mr. Platt seconded to forward commendations to Sgt. Pohl, Officer Hallisey, Officer Reilly, Officer Haggerty, Detective LaPlante, Communicator Ray Machado and Communicator Doris Santos.  Mr. McKinnon made it unanimous.

Correspondence -  The Board received from Health Agent Alan Perry correspondence to Wayne Andrews, Superintendent of the Bristol County Mosquito Control Project, confirming his acceptance to attend a scheduled meeting on November 14, 2006. Board members suggested Park & Rec be invited to attend the meeting.

Correspondence -  The Board received from Alice Gonsalves a request for an extension of a water line.  Board members recommended Ms. Gonsalves contact the placeNorth Raynham and Raynham Center Water Districts.

Correspondence -  The Board received information regarding the status of the Bridgewater/Raynham High School’s academic standing with the state.

Correspondence -  The Board received from Robert Belenger a request to be considered for the vacant position on the Housing Authority.  Mr. Donahue motioned and Mr. Platt seconded to forward the email to the Housing Authority.  Mr. McKinnon made it unanimous.

Correspondence -  The Board received an invitation from the Housing Authority to attend a ceremony in honor of Theresa Galligan on November 29, 2006.

8:25pm – Mr. Donahue motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
