Board of Selectmen Minutes 11/14/2006

November 14, 2006                                                                 BOARD OF SELECTMEN

Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to
order at 7:08pm.

Present were Donald L. McKinnon, Raymond W. Platt, and John Donahue.

Mr. Platt motioned and Mr. Donahue seconded to accept the minutes of the November 7, 2006
Meeting as printed.  Mr. McKinnon made it unanimous.

Mr. McKinnon informed that the Board was returning from an Executive Session regarding Collective Bargaining.

Present was Wayne Andrews and Priscilla Matton from the Bristol County Mosquito Control.  A brief slide show was presented to all informing of the different types of mosquitoes, life cycle of a mosquito, and the data pertaining to the EEE virus.  Mr. McKinnon asked for Mr. Andrews’s opinion as to an early spraying for mosquitoes in June.  Mr. Andrews stated that other states do spray earlier than MA, whereas the outbreak of EEE is knocked out.   Mr. Andrews said that a late May/early June spraying for mosquitoes would knockdown the virus.  Mr. Andrews compared the spraying, which was done 16 years ago to the recent spraying this year. The chemical used, the mechanical delivery system and the nighttime spraying all were vastly superior this time. Board members thanked Mr. Andrews for his assistance to Raynham.

Mr. Perry was present and informed that Raynham’s Annual Flu Clinic would be held on
December 5, 2006. He also said that in the future, the Town would like to institute a Medical Reserve Core. Mr. Perry also advised of an information disc available, which was produced by Amy Palmer regarding American Dispense Site Plan, Risk Communication Plan, and Continuity Plan.

Joseph Pacheco was present and advised that the Economic & Business Development Committee appointed Carla McRae to the vacant position on the Route 138 Study Subcommittee.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Donahue said that two Raynham’s youth football teams received super bowl awards over the past weekend.  Mr. Donahue congratulated the teams and coaches.  Mr. Donahue said that Bridgewater/Raynham High School Football Team would be playing against E. Bridgewater High School on Thanksgiving Day at 11am and that the Bridgewater/Raynham Freshmen Football Team would be playing the E. Bridgewater Freshmen Football Team on Thursday, November 16, 2006 in Raynham at 6pm.

Mr. Platt stated that he and Mr. McKinnon attended the Middle School celebration of veterans last week and complimented all who participated.

Mr. McKinnon said that placeCityBridgewater approved the additional $1.9M for the new High School at its Town Meeting last night.

Correspondence -  The Board received from the Congregational Church an invitation to attend the ground breaking ceremony for the church expansion project on November 19, 2009 at 11am.
With regards to the Congregational Church project, Mr. Platt motioned and Mr. Donahue seconded to waive building permit fees for the project if it can be done.  Mr. McKinnon made it unanimous.






Correspondence – The Board received from the Raynham Lions Club a request for a one-day liquor license on January 27, 2007 for a Chili Taste Day, 1-6pm.  Mr. Platt motioned and Mr. Donahue seconded to approve the request for a one-day liquor license on January 27, 2007 for a Chili Taste Day, 1-6pm.  Mr. McKinnon made it unanimous.
The Lions Club also informed the Board of a revision to the time on the Twenty Week Club Dinner on May 19, 2007 to 6-11pm.

Correspondence -  The Board received from the South Shore Horsemen’s Council a request to schedule horse shows at Rozenas Field during the 2007 season on April 25, May 13, June 17, July 15, August 12, and September 9.  Mr. Platt motioned and Mr. Donahue seconded to approve the request for the South Shore Horsemen’s Council for horse shows at Rozena Field during the 2007 season as listed. Mr. McKinnon made it unanimous.

Correspondence – The Board received a request from the Greater Taunton Charitable Association, Inc. to conduct a food drive on November 18 and 19, 2006.  Mr. Platt motioned and Mr. Donahue seconded to approve the request for the Greater Taunton Charitable Association, Inc. for November 18 and 19, 2006 to conduct a food drive.  Mr. McKinnon made it unanimous.

Correspondence -  The Board received information from the Department of Environmental Affairs, Smart Growth Technology Association regarding the denial of a submitted grant.

Correspondence -  The Board received a request for a tag day from the Alzheimer’s Association at Market Basket on November 25 and 26, 2006.  Mr. Platt motioned and Mr. Donahue seconded to approve the request for a tag day from the Alzheimer’s Association on November 25 and 26, 2006.  Mr. McKinnon made it unanimous.

8:25pm – Mr. Platt motioned and Mr. Donahue seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.    
Mr. McKinnon made it unanimous.
