Board of Selectmen Minutes 11/21/2006


November 21, 2006                                                                 BOARD OF SELECTMEN

Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to
order at 7:08pm.

Present were Donald L. McKinnon, Raymond W. Platt, and John M. Donahue.

Mr. Donahue motioned and Mr. Platt seconded to accept the minutes of the November 14, 2006 meeting as printed.  Mr. McKinnon made it unanimous.

Mr. Donahue updated all regarding the litigation with National Reclamation.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Buckner said that New China Buffet on Rt. 44 has requested the transfer of its seasonal wine and malt beverage license. Mr. Donahue motioned and Mr. Platt seconded to schedule a Public Hearing for December 5, 2006 at 7pm regarding the transfer of the license for New China Buffet on Rt. 44.  Mr. McKinnon made it unanimous.

Mr. Buckner informed the Board that the SRSG Board of Directors has recommended the DPW Services Contracts as printed. Mr. Donahue motioned and Mr. Platt seconded to approve the recommended SRSG DPW Services Contracts as submitted.  Mr. McKinnon made it unanimous.

Mr. Donahue motioned and Mr. Platt seconded to cancel the regularly scheduled Board of Selectmen meeting schedule on December 26, 2006 and the closure of Town Hall offices in the evening due to the Holiday Season.  Mr. McKinnon made it unanimous.
Mr. Platt informed all that he would be out-of town during the week of December 17, 2006.

Mr. McKinnon requested communication be forwarded to Senator Pacheco and Representative Flynn regarding the recommendations from Mr. Andrews of the Bristol County Mosquito Control on a early spraying for mosquitoes.  Mr. Donahue motioned and Mr. Platt seconded to forward communications to Senator Pacheco and Representative Flynn regarding the recommendations from Mr. Andrews.
Mr. McKinnon made it unanimous.

Correspondence – The Board received from the Board of PersonNameAssessors a notification that residents’ 3rd quarter tax bills will be an estimate.
Mr. Donahue spoke of the installments for tax payments and the request to enter into communication with Linda King, Treasurer, for the possibility of residents paying additional amounts on their 3rd quarter tax bill for the anticipated increase on their 4th quarter bill.

Correspondence – The Board received a complaint regarding several unregistered vehicles, a trailer and litter on the property of 290 Broadway.  Mr. Buckner said that Mr. Perry had checked the trash and most of it is does not belong to Dunkin Donuts. The other mentioned items are located on a separate property behind the Dunkin Donuts located at 290 Broadway.  Board members requested the information be forwarded to the Building Inspector.

Correspondence -  The Board received from Mr. Stolte information regarding a 1988 steel sander.  
Mr. Stolte requested the sander be declared a surplus and approved as a gift.  Mr. Donahue motioned and Mr. Platt seconded to declare the 1988 steel sander a surplus and to approve as a gift to placeCityTaunton.  
Mr. McKinnon made it unanimous.

Correspondence -  The Board received notice of a scheduled meeting regarding the Rt. 138 and Rt. 495 signalization will be on December 13, 2006 at 7pm in the Town Meeting Room.

Correspondence – The Board received from Mr. McCarthy a request to approve two contracts for the Storm Water Mapping System and the GIS Implementation System for the Town.  Mr. Donahue motioned and Mr. Platt seconded to approve the two contracts as submitted.  Mr. McKinnon made it unanimous.

Correspondence -  The Board received from Jim Ross concerns regarding the accessibility of sidewalks on South Main Street.  Board members concurred to forward the concerns to Mr. Stolte.

Correspondence -  The Board received from the State of Massachusetts Finance Division of Capital Assessment Management a request for available space to lease.
7:40pm – Mr. Donahue motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: Litigation
with no business to be conducted afterwards.  Mr. McKinnon made it unanimous.
