January 23, 2007                                                                  BOARD OF SELECTMEN


Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to
order at 7:00pm.

Present were Donald L. McKinnon, Raymond W. Platt, and John Donahue.

Mr. Donahue motioned and Mr. Platt seconded to accept the minutes of the January 16, 2007 meeting as printed.  Mr. McKinnon made it unanimous.

Mr. Buckner read Tag Day requests for 2007 as follows. Bridgewater Girls Scout Troop 553- March 3,  2007; Girl Scouts Troop 1111- March 3, 2007, Girl Scouts Troop 433 – March10, 2007; Taunton Gridiron, Taunton High Football Team – August 25 & 26, 2007; Taunton Cubs Youth Football & Cheerleading – August 16, 17, 18, 2007; Cub Scout Pack 87 – May 12, 2007; Taunton High School Air Force Junior ROTC carwash & candy sale – May 13, 2007; Taunton Eastern Little League – June 8, 9, 10, 2007.  Mr. Donahue motioned and Mr. Platt seconded to approve the above listed dates pending approval from water districts if necessary.  Mr. McKinnon made it unanimous.

Mr. Buckner’s Town Administrators Report was reviewed

Mr. McKinnon requested correspondence to be forwarded to various departments informing them of the outcome of the meeting regarding the access road.

Mr. Donahue urged all residents to attend the Special Town Meeting on Monday, January 29, 2007 at the Middle School.
Mr. Donahue informed that he was reviewing the House of Representatives website and noticed four bills which were filed by Representative Flynn on behalf of Raynham.
Mr. Donahue thanked Chief Pacheco and his Department for an outstanding job done during the 7th Annual Frostbite 15K Race.
Mr. Donahue said that Mr. Buckner, Mr. Stolte and himself would be meeting with Aquaria next week.

Mr. Platt discussed the money for the Raynham Development Fund and its accessibility in an account for TIF.  Mr. Platt said that the next TIF meeting would be Thursday, January 25, 2007.

Mr. McKinnon informed all that he and Mr. Buckner recently attended a meeting with individuals from the School District.  He discussed the proposed budget and the needs of the Departments.  Mr. McKinnon said that Mr. Buckner’s budget balanced and requested a copy of his budget to be forwarded to Department Heads.
Mr. Donahue suggested forwarding Mr. Buckner’s figures to Department Heads for verification and input on the figures. Mr. Platt concurred with Mr. Donahue.

Correspondence -  The Board received notice of the filing for National Reclamation of Raynham.

Correspondence - The Board received from Tighe & Bond information regarding the silos at Borden Colony.




Correspondence - The Board received from TMPL/Verizon a request to install a new pole, located on Richard Street.  Mr. Donahue motioned and Mr. Platt seconded to schedule a Public Hearing for
January 30, 2007 at 7pm.  Mr. McKinnon made it unanimous.

Correspondence – The Board received information and a request for a liaison from the Secretary of State regarding the 2010 Federal Census.  Mr. Donahue motioned and Mr. Platt seconded to appoint Mr. Buckner as liaison.  Mr. McKinnon made it unanimous.

Correspondence – The Board received from the Conservation Commission a request to appoint
Paul Dooley, 20 Lester Road, to the vacant position on the Commission.  Mr. Donahue motioned and Mr. Platt seconded to appoint Paul Dooley to the Conservation Commission to fill the vacancy created by the departure of Mark Peterson.  Mr. McKinnon made it unanimous.

Correspondence - The Board received a resignation notice from Jennifer Hruniak, Park & Recreation Director. The Park and Recreation Commissioners had accepted it with deep regrets.

Mr. Dupont was present and thanked the many individuals who helped during the 7th Annual Frostbite 15K Race.  Mr. Dupont thanked especially Mr. Donahue, Chief Pacheco and his Department and Park & Rec.

7:55pm – Mr. Platt motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: Negotiations
with no business to be conducted afterwards.  Mr. McKinnon made it unanimous.
