January 30, 2007 BOARD OF SELECTMEN
Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to
order at 7:05pm.
Present were Donald L. McKinnon, Raymond W. Platt, and John Donahue.
Mr. Platt motioned and Mr. Donahue seconded to accept the minutes of the January 23, 2007 meeting as printed. Mr. McKinnon made it unanimous.
Mr. McKinnon informed all that the Board was returning from an Executive Session regarding Security of the Town and Litigations.
The Board received an application from David J. Smith, 7 Parkwood Drive, for appointment as Constable. The Board also received an application for re-appointment as constable from Steven Coughlin, 7 Fisherman Cove Road, Buzzard Bay. Mr. McKinnon informed all that Chief Pacheco has reviewed and recommended appointing. Mr. Platt motioned and Mr. Donahue seconded to appoint
David J. Smith and Steven Coughlin as Constables. Mr. McKinnon made it unanimous.
7:15pm-Public Hearing – TMLP/Verizon. TMLP/Verizon requested a new pole location, EL3 on Richard Street. Mr. Platt motioned and Mr. Donahue seconded to approve the new pole location subject to construction not being placed on a sidewalk. Mr. McKinnon made it unanimous.
Mr. Donahue informed all that during Executive Session this evening, a Memorandum of Agreement for the Fire Department was signed. Mr. Donahue thanked the Department for their assistance during the negotiations.
Mr. Buckner’s Town Administrators Report was reviewed
John McGarry, Raynham Veteran Memorial Committee Chairman, was present to update the Board.
Mr. McGarry said that the Committee meets once a month, and that during the past six meetings, the Committee discussed a registry list of past and present veterans, dedication of intersections in memory of fallen heroes, and a site for a permanent Veteran Memorial. He said that the Committee had chosen an area in Borden Colony between the Gazebo and the 4H building as the site for the permanent Veteran Memorial. He stated that the Park & Rec Department and the Highway Department would be contacted to aid in the upkeep of the area. He also stated that a request would be sent to the American Legion requesting the flags needed for the site - a US flag and five service flags. Mr. McGarry said that the proposed completion date for the site is November 11, 2007 with a dedication being held at 2pm. Mr.
Donahue was very impressed by the presentation and the site of the permanent Veteran Memorial.
Mr. Donahue informed all that Mr. Buckner, Mr. Stolte and himself met with Aquaria last night and will be discussing mitigation for Raynham in future meetings.
Mr. Platt said that the next TIF meeting is scheduled for February 6, 2007 at 5:30pm.
Mr. McKinnon discussed the outcome of last night’s Special Town Meeting.
Mr. Donahue thanked Mr. Buckner for working with the Finance Committee regarding the Articles on the Warrant. Mr. Buckner thanked the Departments for their assistance and cooperation in reducing some of the monies requested.
Correspondence – The Board received from Attorney Antine information regarding the Medeiros family land on Leonard Street which Mr. Stolte needed for a drainage basin. Mr. Buckner stated that a State law required a Public Hearing because the land has been used for farming. Mr. Platt motioned and Mr. Donahue seconded to schedule a Public Hearing for the Medeiros property on Leonard Street on February 27, 2007 at 7:05pm. Mr. McKinnon made it unanimous.
Correspondence – The Board received from Cape Code Hunting Horse Show a request to use the Rozenas Fields on April 28, June 23, and August 17, 2007 along with the Southeastern Hunters Association’s request for May 5, and June 9, 2007. Mr. Platt motioned and Mr. Donahue seconded to approve the requests for the above-listed dates. Mr. McKinnon made it unanimous.
Correspondence - The Board received a request from Asian Palace, Inc. for a Beer & Wine License.
Mr. Platt motioned and Mr. Donahue seconded to accept applications for a Beer & Wine Restaurant License through the close of business on February 27, 2007 along with scheduling a Public Hearing regarding the receipt of applications for March 13, 2007. Mr. McKinnon made it unanimous.
Correspondence - The Board received a request from Senator Pacheco regarding the Home Rule Petition for Timothy Grabarz and Thomas Cady who wished to become Police Department Officers but needed a waiver of the maximum age limit. Mr. Platt motioned and Mr. Donahue seconded to forward correspondence to Senator Pacheco and Representative Flynn requesting that they respectfully re-file the Town’s Home Rule Petition asking that Mr. Grabarz and Mr. Cady be granted a waiver from the maximum age limit for a police officer. Mr. McKinnon made it unanimous.
Correspondence - The Board received from the Commission of the Status of Women a request to nominate an individual to the Commission from Raynham. Board members took it under advisement for one week.
Correspondence - The Board received from the Motorcycle Association a request to place a sign in Raynham stating “Motorcycles Are Everywhere.” Mr. Platt motioned and Mr. Donahue seconded to forward the request to the Chief for his recommendation on safety.
Correspondence – The Board received from Blue Star Mothers a request for Tag Days on
March 24 & 25, 2007. Mr. Platt motioned and Mr. Donahue seconded to approve the tag day request
for the Blue Star Mothers on March 24 & 25, 2007. Mr. McKinnon made it unanimous.
7:55pm – Mr. Platt motioned and Mr. Donahue seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: negotiations
with no business to be conducted afterwards. Mr. McKinnon made it unanimous.
