March 6, 2007 BOARD OF SELECTMEN
Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to
order at 7:05pm.
Present were Donald L. McKinnon, Raymond W. Platt, and John Donahue.
Mr. Donahue motioned and Mr. Platt seconded to accept the minutes of the February 27, 2007 meeting as printed. Mr. McKinnon made it unanimous.
Chief Pacheco was present and asked the Board for a consideration to limit the number of days for which roadside memorials are held. Chief Pacheco said that some of the sites are located at or near dangerous areas and located on private property. Chief Pacheco recommended a limit of 30 days. Board members all concurred to limit the number of days for roadside memorials and for private property sites to be cleaned by property owners as deemed necessary.
Joe Pacheco, Chairmen Rt. 138 Committee, was present and reminded all of Pride Award night on
March 26, 3007 at 5pm at the new Town Hall Meeting Room and informed that the next Rt. 138 scheduled meeting will be March 12, 2007.
Mr. Donahue motioned and Mr. Platt seconded to reconvene the hearing on Classification of Real & Personal Property for FY 07. Mr. McKinnon made it unanimous.
Mr. McKinnon spoke of the differences between business and home values for 2006 and 2007.
Mr. McKinnon said he would consider a 1.28 or 1.30 shift. Mr. Donahue motioned to approve a 1.25 shift and Mr. Platt seconded for discussion. Mr. Donahue discussed the split regarding commercial/residential. Mr. Donahue said that in years past, the increase has been placed on commercial property and in the future could hurt business expansion. Mr. Lewis was present and informed all that the DOR requires the Board of Assessors to conduct a Classification Hearing when a 10% increase in values is apparent. Mr. Lewis also stated that the Commercial percentage is the lowest in 15 years. Mr. Platt stated that he has had numerous conversations with commercial business owners and that Raynham has an outstanding reputation/climate for businesses. Mr. McKinnon made the vote
unanimous.
Mr. Buckner’s Town Administrators Report was reviewed
Mr. Donahue discussed the information submitted by MMA regarding the Governor’s Budget to add $200M to Chapter 70 and $15M to Lottery.
Mr. McKinnon also commented on the local aid to Raynham in the Governor’s proposed budget.
Mr. McKinnon suggested the Town have a State of the Town during the 1st or 2nd week in April and invite individuals to participate. Mr. McKinnon asked Mr. Buckner if a Maintenance Program has been put into place regarding the new Town Hall. Mr. McKinnon recommended Mr. Buckner create a Maintenance Program.
Correspondence - The Board received information from the Bridgewater Advisory Committee regarding a scheduled meeting on March 10, 2007, 10-12pm to be held at the Bridgewater/Raynham High School regarding the regional budget.
Correspondence - The Board received from the Raynham Fire Department a list of calls for the month.
Correspondence - The Board received from D’Angelo’s a request for a proclamation for their 40th Anniversary celebration. Board members advised that a proclamation would only be approved for non-profit groups.
Correspondence - The Board received a request for a refund of permit fees from T & M Realty Corp. for Lots 16 & 17 on Richard Street. Mr. Buckner advised that Mr. Palmer recommended refunding 50% of the building permit fee and $50 of the occupancy permit fee. Mr. Platt motioned and Mr. Donahue seconded to deny the request for a refund of permit fees. Mr. McKinnon made it unanimous.
Correspondence - The Board received from Mrs. Kathy Tripp, Chairman of the Merrill School Community Garden Committee, a thank you to all for their support, advice and expertise in the project.
Correspondence – The Board received from David Fregeau of 855 Pleasant Street a request for assistance on an issue with a foul smell in the area. Mr. Fregean forwarded a copy submitted previously to the Sewer Department regarding the issue. Mr. Donahue motioned and Mr. Platt seconded to forward the request to Mr. Perry. Mr. McKinnon made it unanimous.
Correspondence - The Board received request for tag days as follows: Disable Veterans to sell Forget-me-knots on August 10, 11, 12 and September 28, 29, 30; Raynham Boy Scout Troop 79, April 15; and North Dighton VFW, May 25, 26, 27. Mr. Donahue motioned and Mr. Platt seconded to approve the tag days as listed. Mr. McKinnon made it unanimous.
Mr. Donahue reminded all of the Knights of Columbus Road Race on Saturday, March 10, 2007.
8:17pm – Mr. Donahue motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: Collective Bargaining with no business to be conducted afterwards. Mr. McKinnon made it unanimous.
