Board of Selectmen Minutes 03/13/2007

March 13, 2007                                               BOARD OF SELECTMEN

Chairman Donald L. McKinnon called the regular meeting of the Raynham Board of Selectmen to
order at 7:04pm.

Present were Donald L. McKinnon, Raymond W. Platt, and John Donahue.

Mr. Donahue motioned and Mr. Platt seconded to accept the minutes of the March 6, 2007 meeting as printed.  Mr. McKinnon made it unanimous.

Kathleen Roberts and Denise Hartwell, Raynham Center Postmaster, presented the Board with a drawing of the Ironworks and a canceled stamp, which marked the celebration of Raynham’s 275th Birthday.

Mr. Donahue said that the Knights of Columbus Road Race on Saturday had approximately 250 participants.

Mr. Donahue informed all that the Governor has announced plans to be released on April 4 regarding the proposed timeline for the Fall River and New Bedford rail.  Mr. Donahue said he was in communication with Mr. McCarthy and that he has recommended the following options to be placed as a non-binding referendum for the Town Election:  A. In favor of the states effort to expand the commuter rail to Taunton, New Bedford and Fall River via the Stoughton route; B. I believe it is inevitable, but I do not support rail expansion to Taunton, New Bedford and Fall River via the Stoughton route. C. The Town should oppose commuter rail expansion to Taunton, New Bedford and Fall River via the Stoughton route and take all necessary actions and incur all necessary costs associated with the project.  
Mr. McKinnon said that if the Town does vote to oppose, a limit on funding should be set at the Town Meeting.  He suggested the Inside Scoop conduct a point/counter-point on the issue of the train.  Mr. Donahue motioned and Mr. Platt seconded to place the non-binding referendum as listed above on the Town Election warrant for April.  Mr. McKinnon made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Donahue motioned and Mr. Platt seconded to request all articles for the Annual Town Meeting Warrant be submitted by April 2, 2007.  Mr. McKinnon made it unanimous.

Mr. Donahue informed all that the Board attended a meeting on Saturday scheduled by the Bridgewater Advisory Committee re: the Bridgewater-Raynham Regional School District budget.  Mr. Donahue stated that the meeting was informative and that the funding for the schools was the topic including the possibility of an override.

Mr. Platt informed all that the TIF Committee would be announcing next week a potential applicant for a TIF.

Mr. Donahue asked that Mr. Buckner meet with the Town Planner to discuss the impact to Raynham of a potential large development on Rt. 104 just over the Raynham line in Bridgewater.

Mr. McKinnon suggested Mrs. Sleezer invite the Site and Building Committees to a Board of Selectmen meeting at the new Town Hall on April 10 to say thanks for the outstanding work performed.

Correspondence - The Board received from the Highway Department information regarding the vacant position of truck driver.  Mr. Donahue motioned and Mr. Platt seconded to approve the position hire as recommended by Mr. Stolte.  Mr. McKinnon made it unanimous.

Correspondence - The Board received from Great American Pub a request for their liquor license to be pledged.  Mr. Donahue motioned and Mr. Platt seconded to schedule a Public Hearing for March 27, 2007
at 7pm.  Mr. McKinnon made it unanimous.

Correspondence – The Board received requests for Tag Days as follows:  Avon Walk for Breast Cancer, April 22 at Wal-Mart and Dighton Boys Scout Troop 45, April 6, 2007.  Mr. Donahue motioned and Mr. Platt seconded to approve the requests as listed above.  Mr. McKinnon made it unanimous.

8:10pm – Mr. Donahue motioned and Mr. Platt seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: Collective Bargaining and the Security of the Town with no business to be conducted afterwards.  Mr. McKinnon made it unanimous.
